F or Meeting of: April 21, 2020 I T E M T IT L E :Resolution authorizing a contract with L eslie & Campbell I nc, for the Public Works Building Re-Roof P roject S UB M IT T E D B Y:S cott S chafer, P ublic Works Director B ob Desgrosellier, Acting Chief Engineer (509) 575-6228 S UM M ARY E X P L ANAT I O N: S everal buildings at the City of Yakima Public Works C omplex, located at 2301 F ruitvale B lvd, are in need of new roofing. T he buildings in this project, numbered 3, 4, & 5, still have their original roofing as installed in the 1970’s. P ublic Works staf f has spent the last several years making roof repairs while funds were saved up for the project. L ast year P ublic Works S taff teamed up with C W Architecture and found a roofing product, ‘Fibertite’, as the best solution to our roof ing needs. W ith this product, an initial layer of rigid insulation board is installed on the existing roofing material, which also reduces energy costs, then ‘Fibertite’ is placed on top and all seams are heat-sealed f or total waterproofing. T his will bring us a long-term solution to the aging roofing systems and has a 20 year warranty. The project was advertised for bidders on F ebruary 24th and the bid-opening was held on March 24th. F our bids were received with L eslie & Campbell, I nc., Yakima, providing the lowest responsive bid in the amount of $385,116.26. T heir bid was just slightly above the E ngineer's estimate of $378,700. A ttached is the construction contract for C ity C ouncil review. The project is funded from the P ublic Works A dmin - Capital F und 560. T he project will start this spring and be completed within approximately 2 months. R-2020-______ A RESOLUTION authorizing a contract with Leslie & Campbell, Inc. for the Public Works Building Re-Roof Project. WHEREAS, Public Works staff has identified that the City's Public Works Complex, buildings numbered 3, 4, & 5, are in dire need of reroofing; and WHEREAS, staff has further identified that a ‘Fibertite’ Roofing System would be the best solution to our roofing needs; and WHEREAS, the Yakima City Council has budgeted for capital expenditures in 2019 and 2020 to reroof Public Works Buildings numbered 3, 4, & 5; and WHEREAS, plan specifications and contract documents were prepared for the Public Works Building Re-Roof Project; and WHEREAS, the City of Yakima used the procedure established by Washington State law for the bidding and awarding of public capital improvement projects; and WHEREAS, Leslie & Campbell, Inc. submitted the low bid and has the ability to correctly construct and install the improvements at a cost of $385,116.26; and WHEREAS, the City’s Chief Engineer has recommended awarding the contract to Leslie & Campbell, Inc. for constructing and installing the improvements; and WHEREAS, the City Council finds that it is in the best interests of the City of Yakima and its residents to enter into the contract to perform the Public Works Building Re-Roof Project; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute the attached contract with Leslie & Campbell, Inc., in the amount of $385,116.26 for the Reroofing of the Public Works Complex Buildings numbered 3, 4, & 5.
