Discussion:
➢ Micah Cawley opened the meeting with an explanation that this special meeting was
called to discuss the how specific expenditures (retirement cash outs and elections,
which are sometimes referred to as "non- recurring expenses ") would be budgeted.
• Don Cooper provided a memo outlining his definition for non - recurring expenses and
the three options that he foresees the council needs to choose from
• Projected expenses are taken from the projected revenues before the POG
allocations are made — resulting in a reduction for all division budgets by an
amount equal to their POG allocation
• Expenses are absorbed in each individual division's budget within their normal
• 'POG allocation — resulting in a reduction in that divisions funds available for
normal operations in the year the expense occurs
• Expenses are excluded from the POG allocation and are established as a
budgeted line item with a fixed amount and paid for from reserves
➢ General discussion regarding the options presented and the pros and cons of each;
discussion included (a) the need to for historical trend data that excludes the "blips"
caused by retirement cash outs and similar "non- recurring" expenditures within a
particular division, and (b) a general need to be as transparent and clear as possible to
our citizens.
• Micah Cawley moved to support Mr. Cooper's recommendation of having expenses
• for employee cash outs and election costs included in the POG allocations and
absorbed by the division incurring the expense in any given year; in cases where this
would cause un -due hardship on the operations of that division, the City Manager
may re- allocate funds as needed and /or request Council's authorization to use
reserves to cover the expenses. Kathy Coffey seconded. Motion carried 3 — 0.
