ORDINANCE NO. B-2233
AN ORDINANCE establishing a Public Works Operations Department and con-
solidating the Engineer-Inspection and Planning Departments
and prescribing the functions of said departments.
WHEREAS, it is deemed desirable, in order to obtain the max-
imum advantages of specialization and division of labor b7 assigning var-
ious parts of the work of the Pualic Works agencies to persons particu-
larly qualified for such work, and to coordinate and integrate the wDrk
of these specialized employees so as to fullfill the functions and objec-
tives of the Pu Works agencies; it is necessary to consolidate the
Public Works agencies into two sections: I. Public Works Operations Depart
ment, and 2. Engineering-Planning Inspection Department, now, therefore,
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. That all Public Work Operations and Maintenance
activities, including Street, Sanitation, Irrigation, Water and Sewer, and
cemetery, are hereby combined into one department, with the Public Works
Superintendent as department head. He shall have supervision over said
Public Works Operation Department.
Section 2. The Public Works Department shall be under such
supervision, direction and control as is provided by State Law, City
Charter and City Ordinances.
Section 3. That the Engineering, Planning and Building
Inspection Departments are hereby combined into one department, with the
City Engineer as department head. This department shall prepare the
plans and specifications and shall have supervision over all construction
and improvements ordered by the City Commission, and shall make all nec-
essary studies and long-range plans to assure proper construction and
oderly growth of the City Yakima, and shall make the necessary inspection
to assure complieance with all laws, ordinances and regulations concerning
building a nd z oning requirements. Nothing herein, however, shall be con-
strued as making the Planning Director subordinate to the City Engineer.
Section 4. The Public Works Superintendent and City Engineer
shall be under the direct supervision of the Commission Of Public Works.
Section 5. All ordinances and parts of ordinances in con-
flict herewith be and the same are hereby repealed.
Section 6. This ordinance shall be in force and take effect
thirty (30) days from and after its passage, approval and publication.
