R-2020-033 A RESOLUTION authorizing a contract with POW Contracting, Inc for Project Nos 2509/2510 Wastewater Maintenance Facility Renovation WHEREAS, the City of Yakima owns, operates, and maintains the 19,349 square foot Wastewater Collections Maintenance Facility located at 202 West Pine Street as the base of operations for the Wastewater and Stormwater Division collections systems maintenance staff and equipment, and WHEREAS, the 7,161 square feet of office, restroom, and conference room space in the Facility requires reconfiguration and renovation to accommodate the increase in workgroup staff from ten (10) employees to twenty (20) employees experienced since initial occupancy in 1992, and to extend the Facility's useful life, and WHEREAS, the City previously entered into contract No 2019-047 with KDA Architecture, Inc. to provide design, bidding, and construction services for the Facility Renovation Project, and WHEREAS, the City of Yakima used the procedure established by Washington State law for the bidding and awarding of public capital improvement projects, and WHEREAS, POW Contracting, Inc submitted the low bid and has the ability to perform the contract specified work; and WHEREAS, the Acting City Chief Engineer has recommended awarding the contract to POW Contracting, Inc for constructing the Facility renovations, and WHEREAS, the City Council finds that it is in the best interest of the City of Yakima to enter into a contract with POW Contracting, Inc to perform the work detailed in the contract documents for the reconfiguration and renovation of 7,161 square feet of office, restroom, and conference room space in the Wastewater Collections Maintenance Facility; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to execute the attached contract with POW Contracting, Inc , in the amount of Six Hundred Fifty Thousand Eight Hundred and Thirty -Four dollars ($650,834) for City Project Nos 2509/2510, which extend the useful life of the Wastewater Maintenance Facility through reconfiguration and renovation of existing facility space. The workgroup first occupied the facility in 1992 with a staff of ten employees. Since that time, staff has grown to over twenty employees to meet the maintenance requirements of the expanding wastewater and stormwater collection systems. The restrooms, offices, and conference/lunch room in the existing facility require reconfiguration and renovation to accommodate the increase in workgroup staff experienced over the past twenty-eight years. City of Yakima Projects 2509/2510 provide the required renovations and updates within the building's existing footprint and extend the useful life of the facility. The City previously entered into an agreement with KDA Architecture, Inc. under resolution 2019- 047 to provide architectural, bidding, and construction services for the Maintenance Facility Renovation project. The City utilized the procedures established by the State of Washington for competitively bidding projects. Three contractors submitted bids, with POW Contracting, Inc. submitting the lowest bid of $650,834. The contract is attached for City Council review.
