RESOLUTION NO R- 2000- 2 9 A RESOLUTION authorizing execution of Amendment #2 for professional engineering services between the City of Yakima and Golder Associates, Inc. WHEREAS, the City of Yakima has need of engineering services to install a monitoring well and retrofit of the Kissel Well as part of the Aquifer Storage and Recovery pilot test; and WHEREAS, the City does not possess in-house staff qualified to perform the necessary work involved in this pilot test; and WHEREAS, the City and Golder have entered into a contractual relationship via a contract authorized by Council Resolution R-98-40; and WHEREAS, the City of Yakima has complied with the provisions of RCW 39.80 which concerns the procurement of engineering and architectural services by a city; and WHEREAS, the City Council deems it to be in the best interest of the City to enter into this amended contract with Golder Associates, Inc., for the Aquifer Storage and Recovery Pilot Test; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager, City Clerk and the Assistant City Manager are hereby authorized and directed to execute the attached and incorporated "Amendment #2" together with its attachments. The original contract is associated with the replacement Wright Avenue Well. The first amendment to this contract is to conduct a pilot ASR test. If ASR is shown to be technically viable, the New Wright Avenue Well (Elks Well) may be constructed to accommodate an ASR program. The second amendment, requested in this letter, consists of a) the installation of a monitoring well next to the City of Yakima's Kissel Well, and b) retrofit of the Kissel Well to allow recharge through the wellhead. These tasks were identified in the scope of work for the first amendment. However, a budget was not identified or allocated since details necessary to define a budget were not available at that time (e.g., it was not known which well would be used for recharge, and therefore what modifications would be necessary). The purpose of the monitoring well is to collect data during the Aquifer Storage and Recovery (ASR) pilot test for use in evaluating the viability of an ASR program. The purpose of the retrofit is to reconfigure the wellhead to allow recharge of water from the distribution system through the Kissel Well, and the recovery of recharged water and normal pumping operation. The total cost of this amendment is based on time and materials not to exceed $99,965.00. March 13, 2000 2 983-1085-001.8100 1.0 MONITORING WELL Based on information collected in preparation for the pilot test, we recommend that a monitoring well be installed up to 800 feet below ground surface, near the recharge well (Kissel Well). This proposed monitoring well is intended to characterize and monitor the hydrogeologic conditions in the shallow portion of the aquifer system (e.g., from ground surface to 800 feet below ground surface) in response to recharge via the Kissel well, which is screened in the deeper portion of the aquifer system (e.g. below 850 feet below ground surface). The cost of installing this monitoring well is approximately $60,000. Preliminary discussions with Ecology personnel and other agencies indicate that this monitoring well will be required. This cost includes instrumentation (i.e., transducer and datalogger) for the automated collection of water level data consistent with the rest of the automated water level monitoring system that the City has already installed to date. It is also recommended that aqueous geochemistry samples be collected and analyzed for a suite of parameters before, during, and after conducting the ASR pilot test, including environmental tracers. Scope of Work (Monitoring Well) Golder will contract with a drilling company for services to install the monitoring well. Specifications will be prepared by Golder. The well will be installed using the mud rotary method. Installation of the well is expected to take approximately three weeks. The well will be located approximately 200 feet east of the Kissel well house. Soil samples will be collected by the driller for the first 500 feet below ground surface, and logged by a Golder geologist. A Golder geologist will be on site to continuously log the portion of the hole below 500 feet, A geophysical log (gamma, caliper, spinner, and resistivity) of the hole will be conducted by Golder after the hole is drilled. A monitoring well will be installed with a screened interval below 500 feet, the exact dimensions of which will be determined by the geologist after drilling the well. Golder will apply to Ecology for a variance to allow the installation of a second monitoring point within the same borehole at approximately 100 feet below ground surface. If a variance is not granted, a second monitoring point will not be installed. An above -ground protective monument will be installed that will be approximately two feet high and one foot in diameter, painted tan. A transducer and datalogger will be installed in each monitoring point installed. All work will conducted in compliance with the Washington Department of Ecology rules as outlined in WAC 173-160. All workis conducted on a time and materials basis, not to exceed a total amount of $58,965.00. Deliverable (Monitoring Well) A letter report will be submitted detailing field activities, and including an as -built diagram of the well completion. Schedule (Monitoring Well) Drilling will proceed as soon as possible upon notification to proceed, subject to the drilling contractor's availability. Currently, the drilling contractor is available to start in the middle of April. All work will continue without interruption until complete, and is expected to take up to three weeks. A letter report will be delivered one week after completion of all field activities. Responsibilities of the City (Monitoring well) A site visit may be conducted by a representative of the drilling company prior to mobilization drill, during which a city representative will introduce the driller to the site. The utility locate will be conducted by the City. The City will arrange for the delivery of approximately 12 yards of crushed stone to the site for use in preparation of a drill pad. The contractor will use a backhoe to spread the material. Water will be obtained by the driller from the fire hydrant located at the southeast corner of South 32' Place and West King Street using a backflow preventer. Drilling mud (approximately 6,200 gallons) will be disposed by wasting it on site. 2.0 KISSEL WELL RETROFIT Retrofit of the Kissel Well will be conducted per preliminary design drawings prepared by Golder, and reviewed by the City. Golder contract for construction services. Golder will work closely with the City of Yakima in the selection of such services. The estimated cost of the retrofit is $41,000.00. Scope of Work (Retrofit) Golder will finalize the design, prepare bid specifications package including materials, suppliers of materials, and drawings, as appropriate. All work is conducted on a time and materials basis, not to exceed a total amount of $41,000.00. Deliverable (Retrofit) Final as -built drawings will be prepared and documentation of all construction activities including material specifications will be compiled and submitted to the City. Schedule (Retrofit) Subcontractor selection will be started upon notification by the City to proceed. All work will be coordinated with the City to ensure that construction activities do not affect necessary operation of the well to provide safe drinking water supplies to customers. Once initiated, all work will continue without interruption until complete, and is expected to take up to three weeks. A letter report will be delivered one week after completion of all field activities. Responsibilities of the City (Retrofit) The City will assist with coordination during construction of retrofit modifications. Thank you very much for this opportunity to be of service. As we have discussed, the Yakima River Basin Water Enhancement Project (YRBWEP) is interested in effective monitoring of groundwater/surface water interactions within the Yakima Basin such as your proposed monitoring network. YRBWEP will be cost sharing in a future groundwater modeling effort for this Basin with the US Geological Survey and the State of Washington. I have indicated to you an interest in participating in the funding of a reasonable portion of your monitoring well installation in exchange for the availability of your entire well network for my upcoming modeling efforts. I believe that effective monitoring of groundwater activities is essential to develop a thorough understanding of our Basin, and for effective planning for future development opportunities. I understood the range of costs for the proposed monitoring well installation to be in the neighborhood of $40,000 - $50,000. Please let me know the expected figure when you get it. We have discussed something around 50 percent YRBWEP participation as reasonable for the installation of this project, so long as the projected range of costs is within the ball park. On March 17, 1998, City Council authorized the City to enter into contractual agreement for engineering services with Golder Associates, Inc. and on August 3, 1999 authorized amendment #1 (Aquifer Storage and Recovery) to this contract. To accurately monitor the effect of recharging and recovering water in both the upper and lower Ellensburg Aquifer, a monitoring well must be installed. The Department of Ecology has required this monitoring well as part of the Aquifer Storage and Recovery (ASR) test permit. The well will be installed near the existing Kissel Well. Additionally the Kissel Well requires some retrofitting to allow water to be recharged through the wellhead. Please see attached letter from Golder Associates that discusses the purpose and scope of work for this amendment. The Bureau of Reclamation (BOR), through the Yakima River Basin Water Enhancement Project, has agreed to fund half of the cost of installing the monitoring well, approximately $25,000.00 (see attached letter from the BOR).
