Roll Call All Council members were present. 2. Executive Session (one hour) The Executive Session was held and adjourned at 5:37 p.m. 6:00 P.M. — BUSINESS MEETING 1. Roll Call All Council members were present. Staff included City Manager Zais, City Attorney Cutter and City Clerk Kloster. 2. Invocation /Pledge of Allegiance —Mayor Dave Edler Mayor Edler gave an invocation and led the Pledge of Allegiance 3. Oaths of Office - Judge Woodard and Judge Olwell The City Clerk administered the oaths of office. 4. Open Discussion for the Good of the Order A. Proclamations B. Presentations /recognitions /introductions - Fire Department presentation Danielle Aguilar, Fire Cadet Captain, was honored for her life saving efforts of three people in New Mexico while she was on vacation. - County Block Watch Program presentation Pam Wickersham reviewed their efforts and promoted a fund raising calendar C. Status reports on prior meeting's citizen service requests - Tourist Motel A report was made on efforts being taken to deal with problems at this business. The City is looking into revising the nuisance ordinance and Code Enforcement is increasing enforcement efforts. D. Appointments to Boards, Commissions and Council Committees None 5. Consent Agenda Item 15 was removed and Items 8, 9, 10 and 19 were added to the Consent Agenda. ACTION: Motion carried to approve the consent agenda as read. VOTE: Unanimous *A. Consideration of approval of Council Committee Meeting Minutes • Public Safety Committee report from November 23, 2009 ACTION: Council Committee meeting minutes were approved. ACTION AGENDA DECEMBER 1, 2009 6. Audience Participation Karl Pasten spoke against the placement of the art on the bump out in front of the Depot restaurant. David Niles asked for a resolution and letter of support to keep Ahtanum View Correction Center open. Luz Guitierrez commented about a recent complaint from two citizens lodged against numerous small businesses. She noted that almost all of the businesses were Hispanic and she felt they had been targeted in a discriminatory manner. Barbara Greco promoted the Lighted Christmas Parade scheduled for Sunday, December 6 in downtown Yakima. Al Marquez requested handicap parking in front of the downtown library. Chris Waddle, owner of the Hawkes and Sons Jewelers building, offered to have the controversial artwork placed outside his building at the corner of 2n Street and Yakima Avenue. CITY MANAGER'S REPORTS 7. Consideration of approval for the Final Plat of Hannon Heights Phase 1 ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -156 *8. Consideration of a motion authorizing submission of a SAFER Grant to add three firefighters ACTON: Motion approved *9. Approval of projects for the 2009 Commercial Revitalization Deduction ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -157 *10. Consideration of Joint Resolution with Yakima County approving the 2010 Airport budget ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -158 *11. Consideration of write -off of bad debts: A. Ordinance amending YMC 9.70 transferring authority for Parade and Special Event permits to the Department of Community and Economic Development ACTION: Ordinance passed. ORDINANCE NO. 2009 -57 *20. Second reading of an Ordinance amending the 2009 Budget in the 152 - Police Grants Fund for criminal justice expenditures supported by the 2009 Byrne Justice Assistance Grant for a local law enforcement program ACTION: Ordinance passed. ORDINANCE NO. 2009 -58 21. Other Business A. Consideration of a Resolution establishing the City of Yakima Arts Commission and establishing the duties and responsibilities of the Commission ACTION: Resolution adopted. RESOLUTION NO. R- 2009 -166 B. Diversity Promotion - reconsideration of budget decision. ACTION: Motion carried to review and revise. VOTE: Unanimous ACTION: Motion carried to change the name to Martin Luther King Jr. Celebration, Move it to Outside Agency Requests in the budget, and fund at 50% of the request ($500).
