R-2000- 2 8 A RESOLUTION authorizing and directing the City Manager of the City of Yakima to execute an amendment to the architectural services agreement with Davis Opfer Raab Architecture, P.L.L.C., for the development of specifications for and oversight of Phase II construction activities regarding completion of improvements to the sleeping quarters of Fire Station No. 1, 401 North Front Street, Yakima, Washington. WHEREAS, the City desires that certain improvements be performed regarding the sleeping quarters of Fire Station No. 1, 401 North Front Street, Yakima, Washington; and WHEREAS, on April 6, 1999, the City Council authorized execution of an architectural services agreement with Davis Opfer Raab Architecture, P.L.L.C., to provide professional architectural services to develop specifications for and oversee construction activities regarding Phase I of said improvements; and WHEREAS, during the 2000 budget process, the City Council approved $85,000 for Phase II and completion of the improvements to the sleeping quarters at Fire Station No. 1; and WHEREAS, the City requires professional architectural services to develop specifications for and oversee construction activities regarding completion of said improvements; and WHEREAS, Davis Opfer Raab Architecture, P.L.L.C., is willing to provide additional architectural services for completion of the project in accordance with the attached amendment to the original architectural services agreement; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to authorize execution of the attached amendment to the architectural services agreement with Davis Opfer Raab Architecture, P.L.L.C., in order to obtain additional architectural services regarding the completion of improvements to the sleeping quarters of Fire Stations No. 1; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager of the City of Yakima is hereby authorized and directed to execute the attached and incorporated amendment to the architectural services agreement with Davis Opfer Raab Architecture, P.L.L.C., for the development of (Lk)res/arch-fire sta #1 -mar OO.pm specifications for and oversight of Phase II construction activities regarding completion of improvements to the sleeping quarters of Fire Station No. 1, 401 North Front Street, Yakima, Washington. This increase provides for the services of this office necessary to design and document the new areas of work added to the project, plus the hours required to redesign the areas which had already been prepared to go out to bid. This fee also includes the additional mechanical and electrical engineering fees associated with the scope of work increase. The scope of services detailed in the attached Fee Calculation and provided by this fee, is as follows: Davis ® Opfer ® Raab ® Architecture will provide services, including mechanical and electrical engineering, for the production of Construction Documents for the proposed alterations based on design Option 2 submitted in the February 3rd meeting. Our firm will administer the Bid Phase and aid the Fire Department in the preparation of the construction contract. We will provide construction administration services limited to the review of shop drawings, reasonable assistance to the contractor during construction, three site visits, the preparation of a punch list and one visit to verify completion of the punch list items. Additionally, we will assist the Fire Department in attaining the Operations and Maintenance Manuals, as -built drawings and other documentation required from the Contractor to close out the project. In the event, that the Fire Department or City wishes to make significant design changes or desires additional construction administration services the fee will need to be increased accordingly. Gillespie, Fire Chief, 575-6250 Martin Buehler, Battalion Chief, 575-6060 SUMMARY EXPLANATION: This agreement will combine Phase I and Phase II of the remodel project to improve the sleeping quarters at Fire Station One. Doing this will shorten the construction time of both projects allowing us to expand the project to include a safer entrance to Fire Station One. Also, combining both phases and changes infire code requirements will save money on the project allowing us to stay within the project budget. Total cost of architectural services increased $8,900 from $4,700 to $13,605. This is 9.3% of the total cost of the project and is within the budgeted amount. Funding source for this agreement will come from the fire capital fund and is budgeted for 2000. This agreement for increased architectural fees incurred by additional services is with Davis, Opfer, Raab Architecture. It is an amendment to the original agreement approved by Council in 1999.
