'at , the Towne Plaza, Yakima, Washington for a joint meeting with,the.. Yakima County Commissioners. Council members present were -Mayor Pat Berndt, Henry Beauchamp, Lynn Buchanan, George Pechtel, Skip Semon and Bernard Sims. Council member Clarence `Barnett absent and excused. -City staff members present were City Manager Zais, Assistant City Manager Stouder and City Clerk Roberts. County Commissioners present were Graham Tollefson, Alex Deccio and Chuck Klarich. County staff members present were -Dic(- Anderwald, Dan Hesse and Dema Harris. Mayor Berndt stated the purpose of this is to discuss the City's and County's priorities and to set a time frame to discuss these priorities in greater detail. City Manager Zais distributed a list of priorities and related that these priorities were set a meeting involving Pat Berndt, Graham Tollefson, and himself. These priorities are not finalized, but are presented today for review by the other County Commissioners and City Council members: The plan is to talk about the process and how to deal with these issues on both a staff and legislative level. He then reviewed the charts listing the priorities, and indicated issues are not listed any - priority order. No. 1) Criminal Justice Program (Priority A): - Jail - Legal Center - Police and Sheriff Administration - - Juvenile Center (County) - Commissioner Klarich agreed with the priority rating, commenting that this topic has to be discussed in the immediate future. No. 2) Metropolitan Comprehensive Plan '(Priority A): , • - Comply with 2929 or Initive 547 (if passed) - Visioning Process - - - Land Use/Urban Area Growth Boundary - .Regional Transportation /PTBA' - - - Parks and Recreation - Stormwater Drainage F - Joint CIP Plans /Funding - Common Development - Regulations - No. 3) Wastewater Cost of Service Study (Priority A) - Recommend City Increase in Outside Surcharge and Non - Residential County Customers - - t - -- - County - Consultant -- Recommendation -for: Decrease in Outside Utility Service for Non- Resident 1 -. 1 7 0 NOVEMBER 6, 1990 ADJOURNED MEETING Dan Hesse stated the County is prepared to meet on this issue next Wednesday or Friday. No. 4) 1991 Joint Legislative Priority (Priority A): - Criminal Justice Funding -± • - Setting Costs of 2929 or 547 Amendments to Roan Tax Raise ^" ' - Economic Development Initiative Presentation in Medical Costs Funding for "LEOFF - Urging City /County Associations Cooperationr(also other groups) Mayor Berndt reported that a meeting has been scheduled for December with YCDA, the County, the two hospitals, and the school districts,to share what each legislative package is so we can all speak about the other's legislative package to the legislators. We want to put together a "Yakima" agenda. Commissioner Deccio stated that even if a criminal funding package can't be developed, his suggestion to the Association of Counties is to attempt to get the State to pick up indigent legal costs and inmate medical costs. The legislators seem to be more alert to a specific" agenda rather than a general approach. No. 5) Fire Protection for Fairgrounds and County Shops (Priority A) • - Interim Agreement in Place - City to Submit 'Alternative Proposal for Service - January- September 1991. No. 6) Annexation Program - (Priority: City - B; County - A) - Proposed City Amendments to Growth Policy - - Proposed Changes in City Policy by County - Timing ' - Future City /County Revenue Sharing - Coordination with 2929 or 547 - Commissioner Deccio commented that he asked Dick Anderwald to put together a proposal on this issue. City Manager Zais responded that there,is not a real urgency to address this issue. No. 7) 911 Consolidate Communications (Priority B) - Establish Joint Communications Dispatching Police, Fire and Sheriff Departments - Joint Facility for City and County Commissioner Deccio asked what happens if EMS not pass. City Manager Zais stated it has an impact in terms of the City's fire facility planning. He stated that consolidated dispatching is one area both City and County agreed is critical in the future. Commissioner Tollefson stated that this may be the first issue to' spend time on Mayor Berndt questioned if the priority should be changed to an "A ", or put in with Item No. 13. Commissioner Klarich` suggested it may fit in with the criminal justice issue. Council member Buchanan stated it should be an "A" if 911 passes today on the ballot. -2- NOVEMBER 6, 1990 1 7 1 ADJOURNED ,MEETING No. 8) Joint Airport Operations - Priority B - Funding Future Terminal Improvements - Sharing Fire Protection Costs - Meeting with Air- Terminal Board Future Land Acquisitions /Protecting Urban Encroachment II/ - Extension of Utilities for Industrial Development - Customs Office - Funding Commissioner Tollefson questioned the reasonableness of expecting the Air Terminal Board to plan in terms of policy and expansion when there isn't any. funding available. Council member Buchanan stated that more and more houses are being built in that vicinity and it will be more expensive 'to 'buy them out in the future. Commissioner Deccio stated there is an individual interested in selling property to the airport and suggested that perhaps land acquisition 'should `be the responsibility of the City and County and not the Air Terminal Board. City Manager Zais stated that issue should be discussed with the Air Terminal Board. Commenting on the potential customs office, City Manager Zais stated there needs to be .a strong demonstration of private funding to make that office viable. Commissioner Tollefson observed that if it• is' not going to benefit the private sector, it should not be done. No: 9) Compliance with State Mandatory Recycling Law (Priority B) - City - Coordinate - with County Solid Waste Management Plan - Development of Voluntary Recycling Program - - Coordination of Consultant Studies . No 10) Yakima County War -on - Drugs Coalition (Priority B) - - '`Redesigrn'Program Goals Emphasis and Impact County -Wide Distribution of Grant Funding -- Impact on.Local Funding Needs - Reporting Progress to the Community No. 11) Yakima Center and SunDome (Priority'B) - Coordination of Marketing and Promotion with V & C Bureau - Future- Development_ of Facility -- - Future Funding for Operations: Room Tax No. 12) City _and - County Budget Responsibilities /Funding (Priority: was "B" Changed to "A ") - Review of City and County Budgets with Staff and Elected Officials Following discussion on the importance of each entity understanding the other entity's budgeting process, funding sources, and restrictions, this issue was elevated to an . "A" priority._ " - . .. -.- .- - - - - No. 13) Updating Emergency Service Agreements (Priority C) - Review Existing Agreements /Plans for Emergency Services Delivery in the City and County -3- 1 7 2 NOVEMBER-6, 1990 ADJOURNED MEETING - EMS Levy - Funding Distribution. - . - Update and Amend Mutual Aid Agreements No. 14) Yakima River Basin Enhancement Project (Priority C) .. - Resolution of Pending Claims Through Legal Adjudication Process .or Congressional Legislation — Impacts Both City and County in the Future - Pursue Joint Effort to Secure Additional Water Storage for the City and County in the Future Commissioner Klarich commented that .one issue is not. on this namely, the transportation improvement ,.application for I -82 /Yakima Avenue Interchange.. - It looks .like the. _chance. for funding-is-very good. That is a $14 million project over the next four years and may change•the emphasis on where economic. development•• and growth should occur. City Manager Zais suggested it be included in Item No. 2. Council-member Sims suggested the City, County,. and school- districts work cooperatively to study. discrimination of minority business enterprise within the county, since much of the same data is pertinent to each entity. Mr. Hesse commented that the State Office of Minorities is suggesting that the County go slow in its approach.to this subject because there is so much confusion as a result of that Supreme Court decision. Mr. Stouder stated that same Office is urging the City to proceed with its study= and•program. . County Commissioners and Council members discussed potential meeting times to discuss these various issues, settling on Tuesday mornings at 7:30 A.M. It was the general consensus to choose -the topic for the.next two meetings; the first one being the budgetary responsibilities of the two entities and the funding sources for each, -and the following topic being the joint legislative package. The next •meeting will be next.
