B-2263 AN ORDINANCE providing altnimum requirements for the protection of life, limb, health, property, safety and welfare of the general public and the owners and occupants of residential buildings providing for the issuance of permits and collection of fees therefore; adopting the Housing Code of the City of Yakima, providing for penalties for the violation thereof and repeal- ing all ordinances or parts of Ordinances in conflict here- with. WHEREAS, the 1957 Session of the Washington State Legislature provided for the adoption by municipalities within the State, of compre- hensive plans for urban renewal and for other matters pertaining to the same, the same being R.C.W., Chapter 35.81, and WHEREAS, any numicipality seeking federal aid in any urban renewal program must, as a prerequisite, have adopted a housing code, and WHEREAS, the Housing Code of the City of Yakima Prepared, adopted and recommended by the Planning Commission of the City of Yakima conforms with the requirements established for such a housing code, now, therefore BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. The Housing Code of the City of Yakima, providing minimum standards for all buildings or portions thereof, used or designed or intended to be used for human havitation for the protection of life, limb, health, property, safety and welfare of the general public and the owners and occupants; prepared, adopted and recommended by the Planning Commission of the City of Yakima, a copy of which is hereto attached and by this reference made a part hereof be and the same hereby is adopted as the provisions and regulations of the City of Yakima, and the several Sec- tions or Numbers therein 5 forth shall constitute the numbers and may he referred to as the numbers of this Ordinance. Section 2. The clerk of the City of Yakima is hereby re- quired, authorized and directed to file with the County Auditor of Yakima County a copy of this ordinance duly certified as a true copy. Section 3. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed, provided, however, that this ordinance shall not affect any action or proceeding had or commended in any civil or criminal cause before this ordinance and its respective pro- visions shall take effect and any such acts and all such actions or pro- ceedings thereunder may be prosecuted and continued with the same effect and under the same provisions of law in effect at the time such act wws done or action or proceedings had or commenced, and any offense in any provisions of the ordinances of this City which are repealed by this ordinance, and the commissions whereof have been completed before the effective date of this act shall be punishable as provided by the ordin- ance in effect at the time of the completion of such acts Ifahout regard for the fact that such provisions of ordinance have been repealed hereby. Section 4. This ordinance shall be and is hereby declared to be in full force and effect thirty (30) days from and after its final passage, approval and publication, as provided by law and the City Charter.
