ROLL CALL - III The City Council met in session on this date at -2:00 P.M. in the Council Chambers of City Hall, Yakima, Washington. Mayor Pat Berndt, presiding, Council members Henry.Beauchamp, Lynn Buchanan, . George Pechtel, Skip Semon and Bernard Sims present on roll call. Council member Clarence Barnett absent and excused. CONSENT AGENDA Mayor Berndt referred to the items placed on the Consent Agenda, . questioning -whether there were any additions or deletions from either Council members or* citizens present. The City Clerk then read the Consent Agenda items, resolutions.and ordinances by title. It was MOVED'BY SIMS, SECONDED BY BUCHANAN, THAT THE CONSENT AGENDA, AS READ, BE PASSED. The motion carried by - unanimous roll call vote. Barnett absent. (Subsequent paragraphs preceded by an asterisk ( *) indicate items on the Consent Agenda • handled one motion without further discussion.) Since Item No. 12 concerning the Airport was left on the Consent Agenda, City • - Manager Zais• took the opportunity at this time to'introduce the-new • Airport Manager, Bruce Loy. On behalf of the Council, Mayor Berndt welcomed Mr. Loy to Yakima. *5. APPROVAL OF MINUTES OF THE SEPTEMBER 4, 1990 ADJOURNED AND REGULAR CITY COUNCIL MEETINGS - The Council minutes of September 4, 1990 adjourned and regular City Council meetings'were approved,: having been duly certified accurate by two Council members and no one present wishing to have said minutes read publicly. 6. AUDIENCE PARTICIPATION t' ,c Mayor Berndt read a proclamation designating September 16 -22, 1990 • as Family Awareness Week. Church Elder Rob Roy.Quinn accepted the . proclamation and urged everyone to support this effort as a means of fighting crime through strengthening the family unit. Council member Pechtel said this topic was discussed at a meeting with the Yakima School' Board,' and he thanked Elder Quinn for his efforts. AAD /1 . 1 2 0 SEPTEMBER 11, 1990 7. PUBLIC HEARING ON THE.'EASTSIDE`ANNEXATION' `PHASE 2 (SEE ORDINANCE ANNEXING PROPERTY) • Y This being the date set for public hearing, Associate Planner John Elsden stated that staff had nothing to add at this time. He explained that the area removed from the annexation was the southeast corner of the fairgrounds, including the County shop complex.• Community and Economic Development Director Rice said that the Planning Division will continue an aggressive annexation policy, and area should be'included in a annexation. Mayor Berndt - opened the public hearing. 'There being no one present to speak to the issue, the public hearing was closed. It was MOVED BY PECHTEL, SECONDED - 'BY SIMS, O ACCEPT '.PETITION 'NO. '1051 FOR THE EASTSIDE ANNEXATION PHASE 2 AND ADOPT ORDINANCE FOR SAID ANNEXATION. The motion carried by unanimous voice vote. Barnett absent. Ordinance No. 3297, having been read by title, it was ,MOVED BY BEAUCHAMP, SECONDED'BY SIMS, THAT'-THE ORDINANCE BE PASSED. The motion carried by unanimous roll call vote. Barnett absent. ORDINANCE NO. 3297, AN ORDINANCE annexing property to the City of Yakima and zoning said property. 8. PRESENTATION FROM PARKS AND RECREATION DIVISION REGARDING PROPOSED DESIGN FOR NACHES PARKWAY Dave Flaherty, Parks and Recreation Manager, presented a concept - design for the Naches Parkway and requested approval the concept 'today. He stated that development of this report included meetings ' -:between° "they. •consultant, "community' :members, °business leaders and the Street Tree Comini'ttee. ' " Mr'. Flaherty, introduced the project consultant, Bob Wardell, who reviewed'the historical aspect of the 'plantings•and explained the necessity to remove and replace trees that are up to 100 years old. Silver maples planted in the 1880's • have reached the end of their life span, and the plan is to select one species and replace them on a regular schedule. Mr. Wardell said that the sycamore tree was selected fran an original list of 14 -16 species. Although the sycamore has inherent problems including seed pods that drop in the fall, fuzz that aggravates breathing problems, and a susceptibility to fungus, the tree.fares well in a city environment. Sycamore trees are tolerant to soil compaction, auto emission, poor maintenance practices, and are gentle on sidewalks and curbs.. The trees_are pest resistant and do not require'spraying. Mr.- Wardell said the trees are fast growing and a canopy would be in place in 10 to.20 years. Mr. Wardell explained that a second part of the conceptual plan is to do something special at the ends of blocks. A gateway approach is proposed at Yakima Avenue, and lighting standards are planned on each island in the parkway. Neighborhood groups have been contacted, and are interested in- "adopting" islands and taking care of them. It is hoped that increased utilization of the parkway will promote safety and discourage crime in the area. - Council member Buchanan opposed selection of the sycamore tree for planting in the parkway, citing his personal experience which shows the tree to require a high level of maintenance. John ,Klingele, 1312 West Walnut, 'urged Council r to select adifferent species. Since sycamores lose their • leaves .late in the fall, he was concerned that they would cause problems in the City's.drainage_,system.._ Mr..Klingele,suggested the Council consider the trees that are planted .around St:' Elizabeth Medical Center.. . Council member Semon asked why the existing trees were not replaced with the same kind since they have lasted 100 years. Mr. Wardell said that.current research.does_ not support replanting of silver maples. Dr. Roy Van Denburgh, horticulturalist for the Washington State Cooperative Extension Service,' said, that four factors need to be considered in tree_selection for this project: „size, pest resistance, structural soundness and ability to survive in an urban .environment. Dr. Van Denburgh agreed that the current trees should not be replanted since they are structurally unsound. He felt the sycamore would meet the basic requirements, and also suggested consideration. of the red .oak and red maple.. He felt the silver maple should not be considered, nor, should ash, or birch. Mayor Berndt reported ..that,she .had,,,been _contacted,by a local nurseryman who advised her selection °of the sycamore was a poor choice. Mayor Berndt asked Mr. Flaherty who was involved in the tree selection process. Mr. Flaherty stated that ,he had worked with the consultant and members of the Street Tree Committee before a decision was reached. Kevin Fowler, a horitculturalist from Alberta, stated that he was offended with the response to the tree recommendation,. and hefelt_ that the.tree selected_was,_an excellent choice. He felt that it • would be ''impossible to ` a' "perfect" tree, and that every tree will cause some drainage problems. Lois Wardell, a member of the design team, stated that a careful study ,was.made of several species of trees before a decision was made. She felt the sycamore was a good choice from an economical standpoint and for the specific needs of the area. Mr. Flaherty said that approximately $23,000 remains for tree replanting, and he hopes that the concept_can.,,_be approved , so work, begin. The . initial planting will be :done from_Yakima td Avenues and from A to B Streets.' No alterations are planned for the Hatfield Island across from the YMCA. "The plan includes a proposal to • contact local businesses and, community . groups to encourage sponsorship of islands. Mr..Flaherty plans to set up meetings and start promoting the idea immediately. Council member Buchanan commented that this process started 4 -5 years ago when 40 trees had to .be removed, and he.was glad to see,that . something was getting started. OTHER BUSINESS - i Mayor Berndt asked Parks and Recreation Manager Flaherty about the poor condition of landscaping at Third and Yakima Avenues. He responded --that water is a major problem downtown, and this section has had serious problems with emmiters. He said that his division will continue to work on improving the quality of the landscaped areas downtown. Council member Buchanan observed that the grass in the parks is looking the best it has in several years.
