A RESOLUTION authorizing and directing the City Manager of the City of Yakima to
execute an Architectural Services Agreement with Wardell
Architects, P.S. to study the feasibility of expansion alternatives for
the Police Station/Legal Center.
WHEREAS, the City desires that a study be conducted to determine the
feasibility of expansion to the Police Station/Legal Center located at 200 South Third
Street, Yakima, Washington;
WHEREAS, it is desirable to prepare a study to determine the feasibility of
expansion to the Police Station/Legal Center; and
WHEREAS, the City Council deems it to be in the best interest of the City of
Yakima to authorize execution of an Architectural Services Agreement with Wardell
Architects, P.S., for Expansion Alternatives for the Police Station/Legal Center pursuant
to the attached Letter Agreement dated July 27, 1999, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to
execute the attached and incorporated Letter Agreement with Wardell Architects, P.S.,
dated July 27, 1999, in order to perform the professional services necessary to determine
the feasibility of expansion of the Police Station/Legal Center, located at 200 South
Third Street, Yakima, Washington, and further authorizing compensation be paid to
Wardell Architects, P.S. for said services in the amount of $33,000.00.

Dear Mr. Zais
We appreciate the opportunity to provide the following proposal for professional services to develop
scope and expansion alternatives for the Police and Legal Center.
We will work closely with departmental representatives to identify needs and develop solutions. At
this time we see the following steps as appropriate to the process:
o Information Gathering
o Review existing facilities and documents with mechanical, electrical and
structural consultants.
o Interview key representatives from police, legal department and municipal
court.
o Develop Projected Growth
• Utilizing interview information and "industry standards" identify square
footage, adjacency and public access requirements for each department.
o Develop Footprint Options
o Review alternatives of expanding the first and/or second floors.
Review alternatives of constructing a new building(s) connected to the
existing building.
o Test alternatives against functional, mechanical, electrical, structural and cost
considerations.

o Prepare Final Recommendations
o Develop report and presentation materials as appropriate and meet with City
officials and others to explain the process and the preferred expansion
solution.
Total fee for the above will be $33,000. This includes costs for engineering and correctional facility
consultants, printing and presentation materials. Detailed building models and elaborate perspective
drawings are not included. We propose billing monthly on a time and expense basis to the not -to -
exceed amount noted above. This can be considered an extension of our on-going consulting contract
for the Police and Legal Center.

SUMMARY EXPLANATION:
The attached agreement is an extension of the on-going consulting contract in place with
Wardell Architects, P.S. This agreement will provide a feasibility study for the expansion of the
Police Station/Legal Center.
The scope of work will include information gathering, development of projected growth and
footprint options as well as the preparation of final recommendations. The cost of this project
is $33,000. This amount includes costs for engineering and correctional facility consultants,
printing and presentation materials.
