HomeMy WebLinkAbout03/12/1991 Adjourned Meeting 33 3 CITY OF YAKIMA, WASHINGTON ADJOURNED MEETING MARCH 12, 1991 The City Council met in Session on this date at 7:15 A.M. in the City Manager's Conference Room at City Hall, Yakima, Washington for informal discussion among members. Mayor Pat Berndt presiding, Council members Skip Semon and Bernard Sims present. Council members Clarence Barnett, Henry Beauchamp, Lynn Buchanan, and George Pechtel absent and excused. Staff members in attendance were City Manager Zais and Deputy City Clerk Lovell. City Manager Zais briefly reviewed current legislative action in Olympia. Although the bill for criminal justice funding for Yakima died in committee, Mr. Zais was hopeful that it will be reconsidered. He explained that bills that are declared officially dead can be attached as an amendment to another bill. He encouraged Council members to continue their lobbying efforts for the balance of the session. Council members agreed that the Rebound Plus program will be the topic for the YCTV forum the first Monday in .-Rebound Administrator Irene Gutierrez and Block Grant Manager Dixie Kracht will participate in the program, and the Rebound video will be 'featured. Other items discussed during the meeting included: 1. I -82 Interchange Design - Council member Semon reported comments from business leaders who are concerned with the design process for the I -82 interchange. City Manager Zais will investigate the possibility of building a model of the proposed construction. 2. Repairs to Miller Pool - City Manager Zais reported that a citizen group is expected at the Council meeting this afternoon to present petitions requesting renovation of the pool this year. A staff report and financing options will be presented at the March 26th Council meeting. In a related matter, Mr. Zais advised Council that the bid will be signed and awarded today for the water slide at Franklin Park. 3. PTBA - City Manager Zais informed Council that the County Commissioners have scheduled a meeting at 9:00 A.M. today regarding a proposed PTBA. Mr. Zais encouraged Council members to attend the meeting since a PTBA could have a significant financial impact to the City. The City is opposed to creating another government agency when the same purpose can be accomplished through annexation or a contract for services. Council members Semon and Sims agreed to attend the meeting. There being no further business, the meeting adjourned at 8:25 A.M. ROLL CALL The City Council met in session on this date at 2:00 P.M. in the Council Chambers of City Hall, Yakima, Washington. Mayor Pat Berndt, presiding, Council members Clarence Barnett, Skip Semon and Bernard Sims present on roll call.. • Council members Henry Beauchamp, Lynn Buchanan, George Pechtel absent .and excused (Council members Buchanan and Pechtel attending National League of Cities Conference). City Manager Zais, City Attorney Vanek, City Clerk Roberts and Deputy City Clerk Lovell also present. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Council member Barnett. 3. OPEN DISCUSSION FOR THE•GOOD OF THE ORDER None. . , 4. CONSENT AGENDA Mayor Berndt referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from either Council members or citizens present. There being none, the City Clerk then read the Consent Agenda items, including resolutions and ordinances by title. It was MOVED BY SIMS, SECONDED BY SEMON, THAT THE CONSENT AGENDA, AS READ, BE PASSED. The motion carried by unanimous roll call vote; Beauchamp, Buchanan and Pechtel ° absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda handled under one motion without further discussion.) *5. APPROVAL OF THE MINUTES OF THE FEBRUARY 26, 1991 COUNCIL MEETING The Council minutes of February 26, 1991 were approved, having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 6. AUDIENCE PARTICIPATION _ Mayor Berndt read a proclamation designating March 17 -23 as Drug and Alcohol Awareness Week in the City of Yakima. She urged all citizens to join together in the war against drugs by participating in activities during this special week and throughout the year. Lon Wyrick accepted. the proclamation, and thanked Council for its leadership and continuing support for these activities. Bob Wheeler, 606'.Leann� Place, requested Council support for a homecoming parade', down Yakima 'Avenue for Marine Corps Bravo Company. Charlene Upton, speaking on behalf of the parent support group, stated that the servicemen prefer the traditional Yakima Avenue parade route. Mrs. Upton requested Council representation AAD /1 3 3 6 MARCH 12, 1991 at a meeting of local_ mayors tomorrow. night. The Council agreed to support the wishes of the service personnel, and will send a representative to the.,neeting,., Martha Matthews, representing the Northeast Yakima Neighborhood Association, submitted petitions with over 800 signatures requesting renovation and reopening of. Miller Pool this year. Citing . a lack of recreational activities in. the area, her organization encouraged Council to provide a positive program for children this summer. Mayor Berndt acknowledged the contributions made to the community by the Association, and thanked Mrs. Matthews for her leadership role. City Manager Zais stated that this subject is under staff review, and a report will be presented to Council on March 26th. 7. RECONSIDERATION OF 1991 TRANSIT BUDGET POLICY ISSUE REGARDING PERSONNEL (REMOVE ISSUE FROM TABLE PRIOR TO DISCUSSION) It was MOVED BY SIMS, SECONDED BY SEMON, 10 REMOVE THIS' ITEM FROM THE TABLE. The motion carried by unanimous voice vote; 'Beauchamp, Buchanan and Pechtel absent. Public Works Director Jerry Copeland explained that this item was inadvertently deferred during the Budget session. The Transit Committee supports this action as a cost saving measure. It was MOVED BY SIMS, SECONDED'BY SEMON, TO APPROVE THE FULL-TIME EQUIVALENT POSITION. The motion carried by unanimous voice vote; Beauchamp, Buchanan and Pechtel absent. Mayor Berndt requested that transit staff clean the graffiti from the back of the bus stops at Sunfair Park on Yakima Avenue. 8. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF CONTRACT WITH TRAHO FOR TRANSIT FACILITY DESIGN Acting Transit Manager Haddix 'explained that ' the Transit Division is seeking to amend the Traho, Inc. contract to perform additional consulting work. The purpose of the additional consulting work is twofold: 1. To supplement, the findings presented in the Public Works Complex Master Plan by establishing the extent to which Transit may be using the facility 10 -15 years in the future. This contract amendment satisfies the legal opinion that was issued by the City Attorney on November 19, 1990; and 2. To perform future negotiating services that will be needed as a result of expected property acquisitions. The amendment also revises the consultant's 1989 fee schedule. Mr. Haddix stated that an appropriation is not required to cover the additional cost proposed by this,amendment. Council member Semon asked for a copy of Attachment "B ", mentioned in the narrative. Mr. Haddix informed Council that Attachment "B" refers to the Public Works space analysis, but he did not have a copy available. It was, MOVED BY SIMS, SECONDED BY SEMON, TO DEFER ACTION FOR ONE WEEK UNTIL A COPY OF ATTACHMENT "B" CAN BE PROVIDED. CONSIDERATION OF RESOLUTION AUTHORIZING INSTALLATION OF EMERGENCY PUBLIC WATER SUPPLY SOURCES FOR THE FAIRVIEW -SUMAC AREA RESOLUTION NO. D -5886, A RESOLUTION authorizing the installation of emergency public water supply sources. * 10. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION' OF THE YAKIMA INTERURBAN LINES 1991 OPERATIONS AND INDEMNIFICATION RENEWAL AGREEMENT • RESOLUTION NO. D -5887, A RESOLUTION authorizing and directing the City Manager and City Clerk of the City - of Yakima to execute an agreement with Yakima Interurban Lines 'Association, Inc. for trolley car operation for 1991. - *11. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF REVISED INTER - LOCAL AGREEMENT WITH YAKIMA COUNTY FOR THE CITY /COUNTY NARCOTICS UNIT ' RESOLUTION NO. D-5888, A RESOLUTION authorizing the City Manager and City Clerk of the. City of Yakima to execute the Yakima City /County Narcotics Unit Interlocal Agreement. • *12. CONSIDERATION OF RESOLUTION AUTHORIZING EXECUTION OF PERSONAL SERVICES CONTRACT WITH TINIA HANSEN FOR DEFENSIVE DRIVING INSTRUCTION RESOLUTION NO. D -5889, A RESOLUTION authorizing the execution of an agreement for personal consulting services for a defensive driving course instructor. *13. APPROVAL OF 1990 YEAR -END TREASURY REPORT FROM DEPARTMENT OF FINANCE AND BUDGET The '1990 Year -End Treasury Report from the Department of Finance and Budget, was accepted. - *14. SET DATE OF PUBLIC HEARING ON THE PROPOSED ALMON ANNEXATION FOR MARCH 26, 1991 March 26, 1991 was set as the date of public hearing on the Almon annexation in the vicinity of Nob Hill Blvd. and South 48th Avenue. - 15. FIRST READING OF AN ORDINANCE AMENDING THE 1991. BUDGET AND APPROPRIATING GRANT FUNDS INTO THE COALITION FOR THE WAR ON DRUGS FUND (NO FORMAL ACTION REQUIRED THIS MEETING) Esther Huey, Interim Director of the Coalition for the War on Drugs, explained that the Ordinance under consideration authorizes deposit of federal grant funds into the City budget. She also updated Council on the current status and activities of the Coalition. Ms. Huey was appointed Interim Director in November, 1990, and she thanked Council for their confidence and support of AAD /3 3 3 8 MARCH 12, 1991 the office efforts to fight the war on drugs. The Coalition recently held a Board retreat to revisit the mission of the organization. New goals and objectives were set, with input from a County Commissioner, the Yakima Police Chief, the County Sheriff, City Manager Zais, Mayor Berndt, Mayor Hughes from Sunnyside, and representatives from Yakima School District and ESD 105. The new focus of the Coalition will be to organize the community to act against any issue or problem that occurs. Their new statement is "to promote a drug free environment in Yakima County by confronting substance abuse problems through the support of treatment, education and enforcement efforts." Ms. Huey said that a full Coalition staff will be in place by April 1st. The County will be divided into four ' "sections; and`one staff .person will be assigned to work with communities to develop a plan of action. It ' is the Coalition's goal to attract funding to complement the funding that the City has provided during the past two years. Applications are in process for new Governor's funds, and a proposal and application will be prepared for State. Mobilization Funds. While the Coalition has been financially dependent upon the City in the past, they now look forward to standing alone. Council member Semon asked how members- of.`the "community'can become involved with the Coalition. Ms. Huey replied that the Coalition is seeking 100 volunteers to train to work in their own communities. A neighborhood Council is also anticipated to be be made up of key representatives from each section of the County. Ms. Huey briefly explained that the major components the OSEP Grant are the Rebound Plus program, the Hispanic Coalition for the War on Drugs in Sunnyside, the Program run by ESD 105 and funding for the hiring 'of four community organizers. An Ordinance amending the 1991 budget and appropriating grant funds into the Coalition for the War on Drugs Fund, having been read by title only, was laid on the table for one week, until March 19, 1991. *16. FIRST READING OF ORDINANCES FROM THE DEPARTMENT . OF FINANCE AND BUDGET: (NO FORMAL ACTION REQUIRED THIS MEETING) A. AMENDING THE 1991 BUDGET AND APPROPRIATING FUNDS FOR 199 YEAR- END ENCUMBRANCES An Ordinance amending the 1991 budget and appropriating funds for 1990 year -end encumbrances, having been read by title only, was laid on the table for one week, until March 19, 1991. B. FOR THE LEASE PURCHASE OF MAPPING SYSTEM EQUIPMENT/ ELECTROSTATIC PRINTER An Ordinance amending the 1991 budget and appropriating funds for the purchase of a mapping system equipment /electrostatic printer, having been read by title only, was laid on the table for one week, ' until March 19, 1991. CONSIDERATION OF AN ORDINANCE AMENDING THE CLASSIFICATION AND COMPENSATION PLAN FOR THE SUPERVISING SANITARY ENGINEER POSITION ORDINANCE NO. 3342, AN ORDINANCE relating to City personnel; adopting a classification and compensation plan for City employees _to, be_effectiveApril 14, 1991; amending Subsections 2.20.100 A, , 2. 100 C, 2:20.110. A, and 2.20:110 F, all of . the City„ of Yakima Municipal Code. 18. OTHER BUSINESS - Council member Sims requested that staff respond to the invitation from McKinley and Roosevelt Schools to participate,_ in a march against drugs on March 19th at 1:30 P.M.. Since a Council meeting is scheduled at 2:00 P.M. on the same day, Council members will be unable to attend. However, they do support the effort and appreciate the invitation. In a legislative update, City Attorney Vanek reported that the •'amendments,have been dropped from the pit bull legislation, and the a ., bill has moved to-the'House of Representatives. Intense lobbying efforts were successful in restoring the breed specific ban to legislation. Council member Barnett complimented the prompt staff action in scheduling a dye test and setting up water taps in,response to the water contamination problem in the Fairview -Sumac area. City Clerk Roberts asked if Council wished to appoint a Council sub - Committee to review applications for the Rebound Plus Board of Appeals. Council members Sims, Semon and Mayor Berndt volunteered to serve on the sub - committee.
