AN ORDINANCE amending the 2011 budget for the City of Yakima; and making
appropriations of $200,000 within the 477 - Water Improvement
Fund, for expenditure during 2011 to repair a broken water main.
WHEREAS, the amount of $200,000, must be appropriated within the 477 - Water
Improvement Fund for expenditure during 2011 to repair a broken water main, and
WHEREAS, at the time of the adoption of the 2011 budget it could not reasonably have
been foreseen that the appropriation provided for by this ordinance would be required; and the
City Council declares that an emergency exists of the type contemplated by RCW 35.33.091
and that it is in the best interests of the City to make the appropriation herein provided, now,
therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1: The amount of $200,000 is hereby appropriated from the Unappropriated
Fund Balance in the 477 - Water Improvement Fund Account 477 - 477 - 348 - 2321 - 59434 -480
titled 2011 Main Transmission Flood Repair as a 2011 appropriation.
Section 2: This ordinance is one making an appropriation and shall take effect
immediately upon its passage, approval and publication as provided by law and by the City
Charter.

ITEM TITLE: Consideration of an Ordinance Amending the 2011 Budget and making appropriations in
the 477 - Domestic Water Improvement fund to repair a broken water main

SUMMARY EXPLANATION:
The air / vacuum release valves on the 48 -inch diameter transmission main, which delivers water to
Yakima customers from the City's treatment plant located about 8 miles west of Yakima, were broken
off during the peak of the flood early in the morning on Monday', May 16th. When these valves broke off
the main we had an 8 inch pipe leaking water.
On Monday May 16th we stopped using the pipe to deliver drinking water to Yakima customers and
instead have been relying on three wells and an intertie with Nob Hill Water Association. Customers in
the Gleed area who are also served by the Yakima system have been getting service fed by water
®tanker trucks costing about $3,000.00 per day.
On Friday the 27th the broken air vacuum release assemblies were located and repairs were made. The
water plant was brought back on -line and the main was flushed and disinfected. The system was
returned to normal mode on June 1St
The appropriation of $200,000 is to pay costs associated with the repair materials of about $25,000, the
cost for a contractor excavate and provide access to the damaged portion of the main for about
$25,000, the cost to have water delivered to Gleed of about $50,000, a contingency of $25,000 to cover
any additional repairs that are discovered when the Naches River recedes and $75,000 in engineering
to design permanent flood protection. As this event was specifically excluded from insurance coverage,
this repair is being funded using Water capital reserves.
