1. INFORMAL DISCUSSIONS AMONG COUNCIL MEMBERS
The City Council met in session on this date at 7:00 A.M. at the
Holiday Inn, Yakima, Washington. Mayor Pat Berndt, presiding,
Council members Clarence Barnett, Henry Beauchamp, Lynn Buchanan,
George Pechtel, Skip Semon and Bernard Sims present. Staff members
present were City Manager Zais, Assistant City Manager Stouder,
Jerry Copeland, Public Works Director, Bill Schultz, Transit
•
.,Manager,,__John Haddix,__ Transit_ Planner, Karen Allen, Customer
Service Coordinator, and City Clerk Roberts.
Bill_ Schultz distributed and reviewed several documents regarding
Transit activities. The first issue discussed was the Transit
transfer center, which is still in the early planning stages,
_ looking at various sites. _The.consultant will also review all the
bus stops in our system making sure of locations for inclusion in
the CAD system. Mr. Schultz reported on the new EPA regulations
regarding emission control for diesel engines, commenting that four
buses are budgeted for replacement in 1990. Another issue
discussed was the Public Works. Master_ _Plan;_ - ,including_improvements
which are Federally mandated, i.e._fuel storage and hazardous waste
• storage. Mr. Schultz pointed out that there is really only one
source of funding for capital improvements and that is the capital
improvement fund. He stated the Master Plan has three phases based
• on priority and need. He said the three phases are: 1) new
administrative facility, which he briefly described; 2) addition
to the maintenance bays for the mechanics; and 3) bus parking
facility.
Mr. Schultz reviewed the various sites being considered for the
downtown transit center. He commented that he would like to keep
the bus traffic. on Yakima Avenue to a minimum. He further
commented that 70% of the passengers are headed to the Yakima Mall.
Council member Pechtel suggested staff consider the Union Gospel
Mission property (Holtzinger Building) as a possible site for the
Transit center. Mr. Schultz described the shuttle service being
considered in the downtown area and to the SunDome. Mr. Stouder
reminded Council that under current law, you can only provide
transit service within 3 -5 miles outside the City limits; however,
municipalities could contract for that service.
Mr. Schultz stated that transit will be a part of the Comprehensive
Plan being developed. He said that there is a need.for a shorter
range transit plan and there is an outline in the Council's packets
of what should be considered in that short range plan. He
commented that staff has been looking at different ways to provide

transit service other than by fixed routes. Also included in the
Council's packets is a report on extending transit service to areas •
outside the city limits. (Council member Sims absent after
8:45 A.M.) Mr. Schultz also provided Council with a rough draft
report on service to the ,SunDome, which contains requests for
policy direction from the Council. He stated this report will be
completed and then submitted to the Council Transit Committee.
Mr. Schultz distributed the 1989 Transit Annual Report to Council
members. .
