AN ORDINANCE relating to building regulations; adopting by reference and
amending certain sections of the UniformMechanica| Code, 1988
Edition, by the International Conference of Building Officials
and the International Association of Plumbing and Mechanical
/' Officials, together with "Appendix A", Uniform Mechanical Code
Standards, and "A B", Steam and Hot Water Boilers,
Steam and Hot- Water Piping (Hydronics), "Appendix C", Sizing
of Ventilating Systems serving appliances equipped with draft
hoods and appliances listed for use Type B vents; and amending
'; Sections 11,32.010, 11.32.015, 11.32.060, 11.32.070 11.32.075
and 11.32.100, all of the City of Yakima Municipal Code.
WHEREAS, R.C.W. 35.21.180 authorized cities and towns within the State
of Washington to pass ordinances adopting by reference compilations and codes
relating to the construction of buildings, and
WHEREAS, the City Council of the City of Yahimo has heretofore examined
and understands the scope and purpose of the regulations of the //Unifonn
Mechanical Code", 1988 Edition, of the International Conference of Building

' Mechanical Code be adopted as the law of the City of Yakima and

WHEREAS,. one or mare copies of such Uniform Mechanical Code have here-
toforn been filed in the office of the Code Administration Manager of the
City of Yakima for use and examination by the public, as required by law,
now, therefore,

Section 1. Section 11.32.010 of the City of Yakima Municipal Code is
hereby amended to read as follows:
/'11.32.010. Adoption of Uniform Mechanical Code. The 'Un/fonn
Mechanical Code', 1988 Edition, of the International Confereoce of
Building Officials and the International Association of Plumbing and
Mechanical Officials, toOether with 'Appendix A', Un/fonn Mechanical
Code Standards and 'Appendix B', Steam and Pot Water Boilers, Steam and
Hot Water Piping and Fuel Cas Piping, 'Appendix C', Sizing of Venting
Systems Serving Appliances equipped with draft hoods and appliances
listed for use with Type R Vents, of which not less than one copy of
each has been filed and now is on file in the office of the Code Ad-
ministration Manager of the City of Yakima, is hereby adopted and in-
corporated as fully as if set out in fully herein, as the Mechanical
��� Code of the City of Yakiro, except as hereinafter amended and the
��' provisions and regulations of the City of Yakima; and the several sec-
tions or numbers herein shall constitute, and may be referred to as, the
numbers of this chapter."

Section 2. Section 11.32.015 of the City of Yakima Municipal Code is
hereby amended to read as follows:
o11.32.015 Amendment to Subsection 201 Subsection 20I (a) of
the Uniform Mechanical Code adopted by this chapter is hereby amended to
read as follows:

'Section 201. Powers and Duties of Building Officials. ����
(a) General. The Code Administration Manager and his designees
are hereby authorized and directed to enforce all of the provisions of
this Code. For such purposes, the Code Administration Manager and his
authorized representatives shall have the power of police officer3.
Whenever the term Building Official is used in this Code it shall be
construed to mean the Code Administration Manager or his designee. The
Code Administration Manager shall have the power to render interpre-
tations of this code and to adopt and enforce rules and regulations
supplemental to this code as he may deem necessary in order to clarify
the application of the provisions of this code. Such interpretations,
rules and regulations shall be in conformity with the intent and purpose
Of this code.
Section 3. Section 1132.060 of the City of Yakima Municipal Code is
hereby amended to read as follows:
"11,32.060 Amendment to Section 305, Section 305 of the Uniform
Mechanical Code adopted by this chapter is hereby amended to read as
follows:
'Section 305, (a) Inspection. General, Mechanical systems for
which a permit is required by this code shall be subject to inspection
by the building official and such mechanical systems shall remain acces-
sible and exposed for inspection purposes until approved by the buildino
official.
It shall be the duty of the permit applicant to cause the mechani-
cal systems to remain accessible and exposed for inspection purposes.
Neither the building official nor the jurisdiction shall be liable for
expense entailed in the removal or replacement of any material required
to permit inspection. When the installation of mechanical system is
complete, an additional and final inspection shall be made. Mechanical
systems regulated by this code shall not be connected to the energy
fuel-supply lines until authorized by the building official. Certifi-
cation of inspection and approval of gas installations shall be by
attaching a metal 'City of Yakima' seal to the gas piping and by tele-
phone verfication to the gas utility company.
Approval as a result of an inspection shall not be construed to be
an approval of a violation of the provisions of this code or of other
ordinances of the jurisdiction. Inspections presuming to give authority
to violate or cancel the provisions of this code or of other ordinances
of the jurisdiction shall not be valid.
Exception: The requirements of this section shall not be con-
sidered to prohibit the operation of any heating equipment installed to
replace existing heating equipment serving an occupied portion of a
building, in the event a request for inspection uf such heating equip- 411
meOt has been filed with the Office of Code Administration not more than
48 hours after such replacement work is completed, and before any por-
tion of such equipment is concealed by any permanent portion of the
building.
A final inspection approval may, upon notice, be revoked by the
Building Official if he finds that the heating, ventilating, cooling, or
refrigeration equipment fails in any respect to comply with the re-
quirements of this Code, or that the installation i5 unsafe, dangerous
or a hazard to life or property.' "

Section 4. Section 11.32.070 of the City of Yakima Municipal Code is
hereby amended to read as follows:

"11.32.070 Amendment to Section 2211 of 'Appendix,8' by Addition
of Subsection 2211 (q). Section 2211 of 'Appendix B' of the Uniform
Mechanical Code adopted by this chapter is hereby amended by adding
• thereto a new subsection (g) to read as follows:
'Section 2211. Gas Meter Locations.
(g) All gas meters shall be located outside of buildings, and
those meters now installed inside or under buildings shall be moved
outside when additional equipment is added, or if existing equipment is
replaced.' "
Section 5. Section 11.32.075 of the City of Yakima Municipal Code is
hereby amended to read as-follows:

"11.32.075 Amendment to Section 404. Section 404 of the Uniform
Mechanical Code adopted by this chapter is hereby amended to read as
follows:
'Section 404.
•
BOILER, HIGH PRESSURE, is a boiler furnishing steam at pressures in
excess of 15 pounds per square inch or hot water at temperatures in
excess of 250° F. or at pressures in excess of 160 pounds per square
inch.
BOILER, LOWER PRESSURE HOT WATER and LOW PRESSURE STEAM, is a
boiler furnishing hot water at pressures not exceeding 160. pounds per
square inch and at temperatures not more than 250° F.• or steam at
pressures not more than 15 pounds per square inch.
BOILER ROOM is any room containing a steam or hot water boiler.
BRAZED JOINT is any joint obtained by joining of metal parts with
alloys which melt at temperatures higher than 800° F but lower than the
melting temperature of the parts to be joined.
BREECHING is a metal connector for medium and high -heat appliances.
BRINE is any liquid used for the transmission of heat without a
change in its state,' having', no flash point or a flash point above 150°
F., as determined by the requirements of UMC Standard No. 4 -1.

BTU /H is the listed minimum capacity of any appliance, absorption unit
or burner expressed in British thermal units -input per hour unless
otherwise noted.
BUILDING CODE is the 1988 edition of the Uniform Building Code as
adopted by Chapter 11:04 of the City of Yakima Municipal Code.
BUILDING OFFICIAL is the Code Administration Manager or the
Director of the Department of Community and Economic Development or
their respective designees.' "
Section 6. Section 11.32.100 of the City of Yakima Municipal Code is

hereby amended to read as follows:
"11.32.100 Amendment to Section 421. Section 421 of the Uniform
Mechanical Code adopted by this chapter as applied to the City of Yakima
is hereby amended to read as follows:

'Section 421.
SELF CONTAINED means having all essential working parts except
energy and control connections so contained in a case or framwork that
they do not de end on appliances or fastenings outside of the machine.
SHALL
• (a) With respect to the functio ' and powers of the Director of
Community and Economic Development, Code Administration Manager, any
agents and employees of the City of Yakima and any board authorized
hereunder, a direction and authorization to act in the exercise of sound
discretion and in good faith.
(b) With respect to the obligations upon owners and occupants of
premises and their agents, a mandatory requirement to act in compliance
with this Code at the risk of civil and criminal liability upon failure
so to act.
SMOKE DETECTOR is an approved device that senses visible or in-
visible particles of combustion. The detector shall bear a label or
Other identification issued by an approved testing agency having a
service for insepction of materials and workmanship at the factory
during fabrication and assembly.
SOLDERED JOINT is a joint obtained by the joining of metal parts
with metallic mixtures or alloys which melt at a temperature below 800°
F. and above 400° F.
STOP VALVE is a device to shut off the flow of refrigerant.'"
Section 7. This ordinance shall be in full force and effect thirty days
after its passage, approval and publication as provided by law and by the
City Charter.
