Review of preliminary investigations:
Jeff Louman opened the meeting with a review of the area utilities. He led a brief discussion of
what is likely to remain in place and how it can be camouflaged to improve the look of the street.
• Collie Hough Beck introduced elements of two style concepts: symbolic and luminous. The
style concept helps create a sense of place. There were various unique options such as lighting
styles and banners. Both concepts also incorporated optional common elements such as bus
benches, planters and trash receptacles that could be similar to the Yakima Avenue
streetscape.

John Gasperetti asked if this would work north of "I" Street where First Street is narrow.
Mr. Louman said one option would be to secure additional right -of -way. Joan Davenport
suggested that a trade off could be to eliminate on- street parking north of "I," and to reconfigure
• the lanes.
Discussion ensued. The Committee suggested that the luminous concept be carried forward
with the following guidelines:
• Eliminate parallel parking north of "1" Street
• Reconfigure lane widths
• Include street trees — no lights on trees
• Strategically carry over similar elements from Yakima Avenue
• Carefully consider the placement and .number of planters due to maintenance issues
• Strategically placed lighted banners and colored light sticks
There was a brief discussion of how the improvements would be maintained. An ambassador
program similar to downtown was suggested as the best solution. The businesses in the area
will have to make the decisions.
Mr. Armstrong suggested the business and property owners need to work more closely with
YPD to clean up crime in the area.
The next meeting will be Thursday, April 14. The time and place were tentatively set for
4:00 p.m. at Public Works.
