The classification and compensation ordinance incorporates the recommendations of the Charter Civil Service Commission as approved at their meeting on January 11, 2010. This classification and compensation ordinance reflects one new classification, that of Lead 0 Police Support Services Supervisor, recommended to be allocated to Pay Code 976 ($4,631.38 - $5,638.42). The Budgetary impact of implementing the classification and salary has been included in the Police Department's Operating Budget. This ordinance also corrects a calculation error to Pay Range 29.5. All recommendations are subject to the City Council's review and approval. Attached for Council's information are the reports presented and approved by the Civil Service Commission outlining the new classification. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20.200A of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective February 21, 2010, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.100 D of the City of Yakima Municipal Code is hereby amended to read as follows: "D. Section 3' Subsection 2.20.11 OA of the City of Yakima Municipal Code is hereby to read as follows: ����� ` --^ 2.30.110 CompenoaUonP1an A ranges and pay steps, set out in the schedule constituting Subsection B through G of this aection, for the classes allocated to these pay ranges shall be in full force and effect as of February 21, 2010. The pay rates shafl constitute full compensation for those employees with a work week of forty hours as set out in other sections of thi / code. Employees whose work week is Iess than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees . of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code . The performance of employees in the series designated Subsection B shall be evaluated annually in accordance with a management performance evaluation plan. RE: Lead Police Support Services Supervisor Class Specification and • Allocation Recommendation This report summarizes the findings related to the classification study for the position of Lead Police Support Services Supervisor This position will be under the direction of the Police Chief and Deputy Police Chief is responsible for administrative and staff support functions of the Police Department by providing responsible oversight of the Police records management system and serves as the system administrator for the RMS records including supervision of the records unit and property clerk. Performs research on technological equipment, services and programs while providing support to maintain and enhance department services. Provides management and security for evidence inventory, oversight for public disclosure process on high profile and complicated disclosure requests. Since the duties of this position are somewhat similar but with somewhat more responsibility than the Police Services Supervisor, our allocation recommendation is to Pay Code 976 ($4,631.36 - $5,638.42). RECOMMENDATIONS The Municipal Code, Section 2,20.030, and Civil Service Rules both require certain actions be taken when allocating a position to a certain pay range. Included in those actions are the consideration of pay rates of other similar or related classes; the availability of personnel to do the job; prevailing wage rates, both locally and in similar jurisdictions; and the City's financial policy and economic conditions. The recommendation for allocation of the Lead Police Support Services Supervisor at Pay Code 976 ($4,631.38 - $5,638.42). is based upon these requirements and discussed • henceforth. Since this is a new classification and this study has not been performed as a reclassification action, the position should be filled by competitive announcement under Civil Service Rules and Regulations. ESSENTIAL FUNCTIONS: Directs the supervision of the Records, Property and Services Divisions. In addition to regular management responsibilities, this position is responsible for leadership and supervision of any subordinate positions as may be assigned. Holds the highest level of authority within the non-commissioned ranks of the Department. This position holds no supervisory authority over the commissioned personnel of the Department. Attends staff meetings with management as a participant. Trains, evaluates, disciplines, develops, motivates, coaches and directs staff. Conducts performance evaluations; recommends hiring of new employees; recommends disciplinary action; approves leaves of absence, authorizes overtime work; assigns work; reviews and checks work in process; and assists in resolving work problems. Assists and directs officers, detectives, and supervisors in proper packaging, transporting and preservation of evidence. Evaluates and ensures the accuracy of all data entry, logging, filing, releasing, and record keeping of the evidence and recovered property within the property management system. Maintains and updates alarm and other security measures on a regular basis. Conducts audits on a consistent basis to ensure the security and integrity of the property management system, especially money and high value items. Conducts random inventories to ensure accuracy and integrity of the property management system. Prepares destruction logs for drugs, guns, and hazardous materials and ensures the proper destruction and verification of each. Interacts with prosecutors and the court system on a daily basis; acts as a liaison between the department and local, state, and federal agencies on all matters dealing with impounded items. Receives or processes a variety of evidentiary property in accordance with 'departmental policy as assigned. May be required to testify in court to support the chain of evidence. Manages and oversees public disclosure requests and ensures that all applicable laws are followed. Reviews reports for accuracy; monitors release of information to ensure . . 11110 compliance with state and federal laws; administers record retention program and provides for proper receipt and storage of police records. . • Develops record retention schedules, oversees destruction of confidential records as guidelines dictate and monitors disclosure of sensitive information in police reports. Researches, reviews, edits and approves or denies records to be released to the public, attorneys or in response to subpoenas; remains, knowledgeable with the laws, rules, regulations and procedures related to Public Disclosure and Criminal Records Privacy. Analyzes and evaluates the interpretation of state and federal privacy and security laws as related to records. Develops policies and procedures for records sector; initiates, coordinates, develops and implements training programs to assure adherence to state, city, department, and section policies and procedures. Screens investigative and arrest reports for public dissemination. . Monitors and maintains police records in accordance with the provisions of Federal and State laws and city ordinances. Compiles information and prepares a variety of reports related to records management and • departmental activities. Requires regular and reliable attendance. Performs other related duties as assigned. COMPENSATION ANALYSIS: Factoring Analysis: A factoring analysis was performed. It must be remembered that a factoring analysis primarily is used as a general placement or allocation of a classification and that it is generally subjective in nature while using an objective analysis tool. Internal Comparisons: Currently, there are four classifications at the proposed range and only one is a fairly close match. The proposed classification will perform similar duties to the Senior Buyer at Pay Code 976. External Comparisons: A salary survey was taken, including Washington Cities of: Everett, Redmond, Longview, Bellingham, Lacey, Mt. Vernon, and Salem, OR. The average of comparables was $4,372 - $5,495. Evaluates and ensures the accuracy of all data entry, logging, filing, releasing, and record keeping of the evidence and recovered property within the property management system. Maintains and updates alarm and other security measures on a regular basis. Conducts random inventories to ensure accuracy and integrity of the property management system. Prepares destruction logs for drugs, guns, and hazardous materials and ensures the proper destruction and verification of each. Interacts with prosecutors and the court system on a daily basis; acts as a liaison between the department and local, state, and federal agencies on all matters dealing with impounded items. Receives or processes a variety of evidentiary property in accordance with departmental policy as assigned. May be required to testify in court to support the chain of evidence. Manages and oversees public disclosure requests and ensures that all applicable laws are followed. Reviews reports for accuracy; monitors release of information to ensure compliance with state and federal laws; administers record retention program and provides for proper receipt and storage of police records. Develops record retention schedules, oversees destruction of confidential records as guidelines dictate and monitors disclosure of sensitive information in police reports. Researches, reviews, edits and approves or denies records to be released to the public, attorneys or in response to subpoenas; remains knowledgeable with the laws, rules, regulations and procedures related to Public Disclosure and Criminal Records Privacy.
