R-2020-080 adopting the proposed 2020-2024 five-year Consolidated Plan for Community Development Block Grant (CDBG), CDBG-CV, and HOME fund Programs as mandated by the Department of Housing and Urban Development (HUD) WHEREAS, every five years, HUD requires the City of Yakima to submit a five-year Consolidated Plan as a requirement for receiving federal funds; and WHEREAS, in order to access the federal CDBG, CDBG-CV and HOME funds for year 2020-2024, the city is required to submit a five-year Consolidated plan, and WHEREAS, the Office of Neighborhood Development Services has fulfilled the requirements for two public input meetings and held an open 30 day written public comment period, and WHEREAS, the City of Yakima has completed the five-year 2020-2024 Draft Consolidated Plan, and WHEREAS, the City Council hereby finds that it is in the best interests of the City and its residents to adopt the five-year Consolidated Plan, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City Council of the City of Yakima adopts the five-year 2020-2024 Consolidated Plan and the City Manager of the City of Yakima is hereby authorized to direct staff to submit the 2020-2024 Consolidated Plan to HUD as required ADOPTED BY THE CITY COUNCIL this 7th day of July 2020 ,� ,,___/-i / ATTEST: /""� / Patricia Byers,Mayor Sony' 3Iaar Tee, City Clerk Application for Federal Assistance SF-424 * 1. HUD's payment of funds under this Agreement is subject to the Participating Jurisdiction's/Entity's compliance with HUD's electronic funds transfer and information reporting procedures issued pursuant to 24 CFR 92.502. To the extent authorized by HUD regulations at 24 CFR Part 92, HUD may, by its execution of an amendment, deobligate funds previously awarded to the Participating Jurisdiction/Entity without the Participating Jurisdiction's/Entity's execution of the amendment or other consent. The Participating Jurisdiction/Entity agrees that funds invested in affordable housing under 24 CFR Part 92 are repayable when the housing no longer qualifies as affordable housing.
