HomeMy WebLinkAbout05/28/1991 Adjourned Meeting 401 ' CITY OF YAKIMA, WASHINGTON ADJOURNED MEETING MAY 28, 1991 The City Council met in session on this date at 11:30 A.M. at the Holiday Inn - Forest Room, to discuss the Greenway Master Plan with the County Commissioners and the Greenway Foundation. Mayor Pat Berndt and Councilmembers Henry Beauchamp, George Pechtel, Skip Semon and Bernard Sins in attendance. Councilmembers Clarence Barnett and Lynn Buchanan absent and-excused. Staff' members present were Assistant City Manager Stouder, Public Works Director Copeland, Parks and Recreation Manager Flaherty and Deputy -City Clerk Lovell. Yakima County staff members present were Public Works Director In Hesse and Planning Director Dick Anderwald. Greenway Foundation members present were President Hamilton Licht, Executive Director Barbara Feasey, Rod Knipper, Dick Maison and Doug Peters.- - - - Greenway President Licht welcomed those in attendance and expressed appreciation to the City of Yakima and Yakima County for continuing support of the goals and efforts of the Greenway Foundation. Since both entities have been instrumental in the development of the Greenway, the Foundation requested this meeting -to share ideas and - plans -for the next -10 years. Executive Director Feasey gave a brief slide presentation to illustrate progress made since 1974, and showed suggested areas for development, conservation and recreation. Dick Maison, Chairman of the Master Plan Review Task Force, gave an overview of the immediate goals for the Greenway Overlay District, and outlined three priority goals for long range planning: 1. Extension of the eastern boundary of the Greenway Overlay District to protect as much property as possible from development. 2. Designation of a scenic highway on the east side of the river. 3. Extension of the Greenway along the Naches River to the 40th Avenue /Painted Rocks area. Rod Knipper, Chairman of the Development Standards Task Force, discussed standards for future development in the Greenway Corridor. The proposed set of standards would guide development within the corridor to ensure that commercial growth is compatible with the Greenway. Mr. Knipper focused on "imagability" to encourage public participation, and to develop a showplace for the Valley. Councilmember Sims encouraged Greenway representation at the public '-meeting for the Visioning process on Thursday evening. Mayor Berndt briefly explained the program format, and suggested that a display of the Greenway overlay maps would be beneficial. Assistant City Manager Stouder offered to introduce the material for the Greenway. • Dr. Licht said the next steps for the Greenway will be to refine the development standards, update the Master Plan and submit the package to the City and County for approval. If the development standards are accepted as part of the Master Plan update, they will request revision of the Urban Area Zoning Ordinance to reflect those standards. Councilmember AAD /1 4 0 2 MAY 28, 1991 Semon suggested including developers and builders in the discussion of development standards to prevent any. future, misunderstandings. Assistant City Manager Stouder thanked the Foundation members for their hard work over the past several years and their commitment to creating a truly central community park. Dr. Licht thanked everyone for attending the meeting today, and suggested that additional questions be directed to any member of-the Greehway Foundation Board of Directors.
