Attached is the Engineering Division's 1 Quarter Capital Improvement Projects Memorandum
and Report which includes Water /Irrigation and Wastewater Capital Improvement Projects.
Also attached is the current project spreadsheet developed by the Sewer, Water, Irrigation,
Streets, Traffic and Engineering Divisions. The current project listing assists in the planning of
current and upcoming projects. It helps the divisions coordinate their work so that, for example, a
street is not rebuilt or seal coated just prior to planned underground work on the same street.

SUBJECT: 2011 Capital Improvement Projects: 1St Quarter
INTRODUCTION
This Quarterly Report information is intended to provide an overview of the 1St Quarter
for capital projects scheduled for 2011, including current project status, milestones, and
any new developments that may significantly alter the schedules or costs of the projects.
This narrative report includes Water /Irrigation Division and Wastewater Division
Capital Improvement Projects along with the Engineering Division.
CAPITAL IMPROVEMENT PROJECTS
Railroad Grade Separations; Lincoln Avenue (& Martin Luther King Jr. Blvd.)
1St Street to 1St Avenue; Phase 2 (MLK: Phase 3)
This project consists of re- constructing Lincoln Avenue so the roadway will pass
beneath the existing BNSF railroad tracks. It also includes constructing a bridge for
Front Street that will bridge over Lincoln Avenue. Phase 1 of this project, which
relocated utilities for both underpasses, was completed in the fall of 2007. All of the
right -of -way required for both underpasses has been acquired. Phase 2 of this project,
which constructs the Lincoln Avenue underpass, was awarded to Apollo, Inc. of
Kennewick, on February 3, 2010. Construction began in March and this Phase should be
completed around November, 2011. Due to the existing soil conditions differing from
those anticipated by the design samples, the bottom seal construction method specified
in the Plans required modification. We continue to work with the Contractor to
determine the most economically feasible method to construct the bottom seal. This
setback has extended the length of, and increased the cost of this phase. Design of Phase
3, the MLK underpass, is 95% complete and on hold until the bottom seal construction
method is determined. We estimate that the required changes to the bottom seal
construction method will result in the MLK Underpass project being about $2.5 million
short of being fully funded. We continue to search for additional required funds and
hope to go out to bid on the MLK underpass in early 2012.
Projected completion date for Lincoln Avenue Underpass: 4th Quarter FY2011.

Washington Avenue — BNSF Crossing Upgrade fb
This project consists of upgrading the signals and improving the track crossing by
installing new concrete crossing pads. The work is to be constructed by BNSF. A
Notice to Proceed was sent to BNSF on August 5, 2009. BNSF installed the new crossing
signal in April of 2010. They were scheduled to upgrade the track crossing in
November, but it snowed the day prior to them performing this work.

East Nob Hill Blvd. & Fair Avenue Intersection Reconstruction
Design for the complete intersection project has been funded by federal STP funds. The
full project will consist of widening the intersection and installing a new mast -arm
signal. The southeast corner frontage improvements were constructed as part of the
Fiesta Foods development, using SIED and REET 2 monies for a portion of the cost.
Due to design demands on the Engineering Division for funded construction projects
this project design will be used as a filler project for engineering designers.

Yakima Valley Trolley Barn & Museum Preservation
Using State Enhancement funds, the City purchased the historic Yakima Valley
Transportation Company Trolley Repair Barn and Substation on January 31, 2008.
Environmental documentation approval was received to make repairs to the west and
south walls and crane system. Bids to make repairs to the trolley barn were received on
March 12, 2010, with G.M. McClure Construction submitting the low bid of $119,786.88.
During construction, other needed repairs were noted, which have been added to the
project. The construction project with G.M. McClure has been completed. With the
remaining funds we will restore portions of the 6 -mile track, poles and the overhead
system.

William 0. Douglas Trail, 6th Avenue & Bridge Deck Crossing
This State Enhancement Grant project constructed a 10 -foot wide asphalt pathway
along the west side of 6th Avenue from Hathaway, approximately 0.8 miles in length,
which ties into the Greenway pathway. This new pathway connects the Fruitvale
Boulevard area to the Greenway path at the Naches River. The 6th Avenue pathway
project was advertised on January 13, 2010 and bids were opened on February 3, 2010.

Belsass and Smith, out of Ellensburg, submitted the low bid of $259,165. Construction
III began on March 15th and has been completed. The project will be closed out in June.

William O. Douglas Trail Bridge Restoration & Trailheads
The purpose of this State Enhancement Grant project was to restore the YVT Naches
River Bridge including cleaning, rust removal and painting, along with filling in
William O. Douglas Trail gaps by acquiring right -of -way adjacent to nineteen private
parcels and to add interpretive signing. The right -of -way plans detailing the needed
property acquisition for the pedestrian /bike pathway have been approved by WSDOT,
but some of the property owners were not willing sellers. We are looking to purchase
property in other areas to fill different gaps. The Yakima County Right of Way Division
is under contract to assist us with the Right of Way process.
Long Painting Co. completed cleaning and painting the YVT Trolley Bridge in October
of 2009.

Public Works Parking Lot Reconstruction .
A 2007 budget policy identified the need for $1 000 000 to complete the three-

program to replace and restore the subgrade and pavement at the Public Works
Complex using six identified funding sources. $300,000+ was budgeted in each year
from 2007 through 2009. During the fall of 2008, $600,000 of pavement and fencing
improvements were made to the yard, which replaced sections of asphalt that were in
the worst condition. In September 2010 we opened bids for a project to repair a sunken
concrete slab in the bus barn, install a sanitary sewer line to treat wash water and
upgrade the storm drain facilities on Public Works property. Tri Valley Construction
was the low bidder for $284,705.

West Nob Hill Blvd., 50th Avenue to 64th Avenue
The City competed for a TIB grant at the end of August, 2008 but was unsuccessful.
Huibregtse Louman & Associates (HLA) has completed the design of the project in .
anticipation of Federal or TIB funding. Right of way has been acquired for the future
project using monies acquired as part of the Wal -Mart development agreement. The
project construction remains unfunded at this time. We continue to pursue sources of
revenue.

Coolidge Avenue, 80th Avenue to 88th Avenue
This roadway reconstruction project was partially funded when it was a County
roadway. With the annexation of this area we received the County's developer
contributions in the amount of $213,388 along with a $150,000 Corridor Mitigation Air
Quality (CMAQ) grant. The City competed for and received another CMAQ grant for
an additional $389,000. The right -of -way acquisitions have been certified. Bids for this
project were opened on October 4, 2010, with TTC Construction, LLC submitting the
low bid of $516,448. Due to the early winter weather, construction was postponed and
will begin during the month of April. This work includes paving the roadway,
installing curb & gutter on both sides of the road and grading for sidewalk on the north
side of Coolidge. Sidewalks and streetlights will be completed at the time of adjacent
property development at the developers' expense.

South 16th Avenue & Washington Avenue Intersection
This project consists of widening and realigning the intersection to meet the new
alignment and recent construction of Valley Mall Boulevard. Right -of -Way has been
acquired from all but one parcel (Ding Ho Restaurant). We have received possession
and use of the Ding Ho property. The project was advertised on March 22, 2011 and

bids were opened on April 12th. The low bidder with a bid amount of $782,000 is
Granite Construction Company of Yakima. Funding of $1.1 Million is through a
Transportation Improvement Board (TIB) grant with local match of $300,000 from
REET 2 funds.

Summitview Avenue & North 66th Avenue Intersection
This project consists of building a new traffic signal and the addition of left turn lanes
on Summitview Avenue and 66th Avenue. Bids for the project were opened on August
4th, with Belsaas and Smith submitting the low bid of $483,786. Construction began on
September 20th and was completed in March of 2011. The roadway was widened and
the left -turn lanes constructed prior to Thanksgiving. The traffic signals were installed
and became operational on January 5, 2011. Funding of $350,000 is through a 2008 G &O
bond. A 2009 budget addition added $330,000 for the addition of the left turn lanes.
This project has been completed.

Capitol Theatre Production Center, Pavilion & Plaza
PHASE I — Capitol Theatre - Production Center
The Production Center (attached to the back of the Capitol Theatre facility) facilitates the
unloading and loading of semi - trucks delivering show equipment. Upgraded
electronics required for computerized lighting, staging and sound; address the need for
prop and equipment storage; and parking facilities for production trucks. This project is
99.5% complete. Final punchlist items are being resolved. The project completed a base
layout including all lighting and electrical equipment for a 499 seat, flexible, "Black
Box" theatre affectionately dubbed the "4th Street Theatre ", on the second floor. The
Capitol Theatre Company has paid for and completed additional work, purchased
seating, draperies, etcetera bringing the 4th Street Theatre into operation this past
October. Reconstruction of the adjacent alley with brick pavers and pervious concrete is
slated for 2nd _quarter of this year.
PHASE II — Capitol Theatre - Pavilion
Development of the SE Corner 3rd St. & Yakima Ave. This project is pending funding.
PHASE III — Pedestrian Plaza
Development of a pedestrian plaza and lobby extension by closing 3rd Street to
vehicular traffic between Yakima to Chestnut Avenues. This project is pending funding.
TRAHO Architects is the architect for the Project. Leone, Keeble & Moen, a Joint
Venture, is the competitively selected contractor for the project and oversees 29 types of
subcontracted construction. The updated construction budget, including all design,
inspections, fees and construction is set at $6,725,232.

Kiwanis Park, Upper Park
This project consists of building three multi-use ball fields including field lighting,
restroom facilities, a volleyball court, a basketball court, a skate park, a playground, a
concession /restroom, new sidewalk and pathways, and parking. Funding includes
$500,000 from a Recreation and Conservation Office (RCO) grant, $500,000 from YSD for
field lighting, plus funding from various local service clubs. Sun Yakima LLC
purchased the property adjacent to the existing Kiwanis Park, cleared the property and
donated the property to the City of Yakima. The skate park has been constructed with
funds donated by the Apple Valley Kiwanis Club. The playground was purchased and
installed by Downtown Yakima Rotary. The basketball court has been constructed with
funds donated by Yakima Southwest Rotary. A 30'x30' covered picnic shelter was
constructed with funds donated by Sunrise Rotary. A project that constructed parking
spaces and sidewalk connecting the walkway from Fair Avenue to Gateway Park along
Maple Street was recently completed at a cost of $123,000. A project has been awarded
• to Ken Leingang Excavating for $45,000 to prepare the site for the new ball fields, with

that work beginning as soon as weather permits. It is anticipated that the project to
construct the ball fields, field lighting, the pedestrian pathway and west parking lot will
be advertised for bids in late May. The concession /restroom building will be
constructed with the help of local service clubs late in 2011 or in 2012. •

Underground Storage Tanks at Yakima Airport
The City received a 75% site cleanup grant from the Department of Ecology to locate,
assess and develop a plan to remediate, if necessary, contamination remaining from
previously removed underground storage tanks. The project has been completed; wells
were placed for monitoring; and final monitoring occurred in 1St quarter 2011. Final
reports are complete and the project is pending finalization by the DOE.

Downtown Futures Initiative Phase 4: 8th Street and East "A" Street
This project is a continuation of the Yakima Downtown Futures Initiative and is funded
with $1.5 million of state fund and federal funds ($1 million from a Washington State
Department of Commerce grant and $500,000 of Community Development Block Grants,
CDBG). The limits of this new project include: Both sides of 8th Street between 'A'
Street and Chestnut and the north side of 'A' Street from 6th Street to 3 Street. Along
8th Street project construction includes new sidewalk, pedestrian street lighting (historic
style, 13 foot tall lights with dual planter arms), additional planters, trees and tree grates,
tree lighting, overhead festival lighting, an automatic irrigation system, wheelchair
ramps and new curbing as needed. Along the Yakima Convention Center the alignment
of 8 Street will curve easterly away from the Convention Center allowing for an
adjacent 7,000 sq. ft. outdoor plaza for facility use. Bids for the 8th Street project were
opened on June 8, 2010, with the low bid of $589,339 being submitted by Belsaas and
Smith. Construction began on July 12, 2010 and the ribbon - cutting and dedication
ceremony took place on October 21, 2010. As there was a delay by the factory due to
quality control issues on the manufacture of the bench and trash receptacles, the
benches and trash receptacles were installed the first week in January.
Along 'A' Street project construction includes new sidewalk, pedestrian street lighting
(historic style, 13 foot tall lights with dual planter arms), trees and tree grates, tree lighting,
an automatic irrigation system, wheelchair ramps and new curbing as needed.. Bids
were opened on August 10, 2010 with the low bid of $417,189 being submitted by West
Coast Construction Co., Inc. Construction began on September 20th. The project was
substantially complete before Thanksgiving except for the acquisition and installation of
electrical panels. The electrical system was completed in January. The project should be
completed in April.

South 2nd Avenue: Street Improvements, Yakima Avenue to Walnut Street
0 . This project removes the abandoned and unused trolley tracks on 2nd Avenue, and
renovates the centerline of the roadway with concrete roadway and five (5) irrigated
planters. Design is nearly complete for this project that is funded with REET funds of
$150,000. The project should advertise for bids in late April.

South 16th Avenue Grind & Overlay: Nob Hill Blvd. to vicinity Washington Avenue
This project will grind the outside lanes of 16th Avenue, while the asphalt overlay will
be placed over the full width of 16th Avenue increasing cross- street drainage.
Additional project work includes construction or upgrading wheelchair ramps as
conditions warrant. This project is funded with $500,000 of REET2; Construction will
tie into the 16th & Washington Avenue intersection reconstruction project.
Bids were opened in October 2010 with the low bid of $467,570 being submitted by
Columbia Asphalt & Gravel, Inc. Construction is scheduled to begin in April, 2011.

110 South 64th Avenue Roadway Widening: Nob Hill Blvd. to Tieton Drive
This project will widen this section of 64th Avenue to a 39 -foot roadway (14'- 11' -14')
with curb and gutter on both sides of the road, and a 7 -foot sidewalk on the west side of
the road. Street lighting and a stormwater runoff treatment system will also be
constructed. The project is funded by a $900,000 Surface Transportation Program (STP)
federal grant and $200,000 from the Wal -Mart Development Project.
The project will begin design this winter; right of way acquisition will be started early in
2011, with construction occurring in 2012.

Powerhouse / William O. Douglas Trail Connector, vicinity Willow Street
This project will construct a paved pathway that will connect from the Powerhouse
Canal Trail at 14th and Swan Avenues to the William O. Douglas Trail on 6th Avenue at
"I" Street. Once this project is completed, the Powerhouse Trail, William O. Douglas
Trail and Yakima Greenway will be connected and complete a 6.5 -mile loop. The
project is funded by a Transportation Enhancement Grant of $283,278. The project
should be designed this year with construction beginning in the spring of 2012.

Energy Recovery Grant & Energy Efficiency and Conservation Block Grant Program •
These projects are funded by a combination of American Recovery & Reinvestment Act
(ARRA) funds and Energy Efficiency and Conservation Block Grant (EECBG) funds
totaling $285,000 as well as incentives. The City Facilities Lighting Upgrade Project
includes retrofitting with efficient lighting at City Hall, Yakima Public Affairs Channel
(Y -PAC), Fire Station 94, Fire Station 95, Public Works Complex, & SE Community
Center. The City Facilities HVAC Project includes Fire Station 95, Yakima Public Affairs
Channel (Y -PAC), & City Hall (Council Chambers).
Design of the City Facilities Lighting Upgrade Project is 95% complete and should be
advertised for bids in late April. The HVAC design consultant, Hultz /Bhu Engineers
Inc., from Tacoma, WA has begun designing the HVAC upgrades. It is anticipated that
the HVAC Systems Upgrade project will advertise for bids in May.

Yakima Sawmill Redevelopment
Staff review has begun on the multi - phased redevelopment of the former sawmill and
plywood plant. Public funding sources include a commitment from the State of
Washington in 2009 for up to $25 million of tax increment financing and a SIED loan in •
the amount of $500,000 from Yakima County to provide for the engineering design of
new roads and utilities. The City and sawmill property owners are developing a master
plan for over 200 acres of interstate frontage property to include retail - commercial,
office - medical, light industrial, residential and open recreation space. Project planning
will continue and project design will begin this year. The City has sent out a Request for
Proposals (RFP) to engineering consultants for the infrastructure design.

North 1St Street Corridor Revitalization
In 2010, the City received a $25,000 planning grant through Yakima County SIED
funding for the first segment of this project; a comprehensive approach to planning for
future improvements to North First Street from "A" Street to the US- 12/I -82
Interchange. The North First Street Improvement Study will begin early this year to
develop a design and action plan to address potential arterial street design alternates
including an analysis of resulting traffic flow, streetscape and landscape improvements,
and required utility upgrades. A final study document is expected to be completed by
late summer 2011. Project design will begin as funding allows.

• South 64th Avenue & Washington Avenue: Signal Construction
This project will construct a traffic signal at this intersection. Street lighting and
electrical conduits were installed with intersection construction in 2006. The project is
funded by $250,000 from the Wal -Mart Development Project Design will begin mid-
year with construction occurring in 2012.

OTHER TASKS
SERVICE TO OTHER DIVISIONS
Service to other divisions continues to be provided. Miscellaneous work has included:
Sewer extension and restoration projects, legal descriptions for annexations and
vacations; updating irrigation, water and sewer maintenance reference maps; surveying
and mapping; miscellaneous assistance to Police, Planning, Streets, Airport, Public _
Works Divisions and Public Works facilities, Yakima Convention Center, Fire
Department, including remodels and miscellaneous projects, and the Capitol Theatre for
capital improvement projects; Purchasing Division, etcetera. We currently have one (1)
area considering pursuit of a Sanitary Sewer Local Improvement District.(LID) and one
• (1) area considering pursuit of a Roadway Improvement District (RID).
We recently provided or are providing engineering assistance for:
• Convention Center: reroofing, partition recovering and stucco repairs.
• Capitol Theatre Remodel; provided design and construction oversight.
• Several small drainage improvement projects.

Water /Irrigation Division Capital Improvements Projects
General 308 Irrigation System Phase
g y 4 /Stage 1 Improvements
This project consists of replacing irrigation main and services in the General 308
Irrigation District. The limits of the project are from North Naches Avenue to
North 8th Street and from East " "A" Street to East "F" Street. The project will also
replace a portion of the transmission main located along Hwy 12 west of North
40th Avenue. Huibregtse, Louman Associates completed the design and the
project is being constructed by KRCI, LLC of Wenatchee, WA. Construction is
approximately 90% complete, with only alley restoration left to take place. The
project is anticipated to be completed by mid -April 2011. City Irrigation crews
have also replaced various portions of the irrigation main and services in the
General 308 System.

Capitol Hill Irrigation System Phase 2 Improvements
This project consists of replacing irrigation main and services in the Capitol Hill
Irrigation District. The general limits of the project are between South 7th Avenue
and South 12th Avenue, West Yakima Avenue and Tieton Drive. Huibregtse,
Louman Associates completed the design and the project is being constructed by
Premier Excavation, Inc. of Pasco, WA. Construction is approximately 90%
complete, with only alley restoration left to take place. The project is anticipated
to be completed by mid -April 2011.

Fruitvale Canal Improvements
Part of this project will replace an open ditch irrigation wasteway /canal with a piped
irrigation line along East H Street from North 6th Avenue to North 9th Street.
Huibregtse, Louman Associates, Inc. has completed a design report, providing a
preliminary design and project costs. Project design is continuing and is expected to be
completed in 2011. Project design is begin coordinated with potential street
improvements on East H Street. The project will be broken into phases and be bid as
funding for construction becomes available; including potential grant or other outside
funds.
The rest of the project is to consolidate the river diversions for Fruitvale Canal with the
diversions at the Nelson Dam. Project is being designed in cooperation with the Bureau
of Reclamation, Washington Depart of Fish and Wildlife, Yakima County and North
Yakima Conservation District.

Gardner Park Domestic Well
The project installs a new 3,000 gpm domestic well in Gardner Park, located at
Cornell Avenue and West Pierce Street. Construction on the project began
January 2009. The well was drilled to a depth of 1,328 feet. Well screen and
casing has been installed and pump testing of the well has been completed.
Golder Associates has completed the design and William Charles West of
Kennewick, WA is expected to begin construction on April 11, 2011. The project
report, construction approval and source approval documents have been
approved by the Department of Health. The pump station is expected to be
competed and the well on line late -2011.

Water System Plan Update
The last Water System Plan was completed in March 2004. An update must be
completed every six years. This project will update the current plan by providing
current information on the existing water system infrastructure, production and
consumption data, future demand forecasting, water use efficiency, operation and
maintenance, future capital improvements, rate structure and revenue forecasting.
Thomas Coleman, PE Consulting Services has been hired to assist with the plan update
in coordination with City staff and the Department of Health. The draft plan has been
® submitted to DOH for review and comments.

East Viola Avenue (1 -82 Crossing) Waterline Replacement
The project will replace an undersized, deteriorating waterline crossing under I -82 at
East Viola Avenue, between Rudkin Road and the Wastewater Treatment Plant.
Replacement of the waterline will improve flows and reliability in this part of the water
system, as well as replace a sub - standard, direct bury waterline across I -82 with a new
ductile iron waterline in a steel casing within the limits of the interstate highway.
Huibregtse, Louman Associates has completed the design. The project will be
constructed as funding becomes available.

Water Treatment Plant Backwash Recycle Upgrade
The project will replace the unlined backwash recycle pond with new lined recycle ponds.
Huibregtse, Louman Associates developed a preliminary design recommendation and
report to submit to the Department of Health for approval. We also submitted a 2010
Drinking Water State Revolving Fund (DWSRF) Application, which was not approved.

A DWSRF application has been submitted for 2011 and is currently being considered.
Funding sources will continue to be pursued to complete the project.

Wastewater Division Capital Improvements Projects
Digester Cover Replacement Project
This project was contracted in the 1St Quarter of 2009 and construction began in the 2nd
Quarter of 2009. The project included the replacement of the three secondary digester
covers with new membrane gas holder covers; replacement of secondary cover blowers,
air piping, Motor Control Centers (MCCs), local control panel and associated digester
system accessories; improvements to the Secondary Digester Control Room, and
Primary Digester electrical Room; replacement of the existing Dissolved Air Flotation
Thickener (DAFT) mechanical system, improvements to plant SCADA system, sludge
piping improvements; modifications to the plant electrical distribution system and;
dredging of an existing storage lagoon.
The project is 98% complete. Air and gas leaks have been resolved and the digester
covers have been in operation since the end of November 2010.

Second Phase of the Speedway Race Street Interceptor
The Engineering Division is designing the remainder of the Speedway Interceptor that
will eliminate Race and Beech Street Lift Stations and extend a 36 inch sewer main to the
sewer main at 8th. Street and Beech at the Washington Middle School. The exact route is
being planned and will be determined by the ability to get a Franchise from the
Washington State Dept. of Transportation (WSDOT) along I -82. The franchise has not
been approved by WSDOT yet and it is hoped that this approval will be given so that
Engineering can design the Interceptor this year.

Wastewater Facility TMDL (Struvite) Project
Design is being done by Pharmer engineering and is 95% complete. When constructed
this project will begin reducing our nutrient concentrations in the wastewater effluent
discharged to the Yakima River as required by the Department of Ecology. The
construction will include the fabrication and installation of a reactor to harvest
phosphorous and the installation of eight (8) mixers in the aeration basins to augment
nutrient removal through the reactors.

Wastewater Facility, Collection System Plan Update & initial Stormwater Comp Plan
The last Water System Plan was completed in February 2004. This project will update
the current facility plan by providing current information on the existing wastewater
facility and collection system infrastructure, regulatory requirements, future loadings,
operation and maintenance, future capital improvements, rate structure and revenue
forecasting.
With the adoption of the new Stormwater Regulations a comprehensive Stormwater
system plan is needed and will be implemented along with the Wastewater Facility and
Collection system plan update.
Akel Engineering Group, Inc. was selected in the last of the 3rd quarter of 2010 to
develop these plans.

Levee set back Project and new Wastewater Outfall
Staff continues to be involved in the Gap to Gap project for flood plan restoration which

will include the Wastewater Treatment Plant to relocate or develop a new wastewater
outfall. Alternatives will be evaluated to select a new outfall location. Currently the old
Wastewater spray field is being evaluated as a riparian outfall. An engineering report
for alternatives like this will be developed and submitted to Ecology for approval.

Stormwater Capital Improvements Projects
Yakima Underground Injection Control (UIC) / Water Quality Retrofits
This project will design and construct prototype Underground Injection Control (UIC)
retrofits to the City's' existing 436 UIC facilities. The Department of Ecology is
providing a grant of $280,000 for the development of different methods to retrofit
existing facilities & structures.

The Engineering Division continues to request apparent low bidders of public works
contracts to document their efforts to achieve the City of Yakima's goal of 10% MBE,
WBE or DBE participation goal prior to contract award. However, changes in state law
due to the passage of Initiative 200 prohibit certain practices by contracting agencies (i.e.
the City) for the award of public works projects such as requiring W/M /DBE
subcontracting. While some contractors have voluntarily reported such information in •
the past, we have not received any such reporting this year.
•
Although we do not receive such information voluntarily, the City must still meet
certain of these federal requirements and each contractor must comply with the
Standard Specifications that are included on each City Public Works Contract. The City
is responsible to:
• Conduct pre- construction conferences during which EEO and City policies are
discussed with the contractor. •
• Monitor on -site compliance with the EEO and City policies.
• Ensure our contractors locate, qualify, and increase the skills of minority groups,
women employees, and applicants for employment as required by City policies.
