I n J une of 2000, the City transferred ownership of property located at 301 S outh 6th S treet to
Comprehensive Healthcare (C HC) for use as part of the Veteran's Homeless Providers
P rogram. The transfer is effective as long as the property is used for that particular program. T he
City was required to maintain the requirement for a minimum of 20 years. C HC informed the City
that the program is no longer going to be funded. Rather than have the property revert back to the
City, C HC would like to continue to use it for veteran's housing and services. To do so, the City
must quit claim its reverter interest to C HC to get rid of its requirements.

RESOLUTION NO. R-2020-
A RESOLUTION authorizing the Interim City Manager to sign a Quit Claim Deed of
the City’s reverter interest in favor of Comprehensive Healthcare for
the property located at 301 South 6th Street.
WHEREAS, In June of 2000, the City quit claimed its interest in 301 South 6th Street
to Central Washington Comprehensive Mental Health, now known as Comprehensive
Healthcare; and
WHEREAS, at the time the City quit claimed its interest the home had been
damaged by fire and needed extensive upgrades; and
WHEREAS, the City quit claimed the property to be used for veterans’ housing,
pursuant to the federal Veteran’s Homeless Providers Program (VHPP), and as part of that
program, the property was required to be used for the program’s purpose for a minimum of
20 years; and
WHEREAS, the reverter clause provides that if the property is not used for the
program, then the property reverts back to the City; and
WHEREAS, the City was contacted by Comprehensive Healthcare, which has been
using and operating the property for the VHPP, that the federal government may no longer
fund the program; and
WHEREAS, Comprehensive Healthcare would like to continue using the property
for veteran’s housing, and the 20 year required period for the reverter has expired; and
WHEREAS, by quit claiming the remaining reverter interest, the property will fully
become owned by Comprehensive Healthcare to further their services to the community;
and
WHEREAS, the City Council of the City of Yakima finds that it is in the best interest
of the City and its residents to release its remaining rights to the property as outlined in the
reverter clause, and quit claim its interest to Comprehensive Healthcare, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Interim City Manager is hereby authorized to execute a Quit Claim Deed quit
claiming any remaining interest in 301 South 6th Street, Yakima Washington (Parcel
No. 191319-13493) to Comprehensive Healthcare.

The GRANTOR, CITY OF YAKIMA, for and in consideration of value received, conveys
and quit claims to GRANTEE, CENTRAL WASHINGTON COMPREHENSIVE MENTAL
HEALTH, now known as Comprehensive Healthcare, any and all remaining interest held by the
City by way of that certain reverter clause found in the Quit Claim Deed between Grantor and
Grantee dated June 9, 2000, and recorded in the Yakima County Auditor’s Office under file
number 7172903 on June 16, 2000, in the following described property:
West 90 feet of Lot 16, and West 90 feet of North 8 feet of Lot 15, Block 134, TOWN OF
NORTH YAKIMA, now Yakima, Washington, according to the official plat thereof
recorded in Volume “A” of Plats, page 10, and re-recorded in Volume “E” of Plats, page
1, records of Yakima County, Washington.
Situated in Yakima County, State of Washington.

TOGETHER WITH appurtenances thereunto belonging.
SUBJECT TO rights reserved in federal patents, state or railroad deeds, building or use
restrictions general to the district, zoning regulations, utility easements of record and
