CITY OF YAKIMA, "WASHINGTON
AUGUST 14, 1990
ADJOURNED MEETING
The City Council met in session on this date at 7:00 A.M. in the
City Manager's Conference Room at City Hall, Yakima, Washington. Mayor
Pat Berndt, presiding, Council members Lynn Buchanan, "George Pechtel, Skip
Semon and Bernard Sims present; Council members Clarence Barnett and Henry
Beauchamp absent and ekcused. Staff members present were City Manager
Zais, and City Clerk Roberts.
1. INFORMAL DISCUSSION
Mayor Berndt reported - on the status of the visioning process. She
' -stated that progress on this process'has been-postponed until after
the ACT,Committee (Citizen committee - supporting the City's anti-
crime tax issue on the ballot) has completed its work because we
want" - to'use some of those same committee members.` She commented
that she still wants to contact some of those people to ask them to
start thinking about this committee."
Council member Semon asked about the response to the City's Request
For Proposals for consulting services on the Metropolitan Plan.
City Manager Zais reported that out of the dozen RFPs received,
staff has selected four or five to be interviewed in Seattle, where
_ _ .the_ _firms_are located._ He estimated'that some of the firms have
spent about $30- 40,000 to prepare their RFP. He spoke about the
arrangements\made for the interview sessions, which will include
County- and City ,personnel_. _ Council member Sims suggested staff
research the feasibility of using the Holiday Inn's
telecommunication system, instead of sending so many staff members
to Seattle for a two day interview session.
Mayor Berndt asked about the status of filling the Administrative
Assistant position. Mr. Zais reported that 40 out of 172
:.applications received Mgt the minimum qualifications.__From those
40 applications, further screening was done and now there are about
12, which will be further screened by telephone interviews until
there are about 4 -5 candidates left to be interviewed in person.
He stated he is hopeful a decision can be made by the end of this
month and the person in the job in September.
Council member Semon asked if the City Manager had heard anything
from the EPA regarding grant funds for Wastewater facility
construction. City Manager Zais reported that a letter from Norm
Seivertson was received, asking for additional information from
Chris Waarvick, Wastewater Treatment Plant Supervisor.
Referencing the City's ballot issue requesting an increase in the
utility tax for anti -crime purposes, City Manager Zais distributed
information that was prepared to compare the City's taxes with
other cities in the State.

Mayor Berndt. reported that ;'CEO , Washington magazine will print a
positive article, highlighting Yakima as a place to do business.
She further reported' that the Yakima Herald - Republic is now
publishing an article on the front page of the paper, entitled
"Slice of Yakima" showcasing the activities of the various
agencies, organizations, and events that give Yakima its excellent
quality of life environment. She commented that Council members
can contribute information to the paper for this article.
City , Manager Zais reported on the Eastern Washington
Cities Coalition meeting held last Saturday in Clarkston. The
Legislative Committee reviewed- all the AWC resolutions,
particularly the Growth Management Act.

Mayor Berndt reported on the Drug Policy Committee meeting and
AV's new Urban Agenda Committee meeting she attended. :Discussion
ensued about the lobbying effort needed to get funding for the
City's law and justice needs. Mayor Berndt suggested a meeting
with. Senators- Newhouse and Matson might be appropriate to solicit
their support.
Council members talked about their participation, -in the upcoming
Sunfair - Festival Parade.- Council member :Pechtel suggested riding
in a City vehicle in the parade, rather than the Pepsi truck.
The meeting adjourned the hour of 8:45 a.m.
