R-2001- 14 0 A RESOLUTION authorizing and directing the City Manager of the City of Yakima to execute a supplemental agreement with Widener & Associates, an engineering consulting firm, for consultant services to complete an environmental and public involvement process for the Washington Avenue Improvement Project for a not to exceed cost of $77,005. WHEREAS, the City of Yakima desires to improve the existing Washington Avenue from 24th Avenue to 72nd Avenue through the City of Yakima and the County and to realign the roadway for future airport expansions; and WHEREAS, the City requires professional engineering consultant services to complete the environmental and public involvement process for accomplishing this improvement; and WHEREAS, the City of does not have the staffing levels or technical expertise necessary to provide said consultant services; and WHEREAS, the Yakima City Council deems it to be in the best interest of the City that the attached agreement document be executed by the City of Yakima, accordingly; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager of the City of Yakima is hereby authorized and directed to execute a supplemental agreement with Widener & Associates for the purpose mentioned above, a copy of which agreement is attached hereto and by reference made a part hereof. The Local Agency of City of Yakima desires to supplement the agreement entered into with Widener & Associates and executed on 2/20/2001 and identified as Agreement No. LA - 4723 All provisions in the basic agreement remain in effect except as expressly modified by this supplement. The changes to the agreement are described as follows: Section 1, SCOPE OF WORK, is hereby changed to read: Additional work will he required to realign the roadway to enable extension of the Yakima Airport runway This work will require a complete Wetland Delineation of the revised location meetings with the appropriate agencies and environmental mitigation plans for crossing the existing waterways at key locations 11 Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for completion of the work to read: Date of completion is to he April 30 2002 111 Section V, PAYMENT, shall be amended as follows: An additional amount not to exceed S77 005 will he added to the original not to exceed amount of S62 548 for a total not to exceed amount of Sl 39 553 for the completion of this work as set forth in the attached Exhibit A, and by this reference made a part of this supplement. Total length of the project is 2.6 miles. The completed section will include 5 lanes of traffic and a turning lane at the major intersections. The project will be documented in accordance with FAA and FHWA standards. TASKS 1. Collect the available documentation concerning the project activities, existing, data, and other pertinent scientific information. Review the information and develop a project checklist for use in coordination with the lead federal agencies. 2. Make telephone contacts with the appropriate resource agency staff for potential impacts. 3. Complete environmental resource studies for air, noise, visual, and light/glare for the project. 4. Complete the Wetland Delineation on the revised location of the project alternatives. 5. Complete the NEPA documentation for the project PROJECT DELIVERABLES 1. NEPA Checklist 2. Cook, CED Department Director, 575-6227. SUMMARY EXPLANATION: Attached is a Supplement to the Consultant Contract Agreement previously awarded for the Washington Avenue Widening Project. Due to the need to allow future extensions to the Yakima Airport, the project scope has been changed to realign the roadway to allow for the Airport runway expansion. A significant change in alignment will cause this roadway to cross Wide Hollow Creek in at least a couple of locations. Since this is a protected waterway, major environmental considerations will need to be accomplished. Additional environmental documentation and assistance with public involvement will be needed. This work will utilize Federal funding and will be required to complete an environmental review prior to construction funds being released. The additional cost for this work is $77,005, which includes all costs associated with the environmental work. The previous agreement for services was in the amount of $62,548, which would make the not to exceed costs for this contract to a total of $139,553. The time to complete this additional work will be approximately six months. Funding for this additional work will be funded through the FAA using Airport Capital Improvement funds.
