ADJOURNED MEETING
JANUARY 22, 1991
7:30 A.M. -- CITY HALL - CITY MANAGER'S CONFERENCE ROOM
The City Council met in session on this date at 7:30 A.M. in the City
'Manager's Conference Room at City Hall, Yakima, Washington. Council
members in attendance' were Mayor Pat Berndt, Clarence Barnett, Lynn
Buchanan:, Skip Semon and Bernard Sims. Council members Henry Beauchamp
and George Pechtel absent and excused. County Commissioners present were
Alex Deccio, Chuck Klarich and Graham Tollefson. City staff members
present were City Manager, Zais, Assistant City Manager Stouder, Police
Chief Green, • Fire Chief Beeson, Glenn Rice, Director of Community &
Economic Development', and City Clerk Roberts. County staff members
present were Dick Anderwald and Dan Hesse. Also present,were Lon Wyrick
and Jeff Martin from COG. . •
1. JOINT MEETING WITH THE YAKIMA COUNTY COMMISSIONERS

A. 911 /CONSOLIDATED COMMUNICATIONS
• Dick Ande distributed a work program which describes what the
911 Advisory Committee has in store for itself in the next few
months. In August 1990, the 911 Advisory Committee was formed. A
budget was developed which could be fully funded from the 50 cent
telephone excise tax. The goal for implementing basic 911 service
is November 1, 1991. The actual dispatch would continue through
the current'dispatch centers throughout the county. Under enhanced
911, which is'contemplated to be in place within 18 -24 months, the
receiving center would have knowledge of the call origin. Staff
put together A one page work program which establishes six critical
work areas. The target date to have the agreement in place is
February 015th, then the line charges could be implemented with the
January telephone bills. There are five phone companies. plus a
cellular company involved. Another objective is to secure the
involvement of the Yakima Indian Nation. By state law they are
exempt from paying the telephone tax, but they can enact their own
tax ordinance. Item No. 4 outlines consultant services for 911
conversion. Adcom has been retained, as of last week, to review
the work done so far and to make recommendations regarding
dispatch. The next objective is to recruit and hire a director,
which has been put on hold at the advice of the consultant. The
last item is facility siting, which is one of the most important
aspects,'but one we know the least about. The Committee recommends
the interim use of the dispatch center in Fire Station No. 1 where
a 'special console could be installed. We could share back -up
dispatchers on an interim basis. Council member Pechtel asked if
the Committee would look at consolidated dispatch. Mr. Anderwald
stated that they would. This,.would-establish a County Department
known as Suncom. The Administrative Board is,large, including all
the entities and fire districts so they will all get the same
information. The operations would be done by an Operations Board.
Council member Barnett commented that on the Administrative Board,
he noticed a representative from the lower valley on the Operations
Board, but he did riot see that on the Administrative Board.
Commissioner Deccio referred him to #8 on page 6. - Mr. Anderwald
stated that they have asked all the legal departments to look at

it, and think it id an adoptable agreement at this time. Mr.
Anderwald responded to questions regarding the future combined
communications center.
B. METRO PLAN
Assistant City Manager Stouder reported that COG, County Planning
and City Planning met yesterday to further define the work program
for the Metro Plan. There are lots of challenges to meet the
requirements in 2929, including adoption �f the regulations by
September 1991. The City has been involved in working through the
• details on the consultants selected for the chapters on the Metro
Plan. We asked the consultants to give is the most comprehensive
planning program they could, making sure it meets the requirements
in 2929. Mr. Anderwald commented that the County has staffed up
to carry out their responsibility on' the planning side of this
process. Gathering the data is the easy part, the hard part is
creating the relationships that will be necessary to implement
these plans. He stated that Susan Hall and Associates, who is
assisting with the visioning process and getting the people
involved, has been retained. Council member Pechtel pointed out
that the School District is going through a visioning process too.
Mr. Anderwald commented that the entities "could all be vying for
the same citizens to serve on committees. Lon Wyrick stated that
he needs a one year agreement because this "year will 'require a lot
of data gathering. A committee has been formed for the Regional
Transportation Planning which will be part of 2929. County
Commissioner Tollefson stated we should not lose sight of the fact
that this program was not put together to solve Yakima County's
problems and there may be some twists in the Legislature this year.
He sated he is not convinced that the Legislature recognizes how
many implementation dollars are needed to put this thing together.

C. YAKIMA AIR TERMINAL
County Commissioner Tollefson suggested the City and County should
net to make future policies for the Airport. The Advisory Board
which is somewhat limited to reach out and make things happen. We
are talking about economic development for the area and the key to
that is the airport and access to the freeway. Council member
Buchanan stated we also want to talk about the housing that is
going in out there. Commissioner Deccio believes we don't have an
aggressive policy for the Airport. The Airport Board is really
limited in what they can do and it is up to us to establish an
aggressive policy. Council member Pechtel stated that he thinks
Commissioner Deccio is correct. Commissioner Tollefson stated he
thinks- we should be thinking about involving Union Gap in this
because of their proximity. It was the general consensus to form a
committee.
Council member Semon asked about the status of the County's review
of the cost of services study. He stated that Council is looking
at a March 1 deadline to deal with that issue. Mr. Hesse stated
that the information was received last Thursday from the City and
'that was sent to the County's consultant.

Discussion occutted''regarding the "'next meeting date. It was
suggested that the next meeting be tentatively scheduled for
February 19th at 7:30'A.M.'in Room "237 (Ag Extension Room) at the
County Courthouse.
The meeting adjourned at 8:35 A.M.
