RESOLUTION NO. R-2020-056
designating authorized agents on behalf of the City of Yakima for the
purpose of preparing and executing all documents necessary to apply for
and receive funding from federal and/or state emergency disaster
assistance sources.
WHEREAS, the City is applying for federal and/or state emergency disaster assistance
funding to provide financial support to areas of the City's operations budgets negatively affected
and impacted by the City's response to the COVID-19 pandemic; and
WHEREAS, as part of the emergency funding application process it is necessary for the
City Council to designate an authorized representative and an alternate authorized
representative that will prepare the required documents and execute contracts, certificates and
payment requests as required to request, receive and expend emergency disaster assistance
funding; and
WHEREAS, to address the required identification of the City's authorized
representatives for purposes of applying for and receiving emergency disaster assistance
funding the City Council has determined that it shall designate Alex Meyerhoff, Interim City
Manager, and Steve Groom, Finance Director, as the authorized representative and alternate
representative, respectively, on behalf of the City; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Alex Meyerhoff, interim City Manager, is hereby designated the City's authorized representative
and Steve Groom, Director of Finance and Budget, is designated the alternate authorized
representative for and on behalf of the City of Yakima, a municipal corporation established
under the laws of the state of Washington.
The purpose of this designation of the City's authorized representative and alternate authorized
representative is to meet the requirements necessary to allow the City to obtain federal and/or
state emergency or disaster assistance funds. These representatives are authorized on behalf
of the City Council to execute all contracts, certify completion of projects, request payments,
and prepare all documentation required to receive funding.

SUMMARY EXPLANATION:
The City of Yakima has submitted a Request for Public Assistance (RPA) for supplemental
assistance for disaster recovery costs related to disaster number 4481-D R-WA COVI D-19
event. An agreement is required between the Washington Military Department and City of
Yakima, which the Washington State Attorney General's Office has provided.
Council approval is requested to authorize the Interim City Manager and Director of Finance and
Budget to execute appropriate documents to pursue reimbursement.
