SPECIAL MEETING
The - City Council met in session on this date at 7 :15 A.M. in the City
Manager's; Conference Room in °City Hall, Yakima, Washington for informal
discussion. -Mayor Pat Berndt.. presiding, Council members Henry Beauchamp,
Lynn Buchanan, George Pechtel (present after 7:40 A.M.), Skip Semon and
Bernard Sims also present. Staff members in attendance were City.Manager
Zais, Assistant City Manager Stouder and Deputy City Clerk Lovell.

Mayor Berndt reported that last evening's Council Forum was very
successful. The Visioning process was the program topic, and it
was discussed by Val Finlayson, Rolando Adame, Graham Tollefson and
Mayor Berndt: - -Later in the program, they were joined by Assistant
City-Manager Stouder and Dick Anderwald discussion of the
Growth- Management Act. The Rebound Plus program will be the
subject of the May forum. Participants will include Glenn Rice,
Irene Gutierrez, and two Council members.
2. Community Development Week
Assistant City Manager Stouder reported on the success of the
recent Community Development Week. Displays in the Yakima Mall
• were well attended, and the Rebound Plus and'Housing Offices
received a good deal of interest. Mayor Berndt praised City staff
members for an excellent job of promoting the occasion.
3. Yakima Youth Commission
Mayor Berndt asked Council if the City should take a leadership
role in the Youth Commission. She has asked Parks and Recreation
Manager Dave Flaherty to prepare a proposal showing how the City
can participate, without increasing the Park Department budget.
Council member Sims felt that local agencies,- including schools,
the YMCA, YWCA and United Way were all well suited to provide
support for local youth programs. The Council decided to wait for
Mr. Flaherty's recommendations before making a decision.
4. PTBA
Council member Semon requested a meeting to study the PTBA issue.
He would like the Council to be informed of the proposed action and
_ possible' consequences. City Manager Zais suggested a presentation
by Public Works - Director Copeland and Acting Transit Manager
Haddix. Council member Sims was concerned with the potential
impact on UMTA funding, and the possibility of tapping into motor
vehicle excise tax revenue. Since this is a priority, Mr. Zais
will arrange a Transit /Council meeting as soon as possible.
5. Fairview /Sumac Water Contamination

City Manager Zais reported that Council representatives met with
the County Commissioners yesterday to request financial assistance

with the Fairview /Sumac water contamination problem. Mayor Berndt
said the County declined to participate in water main installation,
but will use theirfla fluence1: to convince the Health District and
DOE to require hook -ups. Mr. Zais said that Council may wish to
remove the Fairview /Sumac emergency resolution from the Consent
Agenda 'today to clarify that legal• research is still underway. He
also advised Council that a local contractor has requested opening
the project for competitive bids, rather than using City forces.
6. Annexation Issues
Council member Sims inquired about the driving force behind
the Terrace Heights annexation. Assistant City Manager.Stouder
said the effort has been citizen driven, particularly by industrial
firms and residents who wish to extend transit service the area.
`Mr-: Sims emphasized that staff needs to provide visual aids to
simplify and better explain the annexation process. 'Mayor Berndt
requested statistical information regarding the Fruitvale Phase 2
annexation prior to the Council meeting today. Mayor Berndt said
that - County Commissioner Klarich has indicated he "will support
provisions in the Growth Management law requiring cities to prove
they can provide basic utilities to new annexation areas.
7. Council Retreat
City Manager Zais reminded Council about the retreat scheduled for
Saturday, April 13th, at the Convention Center. He encouraged all
Council members to attend for as much of the program as possible.
Meeting material will be available to Council members on Thursday.
8. Northeast Yakima Neighborhood Association
Mayor Berndt, Council member Buchanan and City staff attended a
recent Association meeting, and staff has been directed to research
concerns that were raised. The Association suggested using the
utility billing system to distribute basic information about City
services in both English and Spanish. Council member Sims noted
that the downtown trolley service should be featured in the
billings in the next two months.
