R-2002- 67 A RESOLUTION Ratifying the Assistant City Manager's signature on the statement of work for Task Order #6, with Golder Associates for services related to the Naches Water Treatment Plant Fish Screening Project and related support. WHEREAS, the City was recently notified that the Bonneville Power Administration would grant funds, $800,000, to the City to cover a portion of the costs to undertake the Naches Water Treatment Plant Fish Screening Project; and WHEREAS, these funds must be spent prior to September 30, 2002, and all design and construction plans remain to be developed in a very short period of time to enable the City to meet this schedule, and these biological services and support are essential to the process, and; WHEREAS, the City of Yakima is currently in a contract relationship with Golder Associates through Contract #98-34, dated March 2, 1998, who has the expertise and skills necessary to provide the required services and support; and WHEREAS, the City of Yakima has a strong desire and interest to avail itself of this opportunity to obtain these grant funds; and WHEREAS, the City Council deems it to be in the best interest of the City to execute this Task Order #6 to expedite the development of plans and specifications for the Naches Water Treatment Plant Fish Screening Project, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Assistant City Manager's signature on the attached Added Task Order #6 with Golder Contract #98-34 is hereby authorized, ratified and approved. (Golder) is providing the attached Statement of Work for our continued participation in the Naches Water Treatment Plant Screening Project. We anticipate working closely with City of Yakima staff, state and federal regulatory agencies and funding sources, the Yakama Nation, and engineering and construction contractors, to complete this work. This letter forms Task Order #5 to City Contract #98-34 signed on March 2, 1998 by the City of Yakima and Golder Associates Inc. to conduct this work. This work will be completed under existing terms and conditions, using rates established by Golder Associates Inc. for the City of Yakima effective March 31, 2002. If these terms and scope of work are acceptable to the City, please arrange for the appropriate authority to sign below and return a copy to us. X -2002 --Co 7 Attachment: Scope of work Paul Wagner Senior Fish Biologist May 22, 2002 3 003-1293 Statement of Work for the Naches Water Treatment Plant Fish Screening Project and Related Support Services. 1. OVERVIEW: This Statement of Work is to provide services to the City of Yakima related to overall design review, documentation of biological benefits, construction monitoring, and post - construction evaluation of the Naches Water Treatment Plant Fish Screening Project. Specific work is detailed in Tasks 100 through 400 below. Task 000: BPA coordination for contract development. This will require approximately 20 manhours to accomplish. Task 100: Third Party Final Design and Project Review. Golder Associates Inc. will conduct a review of one selected draft and final project design and will deliver a report of this review to the City of Yakima. The purpose of this work will be to provide documentation of the successful completion of the project design consistent with federal and state screening criteria and to verify that the project provides the anticipated benefits to fish. It is anticipated that this document will be used to satisfy reporting requirements of the Bonneville Power Administration and Salmon Recovery Funding Board. Task 200: Fish Salvage. Golder Associates will be responsible for conducting fish removal activities prior to the onset of in -water construction. A reconnaissance snorkel/SCUBA survey will be performed to determine fish presence within the existing Water Treatment Plant intake system. Fish will be removed from within the confines of the existing intake system via seine or by electrofishing to minimize the potential adverse effects of in -water construction. All captured fish will be released live back to the Naches River. Golder will be responsible for securing all permits necessary for performing this task. Task 300: Fish Monitoring and Evaluation. In conjunction with work performed under Task 200, Golder Associates will conduct fish monitoring prior to, during, and after construction at the Water Treatment Plant intake system. Monitoring is anticipated to consist of Naches River snorkel surveys in proximity to and within the confines of the intake system. Surveys will be conducted prior to the implementation of construction activities to establish baseline conditions. Surveys during construction will be conducted to verify that fish salvage efforts have been successful and that construction is not adversely affecting fish life in the project area. Additional fish removal work may be necessary during the construction period if more fish are found within the intake system during monitoring efforts. Post construction surveys will be to verify that fish have been successfully excluded from the intake system and modifications to the Naches River resulting from construction activities are not adversely affecting fish life in the vicinity May 22, 2002 4 003-1293 of the modified intake structure. Post -construction monitoring is anticipated to occur during juvenile salmonid outmigration and rearing periods and during selected adult salmonid migration periods. Golder will provide the City with a separate Monitoring and Evaluation plan and seek independent review and comment by WDFW and Yakama Nation staff. Changes in discharge patterns from the WTP are anticipated and the monitoring will target verification of reduced or eliminated"entrainment" and "false attraction" into the WTP. The results of these activities and those conducted under Task 200 will be provided in a report to the City of Yakima to satisfy BPA/SRFB monitoring and evaluation requirements. Task 400: Technical Support and Project Assistance. Golder Associates Inc. will provide general project assistance to City of Yakima staff. This support will include coordination with the Bonneville Power Administration, meeting attendance, and other on-call services as needed and anticipated within the proposed budget 2. TIMELINE: Work to be conducted under Tasks 000 through 400 detailed above will begin April 22, 2002 and continue through December 31, 2002. 3. DELIVERABLES: Report 1 detailing third party review of the final project design and the completed project. This will be delivered approximately three weeks following delivery of the final report to the City by the project engineers. Report 2 detailing fish salvage, monitoring, and evaluations operations. Delivered monthly memo updates to City staff by Golder staff and in a final report annually, or as outlined in the Monitoring and Evaluation work plan. 4. BUDGET: Budget details are included in the attached spreadsheet and are summarized here. In the early phases of the construction design and plan development, it will be beneficial to the overall success of the Project to have biological specialist engaged in the. process. Their review and input will assist in a more timely and effective screening installation. An essential part of the program associated with that project is efforts required of the City to protect fish during the construction period, and to then later monitor the effectiveness of the screened operations for period of time following the completion of construction. In this case the monitoring will be in place for appoximately one year after completion. This letter request a budget authorization to prepare a Statement of Work on behalf of the City of Yakima for submittal to the Bonneville Power Administration (BPA). The purpose of this Statement of Work is to provide the contractual basis for the release of funds for BPA Grant #25100, "Protect Normative Structure and F nction of Critical Aquatic and Terrestrial Habitat." This letter forms Task Order #o City Contract #98- 34 signed on March 2, 1998 by the City of Yakima and Golder Associates Inc. to conduct this work. The total amount of this authorization is $2,500.00 and includes attendance of Golder staff at a meeting in the City of Yakima with BPA on April 26, 2002, coordination with the City and BPA, and production of a Statement of Work by May 20, 2002 This work will be completed under existing terms and conditions, using rates established by Golder Associates Inc. for the City of Yakima effective March 31, 2002.
