HomeMy WebLinkAbout1987-3026 FEES ON NON CITY RESIDENTS FOR YAKIMA COMMUNITY TELEVISION TRAINING & USE OF TELEVISION EQUIPMENT ~ ^ 30 �� �� ORDINANCE NO. �� �� �� /\N ORDINANCE relating to public services and utilities, imposing non refundable fees on non City residents for Yakima — Community Television training and use of television equipment and facilities; providing for disposition of such fees; enacting Chapter 7.10 "Yakima Community Television" as a new chapter and section thereof of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. "CHAPTER 7.10 YAKIMA COMMUNITY TELEVISION 7.10,010 Cable Television Training, Equipment, and Facilities Fees. A. Fee Imposed. There is hereby imposed the following non refundable fees on persons who do not reside within the City of Yakima for training, facilities and equipment use, and related service at Yakima Community Television. SCHEDULE OF FEES SERVICE FEE Certified Producer Class $15.00 Production Studio and Control Room: S �Prnduction studio and control room use includes the use of the audio booth, studio lighting, character generation, two cameras, camera controls, intercom, and associated equipment necessary to complete a studio production. Per hour charge $ 5.00 Studio Use: Utilizing one camera and lighting in which charac- ter generator and audio booth are not in use. Per hour of use charge $ 2.00 ���� ^• -- 1 -- STLIV C22 ' ^ ` SERyNCE FEE Dubbing Fees: All certified producers, whether non City or City residents, shall be entitled to one copy of their finished master duplicated onto a videotape which they ���� �� shall provide. Additional copies of such videotape shall be at the following fees: 3/4" to VHS Dubbing 0 to 60 minutes $15.00 • 3/4" to VHS Dubbing 60 minutes to 120 minutes $38.00 Class Fees: Per Class $ 5.00 Portable Field Equipment Kit: Includes the following items: camera with case, lens cap, view finder, shoulder pad, umbilical cable, tripod (with screw, handle, plate), video recorder with RF unit, RF cord, AC charger, battery, microphone, microphone cable, microphone stand, headset, videotape, AC extension cable, lights, light tripods, grip bag, video cables, audio adaptors, video adaptors, monitor, and audio mixer. 0 to 8 hours $ 2.50 8 to 24 hours $ 3,50 24 to 48 hours $ 5,00 Weekend Checkout $ 6,00 Additional Items for Portable Field Unit Kit: 0 to 8 hours $ .25 per item 8 to 24 hours $ .35 per item 24 to 48 hours $ .50 per item Weekend Checkout $ .60 per item Editing Studio: To include character generation, audio booth,. and all equipment in the editing studios. -4' � 0 to 8 hours � $ 1.00 per hour After 8 hours $ .50 per hour There shall be no charge for the master tape being used. It shall be retained as the property of Yakima Community Te|evision, Audio Booth: 0 to 4 hours $ 2,00 ~~� 4 to 8 hours $ 4,00 B. Payments. All fees shall be paid in advance to the Cable Television Coordinator or his designee. Such fees shall be credited to the Cable Television Communication Fund for use and expenditure as provided for by Section 3.05.030 of the City of Yakima Municipal Code. • -- 2 -- STLIV C23 C. Exemptions. All City employees and all employees or volunteers of a non profit corporation with offices in the City of Yakima shall be exempt from the fees assessed in Subsection A when such training, facilities or ��- equipment is required in the performance of their employment or production of public service programming.' Section 2.
