Up to $100,000 in Community Development Block Grant (CDBG) may be considered to support this project. The Police Department supplied a map and listing of crime locations. The Public Works Street Division assessed each potential location for street lighting needs. Restrictions from Pacific Power regarding street lighting on power poles which also carry secondary lines (such as cable or telephone) limit certain locations for adding new lights to existing poles. Also, Federal requirements for environmental review of new pole excavations create a delay for any location where a street light would require a new pole. • The Street Division identified approximately 45 locations where existing street lighting is recommended to be upgraded for an estimated cost of $20,000. No new street lights will be installed with this phase of the lighting program. Additional direction from the Neighborhood Development Committee for a supplemental study is recommended. Additional study of street light locations may be referred back to the Neighborhood Development Committee for direction. BOARD /COMMISSION RECOMMENDATION: The City Council Neighborhood Development Committee recommended the street lighting project COUNCIL ACTION: • March 9, 2011 To: Honorable Mayor & City Council City Manager • Subject: High Crime Area Lighting Upgrade Estimate Streets and Traffic Operations received cost estimate . requests for upgrading and installing additional streetlights on several streets that have been identified as high crime areas. Staff conducted site surveys of these locations and have developed recommendations and the estimated cost to for improve lighting in the high crime areas. For all locations we are recommend installing induction lighting fixtures. This type of fixture provides a brighter, whiter Tight using less energy than existing high - pressure sodium fixtures. We are working with the supplier to obtain certification from Pacific Power & Light (PP &L) for the fixtures in order to receive energy saving rebates where we replace existing fixtures. Recent changes to PP &L policies make it more difficult and more expensive to install new streetlights on existing power poles. Previously, our crews were able to do all of the installation except for the power hook -up. The new standard requires the PP &L crews ® do the installation if the light will be within 10 feet of any secondary lines on the pole. This will be the case in almost all situations. We do not have a price for.PP &L to do the work so we are estimating an. additional $150 for those installations. There are 57 locations requiring lighting fixture upgrade only. Replacement of these fixtures will cost $14,250. An additional $17,841 is needed if vandal shields are installed on each light. Cost range is $14,250 to $32,091. Twelve locations require a new pole installation to provide the necessary lighting. The HUD grant being used to fund the lighting upgrades an environmental assessment before new poles may be installed. The estimated cost of these installations is $15,492 plus another $3,756 for vandal shields. Cost range is $15,492 to $19,248 excluding any cost for the environmental assessment. Streetlights can be installed on existing power poles at 20 locations if PP &L approves them. Due to the changes in PP &L's policy, we cannot be sure that this type of installation will be approved. New light poles will need to be installed if they are not approved. Installation of the lights and mast arms will cost $9,000 plus an additional $6,260 with vandal shields. If new poles are required, add another $20,000 to the cost. Cost range is $9,000 to $35,260 excluding any cost for the environmental assessment. Alk New mid -block streetlights are the fourth type of streetlight installation. There are 26 mid -block locations identified needing new streetlights. Mid -block installations require that an electrical line be strung from a power pole in an alley between the adjacent properties. One or two new poles are required for each of these installations. A utility easement is also required between the power source in the alley and the new streetlight. A typical easement of this sort will cost $0 to $1,500 depending on the area required and the willingness of the property owner. The estimated cost for the installations will be about $46,000 for the poles and lights, $8,138 for vandal shields if needed, and $19,500 for utility easements. Cost range is $46,000 to $73,638 excluding any cost for the environmental assessment. To summarize, the total estimated cost of installing or upgrading streetlights in the identified high crime rate areas is $85,000 to $161,047 not including any cost for the environmental assessment needed for the pole installations. The number of unknowns related to the installation of new streetlights is a problem. Until we get better direction from PP&Lregarding the mounting of lights on existing poles and we proceed through the environmental assessments required to install new poles, staff recommends that we proceed only with the upgrade to existing lights at this time. The use of vandal shields is appropriate for only a small number of locations. It is recommended to purchase 10 vandal shields to be kept in stock and installed where damage to streetlights becomes a problem. The estimated cost to complete the first phase of lighting improvements is about $17,400. The next phase would be to install streetlights on existing poles and new lights on new poles where easements are not needed to obtain electrical power. Morales Acting Assistant City Manager RE: Safety Street Lights Pilot Project BACKGROUND Over the course of 2010, as the Gang Free Initiative developed, staff from various city departments was directed to review how existing resources, programs and services could be aligned with the City Council's highest priority of Public Safety. The Office of Neighborhood Development Services began to prioritize its volunteer • activities such as cleanups, and some of its programs such as Senior Repair and First Time Homebuyer to neighborhoods that had experienced recent episodes violent gang related crime. A number of homes were repaired and areas cleaned up as a result of these efforts. One issue identified during the course of developing the Gang Free Initiative was the poor condition of neighborhood infrastructure like streetlights, sidewalks and green space. While funds were available for infrastructure in the ONDS budget, it was difficult to identify a significant sidewalk, street or green space improvement project that could be completed with the resources available, considering that other infrastructure projects also needed to be completed. At the October 6, 2010 meeting of the Council Neighborhood Development Committee, staff proposed initiating a pilot project to identify violent crime locations (homicide, aggravated assault) that also lacked sufficient street lighting to deter crime and gang activity. Funding for the pilot project was proposed to come from savings in the "A" Street sidewalk project, which was projected to come in under budget by approximately $100,000 (presently, that number is closer to $90,000). The Committee recommended approval of the pilot project, with the package of lights to be determined by crime data and presented to the full Council for approval. • • PROJECT STATUS While today's package of 57 street lights only represents a portion of the locations that are in need, this first batch is proposed because they can be done immediately with city crews on existing poles. The cost of these upgrades and replacements is approximately $20,000. Because we are using federal CDBG funds for these lights, their installation cannot be authorized until an environmental review is completed because it is considered "ground disturbance" by HUD regulations. This process will be initiated immediately, and takes about 45 days to complete. The cost of these additional lights is approximately $45,000. Some of these locations would require the purchase of an easement which would • vary in cost. With the remaining funds, we will identify those mid -block locations that do not require an easement and prioritize those for installation. BALANCE OF CDBG INFRASTRUCTURE FUNDS As for the remainder of CDBG funds available for infrastructure, there is approximately $348,000 remaining in the CDBG budget for this purpose. This amount has increased as a result of carryover funds from 2010 to 2011. Staff recommends that this balance be reserved for infrastructure to serve the Neighborhood Stabilization Program First Time Homebuyer Project in the Northeast Yakima Neighborhood, which must be completed in 2012. The city is submitting a grant request to the State Department of Commerce for additional NSP funds to pay for this infrastructure, but we will not know the outcome of that process until later in the spring of 2011. If we are fully funded by the state, some or all of these infrastructure dollars could be reprogrammed to other eligible neighborhood infrastructure improvement projects. RECOMMENDATION Staff requests that the City Council approve the recommendation of the Neighborhood Development Committee that CDBG Infrastructure funds be allocated to the Safety Street Lighting Pilot Project, and authorize the City Manager to direct the installation and upgrade of the first 57 locations for approximately $20,000 and to direct ONDS staff to initiate the NEPA review process on the • additional identified locations.
