Public Hearing on the 2012 CDBH & HOME Annual Action Plan: Archie Matthews
reviewed facts, figures and projections for the 2012 CDBG entitlement. A reduction of at
least 10% in CDBG funding is anticipated for 2012; the 2010 and 2011 funding levels were
also decreased. Councilmember Coffey asked for an itemization of how 2010
Economic Development funds were used. Matthews reported that a Community Based
Development Organization (CBDO) request has been recently received from OIC. Michael
Morales explained that the CBDO designation would remove the OIC contract from the
Public Service category. HUD approval is assumed; the 2012 budget has been structured
to accommodate the change. Councilmember Lover said he is distressed at the cuts to the
senior and disabled funds. He asked if all of the current and proposed code compliance
activity can be justified and said he will do additional research on the subject. Lover opened
the Public Hearing. Lynn Kittelson asked that the money be placed in the funds that help
• the most people. Maria Garcia from RCDR said they have been anticipating a decrease in
the economic development line and they are budgeting accordingly. Lover closed the
hearing. There will be another Public Hearing on October 12, at 9:30 a.m. in the CED
Conference Room. The final Public Hearing will be at the November 1st City Council
meeting; 7:00 p.m. in Council Chambers. The 30 -day written comment period runs through
the end of October. Copies of the draft Annual Action Plan are available at the ONDS office
at 112 S 8 Street and at the City Clerk's office. •
• Update on Medical Marijuana Ordinance: Mark Kunkler outlined the differences between
the federal and the state laws on medical marijuana. Governor Gregoire vetoed the
provisions in the state law that dealt with the licensing of dispensaries. Qualifying
individuals and collective gardens remain in the state law. The moratorium approved by
Council allows the city time to develop regulations. Morales cautioned that the city needs to
be mindful of federal law because it routinely accepts federal funding. Staff will continue to
research actions taken by other communities in the state and will also watch for information
coming from the state and federal governments.
The next meeting of the Council Neighborhood Development Committee will be
'Wednesday, October 5, 2011, at 9:30 a.m., in the CED Conference Room.
