Chair Neil McClure called meeting to order at 10 AM
1. Approval of Minutes from March 11, 2020
2. East/West Corridor update and discussion:
Bob D. updated schedule of project including removal of old municipal waste
(approximately 150,00 to 200,000 cubic yards) and replacement with fill in late 2020
and early 2021. "Right of Way" is complete for city portion of plan thru the mill site.
The committee asked for PDF schematics of city and county roadway sections to be
provided for October meeting. A request for Joan Davenport and relevant Yakima
County representative to attend the October meeting to explain details of project.
3. Cowiche Canyon Trail update and discussion:
Bob D. gave information on progress of various environmental, cultural site, flood
plain, shoreline, critical habitat, conditional use and SEPA studies which are
complete for Phase One (Power House Road to Cowiche Canyon Lane) and still to be
done for Phase Two (Cowiche Canyon Lane to trail head of existing Cowiche Canyon
Trail). The city is beginning to do test boring at lower bridge site to inform
engineering for design of bridge footings. Various details of drainage plans for run
off are being finalized and a variance is being sought to allow the parking at the
Power House trail head to be gravel is being pursued. Bob D. will provide a PDF
schematic of Phase One for October meeting.
4. Pedestrian Master Plan update and discussion: Trevor M. updated the
committee on progress of project; ALTA contract has been signed and is in effect. A
"Kick Off" virtual meeting will be organized by Trevor M. with ALTA, committee
members and public to initiate the process. Trevor M. will provide committee with the
final agreement with ALTA before October meeting.
S. 64' and Ahtanum intersection:
Bob D. informed committee that work would be out for bid soon and begin in October
on intersection with signals and sidewalks. Phil M. expressed concern that future
possible walking/biking pathway of county west of 641" needed coordination with city
project. Bob D. will provide committee PDF schematic of intersection plan for October
meeting.
6. Good of the Order:
Neil M. led discussion of annual goals for committee that included a review of Bicycle
Master Plan goal for five miles of bicycle infrastructure improvement yearly, timely
review and input to city council on TIP, and input on "Safe Routes to School" projects.
The status of Title 12 updates and the city ADA plan were discussed. Trevor M. will
research Title 12 situation and report to committee. The ADA plan is scheduled for vote
at city council meeting October 20t" with input to council from staff and Bike/Ped
committee to be determined at October 14t" meeting. Topics of future consideration
are; the use of "sharrows" as infrastructure, Bicycle Boulevard standards, usage of green
paint and advisability of using NACTO (National Association of City Transportation
Officials) standards for future bicycle infrastructure which Shirley S. volunteered to
report on. Bob D. reported
on near term projects including: 2020 sidewalk repair and replacement on 4t" St.
between Walnut and Pacific, 2021 further improvement of roads near SOZO sports
complex, 2022 a round -a -bout at 72nd Ave and Washington, 2021 sidewalk construction
near McClure Elementary, 2021 continued construction of North First Street project
from N Street to J Street, 2022 construction of round -a -bout at 34t" Ave and Fruitvale
Blvd. Also grants have been applied for construction of sidewalks near Robertson
Elementary and Nob Hill Elementary schools.
