CITY OF YAKIMA, WASHINGTON
ADJOURNED MEETING /STUDY SESSION
MAY 21, 1991 ,
The City Council met in session on this date at 11:30 A.M. at the Public
Works Complex for Public Works administrative staff review.
Councilmembers present were Clarence Barnett, Henry Beauchamp (absent
after 12:10 P.M.), Lynn Buchanan, George Pechtel, Skip Semon, and Bernard
Sims. Mayor Pat Berndt absent and excused. Staff members in attendance
were City Manager Zais, Assistant City Manager Stouder, .Public Works
Director Copeland, Acting Transit Manager Haddix, Street and Traffic
Manager Hussell, Refuse Manager Gaudette, Parks and Recreation Manager
Flaherty, Equipment Manager Toney and Deputy City °Clerk Lovell.

Public Works Director Copeland explained that during the 1991 Budget
sessions, consideration of administrative staff review was deferred to
allow staff time to prepare additional information. He then introduced
Public Works . staff members.,who .gave , a , ,45- minute, slide presentation
. i :illustrating the, job _; functions of each division._ Mr Copeland advised
Council that a;,lack of direct_,.` clerical support is.the most pressing
problem facing each' division "..He mentioned that employee turnover, sick
leave and vacation schedules also 'imp the work °force; as well as
meeting new federal and state requirements. Cross training and
versatility have become absolute requirements in this department. This
meeting was the first of two sessions to outline and review staffing
needs. The second meeting will be held on June 25th to consider staffing,
financing, housing and phasing. At that time, staff will present the next
segment and will give costs and funding suggestions for the' plan. Today
Mr. Copeland requested the immediate approval of the Public Works
Accounting Specialist and Storekeeper positions included in the 1991
Budget and Policy issues. The balance of the recommended changes will
be presented next month. Mr. Copeland reminded Council that these
positions were budgeted for 1991, but would not use the fully budgeted
amount since the year is already half -over.
Mr. Copeland thanked Council for their attendance at the meeting today,
and invited them to tour the facilities before returning to City Hall.
There being no further business, the meting was ad at 1:10 P.M.
