HomeMy WebLinkAbout1988-3074 RULES & REGULATIONS FOR TAHOMA CEMETERY ORDINANCE NO. 3074 AN ORDINANCE related to public services and utilities; amending rules and regulations for Tahana Cemetery; and amending Section 7.04.090 of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: • Section 1. Section 7.04.090 of the City of Yakima Municipal Code is hereby amended to read as follows: "7.04.090 Rules and Regulations. A. Following are the rules and regulations, including schedules of fees and charges, applicable to the operation of Tahama Cemetery: (1) For the purpose of these rules and regulations, grave sizes referred to herein are defined as follows: "State" shall mean an outside measurement of approximately 31 x 86 inches. "Regular" shall mean an outside measurement of approximately 29 x 86 inches. "5 -0" shall mean an outside measurement of approximately 24 x 73 inches. "4 -0" shall mean an outside measurement of approximately 20 x 60 inches. "3 -0" shall mean an outside measurement of approximately 20 x 47 inches. "2 -0" means an outside measurement of approximately 18 x 37 inches. "Extra state" means an outside measurement of approximately 35 x 86 inches. "Jumbo" means an outside measurement of approximately 37 x 92 inches. "Concrete vaults" means an outside measurement of approximately 36 x 92 inches. B. Canmencing January 1, 1988, the following schedule of fees and charges shall be in effect and applicable at Tahoma Cemetery. With the exception of the Washington State Department of Social and Health Services, the United States Veterans Administration, and funeral homes located within the State of Washington, all fees and charges provided for herein shall be paid in advance, j . for burials. Actual Oast All flower placements, each 1.00 Sale of Private Lot(s) per Transaction 50.00 C. The size of grave liners or vaults in all cases is determined by the funeral director in charge. Double-deep interments shall be permitted with the consent of the Parks & Recreation Manager. All graves shall be numbered with a permanent number and an accurate record kept of the name of the decedent and the number of the grave. D. Persons with dogs or firearms shall not be permitted to enter the grounds, except that this shall not apply to use of fireaLms in military service. The speed limit for vehicular traffic within the cemetery is established at fifteen miles per hour. E. Application for interment or disinterment must be made to the Parks & • Recreation Manager at least twenty-four hours in advance of such interment or disinterment. F. A burial permit must, in all cases, be filed with the Parks & Recreation Manager before interMent. G. Interments, disinterments, or removals will not be allowed on Sunday, on a legal holiday, or on Saturday afternoon, except in cases of an emergency, as determined by the Parks & Recreation Manager. H. The charge for exhuming bodies will be the same as the opening and closing charge as specified in the foregoing schedule. I. All interments must be made in cement liners, cement vaults, or steel vaults. The cement liners shall be made according to specifications designated by the Parks & Recreation Manager. J. NO tombs shall be erected on top of the ground. Foundations for all monuments shall be built by the City only, at the expense of the owner. All • foundations must be six inches larger all around than the base of the monument, to a depth of six inches, and said foundation must be flush with the ground level. All monuments in Sections D and E shall have a maximum height of thirty inches. Footstones will not be allowed in the cemetery, provided that this section shall not apply to footstones presently existing in the cemetery. All monuments must be set in line; monuments in the west row of each black must face west, monuments in the east row of each block must face east according to the ORDI R 3 •- - cemetery survey; except on the tracts of irregular shape in Which case the Parks & Recreation Manager will determine the setting. All bases for monuments must be made of granite or marble. No sandstone or artifical bases will be permitted. Nb headstones will be allowed in new sections or in the Masonic baby plot. All markers placed in Section L, in the Masonic baby plot, and in that part of Section E lying south of a line drawn from the southwest corner of Block 35 to the southeast corner of Block 29, and west of a line drawn from the southeast gli corner of Block 29 to the southeast corner. of Block 68, thence west to the Imr southwest corner of Block 67, thence south to the southwest corner of Block 144, - shall be level with the ground. K. The indiscriminate planting of trees and shrubs in the cemetery is prohibited, and it shall be the duty of the Parks & Recreation Manager to remove all landscape features determined by him to be objectionable. If trees or shrubs in any lot became detrimental to adjacent lots or avenues in the judgment of the Parks & Recreation Manager, he shall remove then. L. Coping, fences, posts, and chains, and all wooden structures about lots, blocks, or graves, are prohibited; and, if any inscription, monument, effigy or other structure, which the Parks & Recreation Manager deems offensive or improper, is placed in or upon any lot or grave, the same shall be removed upon order of the said superintendent. M. Funeral designs and floral pieces will be removed as soon as the same become unsightly or interfere with mowing in the judgment of the Parks & Recreation Manager, to a place designated by him. N. Due to the inconvenience to mowing and grounds maintenance, artifical floral pieces will be treated the same as natural flowers during the period from April 1st to October 31st. O. Receptacles for cut flowers must be sunk level with the ground, thus insuring the safety of such articles and facilitating the cutting of the grass from the grave. Tin cans sunk in the ground are prohibited. Receptacles must be approved by the Parks & Recreation Manager. P. A11 employees or other workmen engaged in performing work within the confines of the cemetery shall be under the supervision and direction of the Parks & Recreation Manager. Visitors must not interfere with the performance of duties of any employee or groundskeeper. Q. Lost and found articles are to be turned in to the Parks & Recreation Manager's office. R. All paper and other rubbish must be deposited, by the person responsible therefor, in a receptacle provided for that purpose. S. As provided for by this chapter, any owner desiring to deed a part of his tract to another person must have a record of his deed noted on the cemetery records in the office of the City Clerk and of the Parks & Recreation Manager, and have stamped on the deed the approval of the transfer by the City. a T. The Parks & Recreation Manager is authorized and directed to expel from the cemetery any person disturbing its sanctity by boisterous or other improper conduct, or who shall violate any of the foregoing rules. U. Endowment care lots may be purchased on installment contracts in the form provided by the City. Under this plan no lot or block can be used until property is paid in full. " ORDI R 4 Section 2. This ordinance shall be in full force and effect thirty days after its passage, approval and publication as provided by law and by the City Charter. 11„.
