CITY 'OF YAKIMA
ADJOURNED MEETING
• FEBRUARY 12, 1991
The City Council met in session on this date at 7:15 A.M. in the City
Manager's Conference Room at City Hall, Yakima; Washington. Mayor Pat
Berndt presiding, Council members Lynn Buchanan, George Pechtel and
Bernard' Sims present. Council member Henry Beauchamp present after
7:35 A.M. Council members Clarence Barnett *and Skip Semon absent and
excused.. -Staff members present were City Manager Zais, Assistant City
Manager Stouder and Deputy City Clerk Lovell.
1. INFORMAL DISCUSSION AMONG COUNCIL MEMBERS
Mayor Berndt requested input on the monthly YCTV community forums.
She asked if Council should continue to participate, and if someone
would like to volunteer to coordinate the topics and agendas.
Since the forums have been well received, Council member Pechtel
felt they should be continued as a positive method of sharing
information with the public. Mr. Pechtel suggested current
legislation as the March forum topic. Council members Pechtel,
Buchanan and City Manager Zais will participate in the March 4th
forum to discuss legislative concerns. Assistant City Manager
Stouder offered the Visioning process as the April forum topic. He
suggested inviting Val Finlayson and members of the steering
committee to join a Council member on the "program. Mayor Berndt
suggested the irrigation system as the topic in May. City Manager
Zais said that staff is not yet•prepared for an in -depth irrigation
presentation. Several Council members felt that irrigation should
be discussed in basic terms to explain the, : system to the public.
Mr. Zais recommended consideration of /forum topics at the informal
Council meeting each month, with ;the agenda set for the following
two months. Council members were in agreement.
Mayor Berndt, and Council members Buchanan and Pechtel briefly
reported on their recent trip to Olympia. In addition to meetings,
Mayor Berndt testified before two committees. Council member
Pechtel 'said the strong message from Olympia was that Yakima County
must join with :the,City for the .01% sales tax option to happen.
- Gaining Senator Newhouse's support of the measure will be critical,
as well as support by other cities. City Manager Zais suggested
; that, he , ‘ , and to Council members meet again with the County
Commissioners to enlist their support of the sales tax option.

The Council members discussed plans for the AWC Legislative Action
Conference to beheld in Olympia on February 20 -21. City Manager
Zais reminded Council a Community Outreach meeting is also
scheduled on February 20th at the Southeast Community Center, and
it is important that one Council member plan to attend. Council
members will review their schedules before travel plans are
finalized. Mr. Pechtel stressed the importance of personal
contact as the key to success in Olympia. Mr. Zais advised Council
that a dinner meeting has been scheduled in Olympia with the City
of Selah, County Commissioner Klarich and area legislators.
City Manager Zais mentioned items receiving testimony in Olympia:

(1) the self- insurance issue, which is a priority for the City; and
(2) legislation to roll'back'the'ih -lieu of utility tax to the
maximum sales tax of the County. If enacted, it would result in a
combined loss of over one -half million dollars to the General Fund
and the Parks Department in Yakima. Mr. Zais mentioned a proposal
to pre-empt local authority to regulate and ban pit bull's:' City
Attorney Vanek will testify on this issue in Olympia tomorrow.
Planning Manager Skone and Associate Planner Elsden updated Council
on the pending Fruitvale Phase 1 Annexation. Mueller Hop - Products
agreed to sign an annexation petition for their property. Staff
will attend the Boundary Review Board meeting today and request
deferral until the City amends the Ordinance to include this area.
City Council member Buchanan suggested installing the water slide
at Miller Pool since Franklin Park neighbors are opposed to the
concept. Mayor Berndt said that Franklin is the only pool with the
proper 'configuration for a slide. Mr. Buchanan restated his
commitment to restore Miller Pool this year. City Manager Zais
said that staff is examining the issue and will prepare a proposal.
Mr. Buchanan felt that since , Miller Pool had higher attendance than
Washington Pool, it should' also be renovated. Council member
Pechtel felt that Miller Park should be examined as a whole, and
suggested delaying action until the Comprehensive Plan is complete.
City Manager Zais said that Alder Street residents are expected at
today's - Council meeting to request assistance with well
contamination problems. A Health District representative and Water
Supervisor Ty Wick will attend the meeting to respond to questions.
City Manager Zais suggested that Council members save the updated
Pending Litigation Report from City Attorney Vanek for reference.
Council member Pechtel reque removal of Council - member names
from the part -time employee list. City Manager Zais will ask the
Personnel Officer to correct this report.
There being no further business, the = -ting w -- adjourned at the
