Governor Gregoire vetoed the provisions in the state law that dealt with the licensing of dispensaries. Qualifying individuals and collective gardens remain in the state law. The moratorium approved by Council allows the city time to develop regulations. Bill Lover asked about the ramifications of failing to enforce the federal law. He suggested that cities should demand the state legislature take action to correct the conflicts. Staff will continue to research actions taken by other communities in the state and will also watch for information coming from the state and federal governments. The Committee will hear an update at their October meeting. They requested that the matter go back to the full Council before it goes to the Planning Commission. • Downtown Yakima Business Improvement District Status: Jamie Stickel advised that petitions have been signed representing 42.6% of the assessed value of the district. If • the assessment does not resume soon the CDY office will close at the end of October. They are beginning early this year to winterize the irrigation system and planters. The reduced staff is concentrating on the 77 -block DYFI properties. Stickel reported that the second largest property in the district is now being managed by a bank and that a meeting has been arranged to discuss the assessment. Other Business: Luz Gutierrez asked the Council to recognize the importance of micro enterprise businesses on the local economy. Joan Davenport reported that the North Front Street PBIA is up for renewal this year. The item will go to the full Council in November.
