HomeMy WebLinkAbout1985-2843 SPECIAL ASSIGNMENT PAY ORDINANCE NO. 2843 AN ORDINANCE relating to City personnel; providing for special assignment pay; amending Subsection 2.20.088B of the City of Yakima Municipal Code; and declaring an emergency. WHEREAS, the provisions, terms and conditions of the collective bargaining agreement between the City of Yakima and AFSCME Local 1122 call for special assignment pay under circum- stances defined by the following amendment to Subsection 2.20.088B of the City of Yakima Municipal Code; and negotiations on that agreement have recently concluded so that the Yakima City Council will authorize the execution of that agreement by the City at the meeting held the same date as the enactment of this ordinance; and the agreement by its terms is effective retroactively to January 1, 1985, so that it is necessary that this ordinance be- come immediately effective in order to comply with that agreement; and the City Council therefore finds and declares an emergency to exist so that this ordinance shall be effective immediately on its publication, as authorized by the Yakima City Charter, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Subsection 2.20.088B of the City of Yakima Municipal Code is hereby amended to read as follows: "2.20.088 Uniform Allowance -- Special Assignment Pay. B. (1) Except for employees in the fire department and except for employees represented by AFSCME Local 1122, when a salaried employee works in a higher classification for a period of one day or longer, performs substantially all of the duties of such higher classification and is not actually receiving supervised training for that position, the employee shall be paid at the pay step in the higher classification which is next higher in amount above the employee's pay in the lower classification. The provisions of this section shall not apply to management personnel. (2) When an hourly employee works in a higher classifi- cation for a period of one hour or longer, performs sub- ., stantially all of the duties of such higher classification and is not actually receiving supervised training for such position, the employee shall be paid at the step in the higher classification which is next higher in amount above the employee's pay in the lower classification. (3) When a salaried permanent employee represented by AFSCME Local 1122 works for one hour or longer in a higher classification and in a different classification series from which the employee is regularly employed and performs sub- stantially all of the duties of such higher classification and is not actually receiving supervised training for such position, the employee shall be paid at the pay step in the higher classification which is next higher in amount above the employee's pay in the lower classification for all such • hours consecutively worked in the higher classification. (4) When a salaried permanent employee represented by AFSCME Local 1122 works four consecutive hours or longer in a-higher classification in the same classification series in which the employee is regularly employed and performs substantially all of the duties of such higher classification and is not actually receiving supervised training for such position, the employee shall be paid at • the pay step in the higher clasification which is next higher in amount above the employee's pay in the lower classification for all such hours consecutively worked • in the higher classification." Section 2. This ordinance is one to provide for the immediate preservation of the public peace, property, health, safety and welfare of the people of the City of Yakima and an emergency is hereby declared to exist and this ordinance shall be in full force and effect immediately upon its passage, approval and publication as provided by law and by the City Charter.
