ADJOURNED MEETING - BUDGET WRAP UP SESSION
The City..Council met in session on this date 9:0.0 A.M. in the
Council Chambers of City Hall, Yakima, Washington. Mayor Pat
Berndt, . presiding,' Council members Clarence Barnett, Henry
Beauchamp, Lynn Buchanan,,. George. Pechtel, Skip _Semon and Bernard
Sims present on roll. call. City Manager Zais, Finance and Budget
Director Hanson, City Clerk Roberts and Deputy City Clerk Lovell
also present.

Mayor Berndt stated that the purpose of this meeting is to vote on
the major budget policy issues of the Council. She directed
Council to Exhibit 1, Page 2, to begin,the Budget Wrap -up session
with Budgeted Policy Issues. '
City Management

and - .Justice, Outreach program.- Mr_. :Barnett hopes that the
Council' will continue to support membership in..the Chamber
after a legal opinion is received.

Contingency Fund, rather than a 'discretionary fund, and
should be controlled by. Council. It was the view of City

Council, member Sims requested clarification of the funding
options. City Manager Zais explained the alternatives and
repayment schedules. It was MOVED BY SEMON, SECONDED BY
SIMS,, TO ENDORSE THE WATERSLIDE CONCEPT. The motion carried
by unanimous voice vote. It was MOVED BY SEMON, SECONDED BY
BUCHANAN, TO PROCEED WITH THE SPECIAL'FEE OF $1, WITH STAFF
RECOMMENDATION FOR REVIEW AFTER ONE YEAR. Council member
.Beauchamp was,,hopeful than an alternative to the $1 fee could
`be found to make the slide available to all children in the
,City.. In..light of, the , high number .of families living at or
' near, the �' poverty; level, - in Yakima, Council_ member Barnett
agreed ; a fee would create 'hard feelings and
dispaeity among the youth. Council member Semon encouraged

`sponsorship is under consideration; however, ',rt „takes a long
time to establish. Council member Semon ` withdrew his motion.

Council member Sims stated that Council should .endorse cost
efficiencies presented by supervisors, and reinstate

' Beauchamp restated his opposition to the,, proposal, and
strongly objected to the highest minority 'intensive

department in the City being singled out for cost savings by
eliminating positions. Mr. Beauchamp .felt the timing was
wrong for staff cutbacks, in light of upcoming annexations
-.. -and, anticipated City „growth. ,City.,.Mana9er, stated that
the Cit will be asking the 'recycling 'consultant _ _to examine
the . workload and routing that exists in ,the Division.
Council member Buchanan stated that the Division should be
streamlined as much as possible, because many additions will
be required in the `next two years to meet recycling
requirements. Council member Pechtel stated that he did not
fee1 this proposal, was racially motivated,, and suggested a
one year trial . for the proposal. It Was MOVED BY ,BUCHANAN,
SECONDED BY SIMS, ”' TO .PROCEED " WITH ". THE
RESTRUCTURING ROUTE CONSOLIDATION. The motion failed by a 3-
4 voice vote; Barnett, Beauchamp, Pechtel and Semon voting
nay. With the ; failure of this motion,, Mayor .Berndt stated
that. the Council needs to move to the alternative rate

Council member Buchanan stated that Council i,s_postponing an
inevitable rate increase,next year if cash reserves are
allowed to diminish this year. City Manager Zais stated that
the contract ,with the"_ ,will , include evaluation of
manpower and route structuring. The question was called for
a ,vote on the motion. The motion carried by. 6 -1 voice vote;

D. Proposal to amend legislation for City rates for special
hauls to recover 100% of cost. - -

against this proposal because he feels that writing an
.addendum . to the ,Master Plan _asserting that the entire
improved Public Works facility is eventually intended to be
used exclusively for Transit has no factual'basis., In his
opinion, .the addendum would be written to allow the use of
funds under questionable circumstances. The question was

$24,000, AS BUDGETED,. The motion carried by unanimous voice
vote. Mayor Berndt explained that all participating
,j,ur have been asked to contribute an additional
$4,000 to provide adequate funding fo the-agency. It is
possible that some 'of — the the ' a dministrat overhead may be
covered by State or Federal funds, and the total figure may
be reduced. It was MOVED BY BUCHANAN, SECONDED - SEMON, TO
APPROVE AN ADDITIONAL $4,000 FOR THIS PROGRAM. The motion

2. Council added Policy Issue to limit 1991 Travel
Transportation. Budget to 1990 Amended Budget level with City
Manager authority to reallocate within the - General Fund.

Berndt voting nay. Council member Barnett was displeased
that the travel budget has increased more than 54% over the
past two years. .
Mayor Berndt called for a short break at 10:40 A.M. Council
reconvened at 10:50 A.M. to begin discussion of Unbudgeted Major
Policy Issues.

Council member Sims stated that the proposal is more
comprehensive than he anticipated, and he felt that the Plan
needs to involve logical progression of employees. Mayor
" Berndt noted that no money is involved at this time for
development of the RFP. The question was called for a vote
on the motion. The motion carried by unanimous voice vote.
Finance- Customer.Services
A. Proposal to purchase hand held Parking Citation System.

favor a joint facility, however, he did not feel that a 50
bed option would solve the problem. Council member Beauchamp
stated that 50 beds are better than zero beds, and would at
least begin to address the situation. Council member Barnett
felt that if Law and Justice is truly the Council's number

allocated to Streets. City Manager Zais •confirmed that
source, and stated that final revenue assessments in both
1990 and 1991 showed additional Gas Tax revenue that could be

allocated to Parks. Council member Barnett stated that he
will be voting no because he feels it is inappropriate to
take funds from the Streets budget when a Street Utility Tax
• Issue is under consideration. Council member Buchanan agreed
that the funding source was incorrect, although he supports
the idea of expanding Parks programming. Council members
Pechtel and Semon felt that the Council needed to make a
commitment to youth, and agreed that this was an excellent
investment. The question was called for a vote on the

A. Proposal for bond issue. t'o`.construct "and: City
irrigation system. (Expenditure of $15 million).
Council .member Barnett felt that a City wide general
obligation bond would violate the City Charter. Reading from
' -- Article' 9', he ,quoted that "a utility owned by "a "city and the
financing aspects for repair, replacement and' rehabilitation
shall be arranged upon the credit of the utility itself, and
nbt.? upon the i's'suance of - general obligation, "bonds of the
city." Mr. Barnett felt the City needs to establish a Street
Utility, which is limited to going out to financing within
the Irrigation District. Mayor Berndt stated that the
community will need to be involved in discussion of this
issue, and suggested in -depth study. by the Council. It was
MOVED BY BUCHANAN, SECONDED BY BARNETT, TO .. CONTINUE
DISCUSSION' OF THIS` TOPIC` WITH THE PUBLIC THROUGH :1991. The
motion carried by unanimous voice vote: :.City Manager Zais
stated that the broad idea of this concept was to try to
provide a financing vehicle to the broadest base possible
without impacting just the users of the system. This should
be a community policy issue and decision. Council member
Barnett requested a legal opinion on the proposal.

Airport .facility improvements, contingent upon an equal
