R-99- 1 1 JIL A RESOLUTION authorizing the City Manager of the City of Yakima to execute a Supplemental Agreement Between the City of Yakima and Council 2, Washington State Council of County and City Employees Representing Locals 1122/1122-T of the American Federation of State, County and Municipal Employees, AFL-CIO in order to provide bi-lingual special assignment pay. WHEREAS, the City of Yakima, hereinafter the "City," and Council 2, Washington State Council of County and City Employees Local 1122 of the American Federation of State, County and Municipal Employees, AFL-CIO, hereinafter "Local 1122," entered into a Collective Bargaining Agreement on February 5, 1999, for the period of January 1, 1999 through December 31, 2000; and WHEREAS, the City and Council 2, Washington State Council of County and City Employees Local 1122-T of the American Federation of State, County and Municipal Employees, AFL-CIO, hereinafter "Local 1122-T," entered into a Collective Bargaining Agreement on June 10, 1998 for the period of January 1, 1998 through December 31, 1999; and WHEREAS, the City, Local 1122, and Local 1122-T desire to amend said Collective Bargaining Agreements to include bi-lingual special assignment pay; and WHEREAS, the City Council has determined that it is in the best interest of the City to amend said Collective Bargaining Agreements in accordance with the terms and conditions of the attached Supplemental Agreement, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to execute the attached and incorporated Supplemental Agreement Between the City of Yakima and Council 2, Washington State Council of County and City Employees Representing Locals 1122/1122-T of the American Federation of State, County and Municipal Employees, AFL-CIO, in order to provide bi-lingual special assignment pay. ADOPTED BY THE CITY COUNCIL this 7th day of September, 1999. ATTEST: City Clerk (labs./APSCMS eupp epi.pm John Puccinelli, Mayor Supplemental Agreement Between The City of Yakima And Council 2, Washington State Council Of County and City Employees Representing Local 1122/1122-T American Federation of State County and Municipal Employees Effective Upon Execution Pursuant to a prior agreement, ratified July 28, 1988, the following language is inserted into the current Collectively Bargained Agreements in the form of this Supplemental Agreement. Bi -Lingual Special Assignment Pay Applicants with any combination of education and experience equivalent that would demonstrate the ability to perform the duties of Classified Service, and who are hired into Bi - Lingual job classifications, shall receive an additional Thirty Dollars ($30.00) per month Special Assignment Pay. Employees assigned to perform job duties in a Bi -Lingual capacity, shall receive an additional Thirty Dollars ($30.00) per month Special Assignment Pay for their work in that capacity. Sutton, x6090 SUMMARY EXPLANATION: The attached resolution is considered a housekeeping measure to memoriati7e the letter of agreement between the City of Yakima and both AFSCME units regarding Bilingual Special Assignment Pay. The attached resolution authorize an amendment to the current AFSCME Municipal and AFSCME Transit Collective Bargaining Agreements regarding bilingual special assignment pay. The amendment reflects the parties' past practice to pay individuals thirty dollars ($ 30.00) extra a month for being required to use their bilingual skills in their job responsibilities and Divisions. BOARD /COMMISSION RECOMMENDATION: COUNCIL ACTION: /14 -sem E MEMORANDUM OF UNDERSTANDING THIS MEMORANDUM OF UNDERSTANDING (hereinafter called the "Memorandum") is made and entered into by and between the City of Yakima (hereinafter call the "City") and Council 2, Washington State Council of County and City Employees (hereinafter called "Local 1122"). representing Local 1122, American Federation of State, County and Municipal Employees, AFL-CIO WHEREAS, on September 22, 1998 the City and Local 1122 began negotiations for the successor collective bargaining agreements for the AFSCME bargaining unit. WHEREAS, on September 22, 1998 the City and Local 1122 agreed in the ground rules for collective bargaining to negotiate economic issues first and then to bargain language items. WHEREAS, on November 16, 1998, the City and Local 1122 reached agreement on the economic items in collective bargaining for the AFSCME Municipal Employees, WHEREAS, the City and Local 1122 have reached settlement on the wage increases for calendar year 1999 and 2000. WHEREAS, the City and Local 1122 agree to continue to negotiate language items and anticipate submitting the completed, comprehensive collective. bargaining agreement for the AFSCME Municipal Employees bargaining unit to the Yakima City Council for adoption in the first quarter of the year 1999. WHEREAS, rather than waiting until the submission for City Council consideration of the completed, comprehensive collective bargaining agreement, both parties desire that the City of Yakima Classification and Compensation Ordinance be adjusted to reflect the agreement of the parties concerning the wage increases. NOW, THEREFORE, the City and Local 1122 agree that the City of Yakima Classification and Compensation Ordinance should be submitted for City Council consideration on January 5, 1999, with the following changes: A: Effective January 1, 1999: The compensation plan for the bargaining unit in effect December 31, 1998, shall be increased by three percent (3%) for City employees represented by Local 1122. B: Effective January 1, 2000: 1: The compensation plan for the bargaining unit in effect December. 31, 1999, shall be increase by one hundred percent (100%) of the averaged percents of change in the following indexes: The U.S. Cities consumer price index for Urban W age Earners and Clerical Workers (CPI -W), for the period July 1998 to July 1999. 2: The Seattle consumer price index for Urban W age Earners and Clerical W orkers (CPI -W), for the period July of 1998 to July of 1999. a: The CPI -W formula as stipulated herein above, is subject to a two point zero percent (2.0%) minimum and a three point zero percent (3.0%) maximum.
