R-2007-136 A RESOLUTION authorizing the City Manager to execute an extension to the Hispanic Chamber of Commerce of Yakima County for the purpose of extending said underlying agreement to continue the Chamber's actions to foster community economic development, citizen participation in City government, and improvement in the quality of life in Yakima. WHEREAS, the City entered into said underlying Agreement with the Hispanic Chamber of Commerce of Yakima County to develop programs to enhance community economic development, citizen participation in the operation of the City government, and to improve the quality of life in Yakima; and WHEREAS, the City Council of the City of Yakima desires to foster community economic development, citizen participation in the operation of city government and improve the quality of life in Yakima; and WHEREAS, the City does not have the human resources to plan and implement beneficial community economic development projects and the City wishes to utilize the skill, experience, and expertise of the Hispanic Chamber of Commerce of Yakima County rather than attempt to perform the same services at greater expense; and WHEREAS, The Hispanic Chamber of Commerce of Yakima County staff possess valuable skills, experience and expertise in the development of programs to enhance community economic development, citizen participation in the operation of city government, and the quality of life in Yakima ; and WHEREAS, on March 21, 2006, the City Council authorized execution of the underlying Agreement for a one (1) year period retroactively beginning January 1, 2006 and ending December 31, 2006, thereby engaging the Hispanic Chamber of Commerce of Yakima County to develop programs to enhance community economic development, citizen participation in the operation of City government, and the improvement in the quality of life in Yakima, as described in the underlying Agreement; and WHEREAS, the City Council and the Hispanic Chamber of Commerce of Yakima County wish to continue the relationship that has existed under the underlying Agreement by extending said underlying Agreement for one (1) additional year, commencing and retroactive to January 1, 2007and terminating at midnight, December 31, 2007; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to engage the Hispanic Chamber of Commerce of Yakima County in accordance with the terms and conditions of the attached extension Agreement; Now, Therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager and City Clerk are hereby authorized and directed to execute the attached and incorporated "Extension of Hispanic Chamber of Commerce of Yakima County Public Sector Professional Services Agreement with the City of Yakima, Washington" between the City of Yakima and the Hispanic Chamber of Commerce of Yakima County for the purpose of fostering community economic development, citizen participation in city government, and improvement of quality of life in Yakima. Yakima County Public Sector Professional Services Agreement With the City of Yakima, Washington (City Contract #2006-28) (hereinafter "underlying Agreement") is made and entered into by and between the City of Yakima (hereinafter the "City") a Washington municipal corporation, and the Hispanic Chamber of Commerce of Yakima County (hereinafter the "Chamber"), a Washington non-profit corporation. WHEREAS, the City entered into said underlying Agreement with the Chamber to develop programs to enhance community economic development, citizen participation in the operation of the City government, and to improve the quality of life in Yakima; and WHEREAS, the City Council of the City of Yakima desires, to foster community economic development, citizen participation in the operation of city government and improve the quality of life in Yakima; and WHEREAS, the City does not have the human resources to plan and implement beneficial community economic development projects and the City wishes to utilize the skill, experience, and expertise of the Chamber rather than attempt to perform the same services at greater expense; and WHEREAS, on March 21, 2006, the City Council authorized execution of the underlying Agreement for a one (1) year period retroactively beginning January 1, 2006 and ending December 31, 2006; and WHEREAS, the City Council and the Chamber wish to continue the relationship that has existed under the underlying Agreement by extending said underlying Agreement for one (1) additional year; and Now, therefore, the City and 'the Chamber agree to the following extension of the underlying Agreement: The term of the underlying Agreement (City Contract 2006-28) is hereby extended to commence and be retroactive to January 1, 2007 and shall terminate at midnight December 31, 2007, unless terminated sooner in accordance with Section 18 of the underlying agreement. 1 •1 Except as expressly modified herein, all other terms and conditions of the underlying Agreement between the City of Yakima and the Hispanic Chamber of Commerce of Yakima County (City Contract 2006-28) shall remain in full force and effect. Cook, Director, Community and Economic Development CONTACT PERSON/TELEPHONE: Cindy Epperson, Financial Services Manager/576-6644 • SUMMARY EXPLANATION: As part of the 2007 Budget process, the City Council provided budget authority for continuation of the City's relationship with the Hispanic Chamber of Commerce of Yakima County. The attached resolution and Extension Agreement formalize the extended Agreement for 2007. It details the terms and conditions the agency must provide to receive compensation under the contract. As described in the attached Extension Agreement, the Chamber is committing to enhancing community economic development, citizen participation in the operation of the City government, and improving the quality of life in Yakima. The 2007 budget includes $5,900 to support the City of Yakima though local business surveys, leadership development, technical assistance for new and expanding businesses and participation in clean up -green up programs.
