A RESOLUTION authorizing and directing the City Manager and the City Clerk of
the City of.Yakima to execute an addendum to the 2000 Agreement Between the
City of Yakima and the Yakima County Substance Abuse Coalition, Inc.
WHEREAS, the City of Yakima has previously entered into the 2000
Agreement Between the City of Yakima and the Yakima County Substance
Abuse Coalition, Inc.(City contract number 2000-08); and
WHEREAS, due to the uncertainty of continued funding following the
passage of 1-695, Criminal Justice Funding to Cities grants were not included in
the agreement; and
WHEREAS, $22,853 of the original grant monies have been provided for
use in the Youth at Risk program; and
WHEREAS, the Yakima County Substance Abuse Coalition, through the
Youth at Risk Program provides an invaluable service to the citizens of the City
of Yakima, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and. City Clerk are hereby authorized and directed to execute
the attached and •incorporated addendum to the 2000 Agreement Between the
City of Yakima and the Yakima County Substance Abuse Coalition, Inc.

2000 AGREEMENT BETWEEN
THE CITY OF YAKIMA
AND
THE YAKIMA COUNTY SUBSTANCE ABUSE COALITION, INC.
This Addenda is made and entered into this `5 di day of /ir usr,2000 by and
between the City of Yakima and the Yakima County substance Abuse Coalition, Inc. a
non-profit corporation.
In consideration of the services provided to the Citizens of the City of Yakima by
the Youth at Risk Program, Paragraph 2 of the 2000 Agreement Between the City of
Yakima and the Yakima County Substance Abuse Coalition, Inc. (City Contract Number
2000-08) is hereby amended to read as follows:
"2. Consideration. The City agrees to compensate YCSAC a total of Seventy-five
Thousand Dollars ($75,000.00) for all services performed under and pursuant to this
Agreement. The City shall pay YCSAC said sum in installments of Thirty Thousand
Dollars ($30,000.00) on March 1, 2000, Thirty Thousand Dollars ($30,000) August 1,
2000 and Fifteen Thousand Dollars ($15,000) on September 15, 2000."
In all other respects the 2000 Agreement Between the City of Yakima and the Yakima
County Substance Abuse Coalition, Inc. (City Contract Number 2000-08) shall remain in
full force and effect.

ITEM TITLE: A. A Resolution authorizing the City Manager and the City Clerk of the City of
Yakima to execute an agreement with the YWCA as the provider of
services for a domestic violence victim's advocate.
B. A Resolution authorizing the City Manager and the City Clerk of the City of
Yakima to execute an addendum to the 2000 Agreement Between the City
of Yakima and the Yakima County Substance Abuse Coalition, Inc.

SUMMARY EXPLANATION:
An appropriation ordinance was presented at the July 18, 2000 meeting to include State grants
administered by the Department of Community, Trade and Economic Development in the 2000
budget. It was noted in that legislation that the appropriate resolutions and contract
amendments would be brought to Council for approval.
The YWCA administers a domestic violence advocacy program. The attached contract
authorizes $22,843 for 2000, and $19,541 for 2001 to be used for this program. These
amounts represent our estimate of grant funds that the City will receive for this purpose.
The Yakima County Substance Abuse Coalition administers a Youth at Risk program. Prior to
the passage of Initiative 695, the City contracted for this program in the amount of $75,000.
This amount was supported by grant funds of approximately $32,000, with the City contributing
$43,000. Budget reductions relating to the passage of Initiative 695 removed the grant funds of
$32,000, but only reduced the Substance Abuse Coalition contract by $15,000. The attached
contract reinstates the contract amount to the pre -1695 level, by adding $15,000 to the existing
$60,000. The balance of the appropriation ($22,853 Tess $15,000 or $7,853) will be available in
General Fund for Criminal Justice needs.
