CITY OF YAKIMA, WASHINGTON
APRIL 16, 1991
BUSINESS MEETING
1. ROLL CALL
The City Council met in session on this date at 2:00 P.M. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Pat
Berndt, presiding, Council members Clarence Barnett, Lynn Buchanan,
'George_Pechtel, Skip Semon and Bernard Sims present on roll call.
Council member Henry Beauchamp absent and excused. City Manager
Zais, City Attorney Vanek, City Clerk Roberts and Deputy City Clerk
Lovell also present.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led.by Finance Director John Hanson.
3. OPEN DISCUSSION FOR THE GOOD OF THE ORDER '
Finance Director Hanson distributed copies of the 1991 Budget
Summary, and stated that the annual presentation was recently made
to the Government Finance Officers Association for the
Distinguished Budget Award. Following review, budget awards will
be presented . in the Fall. Mr. Hanson announced that the City has
'received recognition for Comprehensive Annual Financial Report
and for excellence in investment policy. Accounting Manager Bob
' Wheeler introduced members of the Finance Department staff, and
presented an individual award to Accountant Clara Sanders.
• - Code Manager Bob Shampine gave a status report on permit activity
for the current year. He reported that the local construction
industry is booming, indicating a strong local economy.
4. .CONSENT AGENDA .
Mayor Berndt referred to the items placed on the Consent Agenda,
questioning whether there were any additions or deletions from
either Council members or citizens present. It was the general
consensus of Council that the addition of.Items'No. 7 and 8, as
requested be made. The City Clerk then read the Consent Agenda
items, including resolutions and ordinances by title. It was MOVED
BY BUCHANAN, SECONDED BY SIMS, THAT THE CONSENT AGENDA, AS READ, BE
PASSED. The motion carried by unanimous roll call vote; Beauchamp
II/ absent. (Subsequent paragraphs preceded by an asterisk ( *)
indicate items on the Consent Agenda-handled under one motion
without further discussion.)
* 5. APPROVAL OF THE MINUTES OF THE JANUARY 15, 1991 COUNCIL MEETING
AND APRIL 9,' 1991 ADJOURNED MEETING
The Council minutes of January 15, 1991 Council meeting and
April 9, 1991 Adjourned, meeting,.: were approved`;having been duly
certified accurate by two Council members and no one present
wishing to have said minutes read publicly.

6. AUDIENCE PARTICIPATION ,
Mayor Berndt read a proclamation designating April 21 -27, 1991 as
Sexual Assault Awareness Week in the City of Yakima. The
proclamation was accepted by Debbie Ruggles.
Assistant Mayor Lynn Buchanan read a proclamation designating
April 21 -27, 1991 as Volunteer Week in the City of Yakima. The
proclamation was accepted by Renee Kabrich.
Mayor Berndt read a proclamation designating May 6 -12, 1991 as
Public Service Recognition Week in the City of Yakima. The
proclamation was accepted by David Broom.
Council member Barnett read a proclamation designating the day that
Bravo Company returns to Yakima as Operation Desert Storm Troops
Day in the City of Yakima. The proclamation was accepted by
Captain Malone, U.S.M.C.
*7. PRESENTATI N OF FIRE DEPARTMENT 1990 ANNUAL REPORT
The Fire Department 1990 Annual Report was accepted.
* 8. CONSIDERATIQV OF RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT WITH
RON KING FOR 1991 SLOWPITCH ROUND ROBIN TOURNAMENT
RESOLUTION" NO. D- 5898, "A RESOLUTION authorizing execution of an
Agreement with Ronald King 'for 1991 Slowpitch Round Robin
Tournaments.
*9. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF AGREEMENTS
WITH UMPIRE ASSOCIATIONS
A. YAKIMA VALLEY UMPIRES ASSOCIATION
RESOLUTION NO. D -5899, A RESOLUTION authorizing execution of an
Agreement with the Yakima Valley Umpires Association.
B. WASHINGTON STATE SLOWPITCH UMPIRES ASSOCIATION
RESOLUTION NO. D -5900, A RESOLUTION authorizing execution of an
Agreement with the Washington State Slowpitch Umpires Association.

TREE TOP, INC. TO CONDUCT THE TREE TOP BICYCLE CLASSIC -

*12. STATUS REPORT ON THE PARKS YES BOND ISSUE PROJECTS
The status report on the "Parks Yes ", Bond issue projects, was
accepted.
*13. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF AMENDMENT TO
THE GARY HALL CONTRACT FOR ADDITIONAL PROFESSIONAL SERVICES
RESOLUTION N0. D -5903, A RESOLUTION authorizing the execution of an
amendment to the agreement with Hall Engineering Associates for
Professional Services to increase the budgeted amount for
acquisition services by $5,500.00, from $33,000.00 to $38,500.00.
*14. SET DATE OF PUBLIC HEARING FOR MAY 7, 1991 ON COUNCIL MEMBER
DISTRICT BOUNDARIES
May 7, 1991 was set as the date of public hearing on Council Member
District Boundaries.
*15. CONSIDERATION OF AN ORDINANCE AMENDING THE CLASSIFICATION
AND COMPENSATION PLAN FOR THE PERMIT TECHNICIAN POSITION
ORDINANCE NO 3355, AN ORDINANCE relating to City personnel;
adopting a classification and compensation plan for City employees
to be effective May 19, 1991; amending Subsections 2.20.100 A,
2.20.100 C, 2.20.100 A, and 2.20.110 F, all of the City of Yakima
Municipal Code.
16. OTHER BUSINESS
Engineering and Utilities Director Denny Covell updated Council on
the bid status of the Appleview Sewer LID. Mr. Covell stated that
the project was bid twice because the first bid was considerably
higher than the original estimate. The most recent.bid was over
$297,000, which increases the preliminary LID assessment by 32 %.
Letters were mailed to property owners to determine whether to
proceed with the project. Based on the survey results, 74.75% of
the property owners support proceeding with the LID. The City has
met the LID criteria for assessed value and for property owner
participation. The Engineering Department will recommend to the
.- -City Manager to proceed with the award of the contract. No Council
action is required at this time, however, Mr.Covell wanted Council
to be aware of the situation. Tony Wentz, 6604 Appleview Way,
stated that he was in favor of proceeding with the LID. As an area
resident, Mr. Wentz reported that he and several neighbors have
experienced septic tank failures. Mr. Covell that the City's
share in the LID will increase from $55;000 to $80 100;000, but the
costs are recoverable. Mr. Covell said that the original estimate
was greatly impacted by new County roadway standard requirements.
Council member Barnett advised Council that the County
Commissioners have scheduled a PTBA conference on April 25th at
7:00 P.M. in the County Courthouse.

17. EXECUTIVE SESSION
It was MOVED BY BUCHANAN, ° SECONDED BY "SIMS TO MOVE INTO EXECUTIVE
SESSION REGARDING 'COLLECTIVE BARGAINING AND PROSPECTIVE LITIGATION,
WITH IMMEDIATE ADJOURNMENT THEREAFTER. The motion carried by
unanimous voice vote. Beauchamp absent.
18. ADJOURNMENT
Following the completion of the Executive Session, the meting was
adjourned at 3:35 P.M.
