R-99- 12 7 A RESOLUTION authorizing and directing the City Manager of the City of Yakima to execute an amendment to a "Professional • Engineering Services 'Agreement' with.Bovay Northwest; Inc.; regarding improvements to the ventilation system' of ` the maintenance ,shop, and parking garage located at the City of Yakima Public Works Complex, 2301 Fruitvale Boulevard, Yakima; Washington. WHEREAS, the City requires engineering design, specification and administrative services'associatedwith required improvements to theventilationsystem of the maintenance shopand parking garage located at the City cif Yakima Public Works Complex, 2301 Fruitvale Boulevard; Yakima, Washington; and WHEREAS, on March 2, 1999, the City Council authorized execution of an engineering services contract with Bovay Northwest, Inc. for said engineering services; and WHEREAS, it is now evident additional engineering services beyond those specified in the original professional engineering services agreement are necessary; and WHEREAS, Bovay Northwest, Inc. is willing to perform these additional engineering services required by the City in accordance with the terms and conditions of the attached amendment to the original professional engineering services agreement; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to authorize execution of the attached amendment to the professional engineering services agreement with Bovay Northwest, Inc., now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager of the City of Yakima is hereby authorized and directed to execute the attached and incorporated amendment to the "Professional Engineering Services Agreement" with Bovay Northwest, Inc., to provide engineering design, specification and administrative services regarding improvements to the ventilation system of the maintenance shop and parking garage located at the City of Yakima Public Works Complex, 2301 Fruitvale Boulevard, Yakima, Washington. :ADOPTED.BY.THE-CITY: COUNCIL this 21St day of September,- 1999. c � ATTEST: -, John Puccinelli, Mayor City Clerk GROW" BovAy NORTHWEST A DAMES & MOORE SUBSIDIARY August 10, 1999 Mr. Chris Waarvick City of Yakima, Public Works Department 2301 Fruitvale Avenue, Yakima, WA. 98902 P l) RE: Engineering Change Request #1 Upgrade Ventilation System — Maintenance & -Storage Buildings •Bovay Project 31573-008-701 ' Dear Mr. Waarvick: 1101 N. Washington 99212 509 928 4413 Tel 509 928 4415 Fax Further to.our recent telephone conversations alerting you and Mr. Haddix to the fact that the scope of the engineering work for the referenced project has increased we require an adh:itional $9,848 of fee .for the additional work to complete the construction bid package. The additional work is as follows. • Redesign `-=`of the electrical system to provide increased capacity to the buildings to accommodate the new facilities. At the time of our study and during the initial site visit it was understood that adequate utilities were available. During the design we have learned that although the capacity may appear sufficient the circuit and physical configuration is such that it is in the best interests of the City to upgrade the system at this time. • Re-evaluate the gas distribution system and recalculate required pipe sizes based on the as - built configuration. The gas distribution piping in both Buildings 1 # 2 is connected and run completely differently than that shown on the drawings. • Engineering and design of an enhanced Carbon Monoxide detection and control system. Following our discussions at the meeting of July 13, 1999 it is understood that a more sophisticated system would be appropriate. • Development, integration and correlation of Division 0 specifications into the bid documents. This would result in a total estimated project cost of approximately $230,000. To assist you in managing the budgetary constraints we would recommend a phased approach to the construction work. • Phase I — Electrical Power Supply. Improvements • A — Power supply upgrades for both Buildings #1 & #2 • B — Only that part of the power supply upgrade required in support of the work in Building #2 • Phase II — Ventilation Improvements, Maintenance Shop, Building #2 • Phase III — Ventilation Improvements, Parking Garage, Building #1. The bid documents will be prepared with this phased approach incorporated to provide you with the flexibility to execute as much work as possible this summer within the available funding. Haddix, Senior Projec SUMMARY EXPLANATION: ner / 575-6005 The proposal before Council is to amend the Bovay Northwest, Inc. professional engineering services Agreement (99-25) approved March 2, 1999 for the design, specifications, and construction of ventilation system improvements at the Public Works complex located a 2301 Fruitvale Boulevard. Specifically, the improvements are for two buildings more commonly referred to as the "maintenance shop" and "parking garage." The amendment before Council is based on the following discoveries: 1) the existing electrical supply system requires increased capacity to accommodate the new ventilation equipment and controls, 2) the natural gas piping distribution system needs re-evaluation and upgrading and, 3) a more fitting carbon monoxide detection and control system is favored (see attached August 10 letter). The fee outlined in the amendment to the Engineering Services Agreement is a "maximum, not to exceed amount" of $9,848 (see attached Amendment #1). Total cost of providing the necessary professional engineering services for the project increases from $30,850 to $40,698. The Environmental Fund (555) is providing project funding and requires no budget appropriation.
