A RESOLUTION authorizing and directing the City Manager of the City of Yakima
to execute an amendment to the architectural services agreement
with Davis Opfer Raab Architecture, P.L.L.C., to obtain structural
evaluations with regard to Fire Station No. 1 and Fire Station No. 5.
WHEREAS, the City desires that certain improvements be performed regarding
the sleeping quarters of Fire Station No. 1, 401 North Front Street, Yakima, Washington;
and
WHEREAS, on April 6, 1999, the City Council authorized execution of an
architectural services agreement with Davis Opfer Raab Architecture, P.L.L.C., to
provide professional architectural services to develop specifications for and oversee
construction activities regarding said improvements; and
WHEREAS, before any construction activities occur, the Fire Department desires
that a structural evaluation of Fire Station No. 1 and Fire Station No. 5 be performed;
and
WHEREAS, Davis Opfer Raab Architecture, P.L.L.C., is willing to obtain, in
accordance with the attached amendment to the architectural services agreement, said
structural evaluations utilizing the professional services of the engineering firm of
Atwood Hinman, Inc.; and
WHEREAS, the City Council deems it to be in the best interest of the City of
Yakima to authorize execution of the attached amendment of the architectural services
agreement with Davis Opfer Raab Architecture, P.L.L.C., in order to obtain structural
evaluations of Fire Station No. 1 and Fire Station No. 5, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to
execute the attached and incorporated amendment to the architectural services
agreement with Davis Opfer Raab Architecture, P.L.L.C., in order to obtain structural
evaluations of Fire Station No. 1 and Fire Station No. 5.
ADOPTED BY THE CITY COUNCIL this 6th day of July, 1999.

Stations No. 1 and No. 5
Davis • Opfer • Raab • Architecture is pleased to submit the following fee proposal for a Structural Evaluation of
Fire Stations No. 1 and No. 5.
Based on a fee proposal from AtwoodeHinzman, Inc., structural engineers, the fee for evaluation of both Stations is
$2,100. The proposed scope of work for the evaluations is as follows:
• Visit each site and visually evaluate the structures
• Prepare a written report outlining the observations and recommendations
• Provide a brief discussion of the changes made to the Uniform Building Code which would affect these
particular fire stations if constructed today.
We are very pleased to have the opportunity to continue providing services for the Yakima Fire Department. If the
above fee proposal meets with your approval please have both copies signed and return one copy to this office. This
letter will serve as an amendment for extra services to the agreement dated March 30th for the Station No. 1
Alterations, so please attach your copy to that agreement.

SUMMARY EXPLANATION:
Station #1 and Station #5 are over 25 years old. It was suggested by Council that before we
proceed with the scheduled remodeling of Station #1, a structural evaluation be completed. This
evaluation will address the building's ability to withstand an earthquake and changes to the
building codes which would affect these stations if constructed today. The firm of Atwood
Hinzman, Structural Engineers will visit and visually inspect each structure for a fee of
$2,100.00 including a written report on each of the stations. With a favorable outcome, we will
then proceed with the remodel project at Station #1.
