HomeMy WebLinkAbout1987-3051 CLASSIFICATION & COMPENSATION PLAN FOR CITY EMPLOYEES ORDINANCE NO. 3051 AN ORDINANCE relating to City personnel;. adopting a classification and compensation plan for City employees to be effective October 19, 1987; amending Subsections 2.20.100 A, 2.20.100 B, 2.20.110 A, and Subsection 2.20.110 C, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code . is hereby amended to read as follows: "2.20.100 Classification Plan. A. Plan Adopted. A classification plan for city employees is hereby adopted to be effective October 19, 1987, which plan shall consist of the various following subsections of this section." Section 2. Subsection 2.20.100 B of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.100 Classification Plan. B. Section 2.20.110 of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule constituting Subsection B through J of this section, for the classes allocated to these pay ranges shall be in full , force and effect as of October • 19, 1987. The pay rates shall constitute full compensation for those employees with a work week of forty hours as set out in other sections of this code. Employees whose work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire Department whose work week exceeds forty hours shall be computed according to the provisions of Section 2.22.030 of this code. The performance of employees in the series designated Subsection B through E shall be evaluated annually in accordance with a management performance evaluation plan. The result of the performance evaluations shall be the determination by the City Manager of the actual salary of each employee in the designated positions, and the determination by the City Council of the actual salary , of the City Manager, which actual salaries shall be no less than the minimum nor no greater than the maximum set out in the pay range applicable to the position, according to the schedules constituting the various following subsection of this section." Establish a Division Manager over Parks and Recreation at a salary range of $2846 to $3461 per month. (See Attachment "G" for comparisons.) 2. gstablish a position of Administrative Specialist at a salary range of $1934 to $2315 per month. 3. Abolish the Parks Superintendent position, salary range $2471 to $3003 per month. • 4. Abolish the Recreation Superintendent position, salary range $2480 to $3015 per month. Based on the 1988 Budget projections and including salary, bene- fits, and estimated starting ranges, these changes would save a net of $9,461.22 annually, or $788.44 per month. These figures are based on current budgeted salaries for the Parks Superintendent and Recreation Superintendent, projecting a mid -range salary for the Parks and Recreation Manager, and a top of the range salary for the Administrative Specialist. This allows a conservative savings projection. The Parks and Recreation Manager will provide improved internal operations between both Parks and Recreation, as well as be a more responsive liaison with other Public Works staff, the Parks and Recreation Commission and the City Council. This position can be filled immediately. The job description for this position is included as Attachment "H ". The proposed position of Administrative Specialist will be respon- sible for identifying potential Parks and Recreation funding sour- ces and securing those funds for the improved operation of the organization. This position will work closely with the various service clubs, the Chamber of Commerce, and other community groups in seeking and promoting funding of activities and programs. The promotion and carry- through of the "Adopt -A- Park" program would also be a part of this position. Additional and improved marketing . of pools, cemetery and other facilities is planned.
