R-2004- 16 A RESOLUTION Adding two additional citizen members and amending Resolution No. R-94-37 that established a Bicycle/Pedestrian Advisory Committee for the City of Yakima, Washington. WHEREAS, there has been an increase in the number of bicyclists and pedestrian in the Yakima area and this increase is to the benefit of the City of Yakima and its citizens alike; and WHEREAS, pedestrians and the use of bicycles result in less vehicular traffic on roads, less deterioration of streets, less pollution, greater mobility for those without automobiles, including children and important health benefits for all; and WHEREAS, highly visible cyclists, bike/pedestrian route signs and bike/pedestrian paths can enhance the image of Yakima as a friendly, healthy and family- oriented city, for tourists and potential citizens and businesses; and WHEREAS, a Bicycle/Pedestrian Committee can help insure an orderly, safe and convenient integration of bicyclists and pedestrians into the general traffic flow, WHEREAS, the Yakima City Council established a Bicycle Pedestrian Advisory Committee in 1994 by Resolution No. R-94-37 that has been working toward improving conditions for pedestrians and bicyclists and still has much work to do; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: A Bicycle/Pedestrian Advisory Committee was established by Resolution No. R- 94-37 for the City of Yakima for the following purposes: 1. To aid in the creation and review of a Yakima Bicycle/Pedestrian Master Plan; 2. To seek consensus among staff, committee, affected citizens and neighborhoods or other interested groups on bicycle/pedestrian projects and implementation; 3. To establish annually a list of recommended bicycle/pedestrian priorities to serve as a proposed bicycle/pedestrian budget for the coming year; 4. To aid in the review and adoption of preliminary and final plans for creating and financing specific bicycle /pedestrian projects; and 5. To keep the public informed about existing and proposed bicycle/pedestrian projects and encourage citizen participation in identifying problem areas, reviewing existing facilities and planning and implementing new projects and facilities. The total membership of the Committee shall consist of seven citizen Committee members. One of said citizen members shall represent the. Yakima Greenway Foundation. Except for the Greenway Representative, all Committee members shall be residents of the City of Yakima who are not employees of the City and who are concerned about bicycle/pedestrian projects. All seven citizen members shall be appointed by the City Council. Support for the Committee shall be from professional staff of the City of Yakima. Committee members shall serve without compensation at the pleasure of the City Council or City Manager for indefinite terms. ADOPTED BY THE CITY COUNCIL this 3rd day of February, 2004. Paul George, Mayor ATTEST: City Clerk BUSINESS OF THE CITY COUNCIL YAKIMA, WASHINGTON AGENDA STATEMENT Item No. I- g For Meeting of February 3, 2004 ITEM TITLE: Consideration of Amendment to Resolution No. R-94-37 that created the Bicycle Pedestrian Advisory Committee to amend the Committee to consist of seven citizens SUBMITTED BY: Chris Waarvick, Director of Public Works CONTACT PERSON: Shelley Willson, Streets and Traffic Division Manager, 576-6430 Joan Davenport, Supervising Traffic Engineer, 576-6417 SUMMARY EXPLANATION: On April 5, 1994, the Yakima City Council created the Bicycle/Pedestrian Advisory Committee with • Resolution No. R-94-37. The Committee has met on a monthly basis for nearly the entire ten-year period since its beginning Accomplishments include a Bicycle/Pedestrian Master Plan (included in the Comprehensive Plan, and now subject to updating), a Bicycle Map, annual project lists included in the 6 -Year TIP, Recommendations Report to Modify the Street Development Standards of YMC 12.06 as well as many other projects and reports to the City Council. Various citizen groups have attended the monthly meetings of this Committee to discuss issues of concern in the community. From time to time, it has been difficult to obtain a quorum of the committee with only five citizen members. The Committee respectfully requests the City Council consider appointing two additional citizen members to serve on this Committee and for the Committee to have a total of seven members. Minor changes have been made to the original resolution to ease in the operation, administration and support of this Council approved Committee. At the January 20, 2004 City Council meeting, staff was directed to bring this legislation forward.
