ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective January 1, 1998; amending Subsections
2.20.100 A, 2.20.100 B, 2.20.100 C, 2.20.100 D, 2.20.110 A, 2.20.110 B,
2.20.110 C, 2.20.110 D, 2.20.110 E, 2.20.110 F, adding a new Subsection
2.20.110 G, and amending 2.20.110 G, 2.20.110 H, 2.20.110 I, 2.20.110 J,
2.20.110 K, 2.20.110 L, 2.20.110 M, and 2.20.110 N, all of the City of
Yakima Municipal Code.
BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan.
A. Plan Adopted. A classification plan for city employees is hereby adopted to be
effective January 1, 1998, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20.100 B of the City of Yakima Municipal Code is hereby amended
likead as follows:

Section 5. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through M of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of January 1, 1998. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B through E shall be •
evaluated annually in accordance with a management performance evaluation plan. The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of

the City. Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule:"

ITEM TITLE: Legislation Amending the Classification and Compensation Plan for
Certain City Employees

SUMMARY EXPLANATION:
The attached ordinance amends the Classification and Compensation Plan to implement
wage adjustments pursuant to current .collective bargaining agreements effective January
1, 1998. These adjustments are required by the terms of the 1997 -1998 AFSCME collective
bargaining agreement, 1996 -1998 Fire LEOFF /PERS collective bargaining agreement and
1997 -1998 Public Safety Communications collective bargaining agreement which were all
previously approved by Council.
This ordinance also incorporates the management pay and compensation adjustments
which would take effect pursuant to the current formula prescribed in the Yakima
Municipal Code, Section 2.20.116B and provides for the implementation of the
Management Compensation Market Study recommendations approved by Council on
December 9, 1997. The requirements of the current Municipal Code provisions and
Management Compensation Market Study recommendations referenced above were
previously explained in the November 17, 1997 memorandum to Council.
This ordinance amends the Classification and Compensation Plan by adjusting base wages
as shown below:

As a housekeeping measure, this ordinance corrects or changes:
(1) Retitles the Block Grant Manager classification to , Neighborhood
Development Services Manager.
(2) Establishes the new classifications of Deputy Court Services Manager and Case
Specialist for the Municipal Court System.
(3) Eliminates the Police Services Dispatcher classification since the Consolidated
Communications Center has been established and subsequent collective bargaining has
been concluded.
(4) Corrects the typographic error in the title Public Safety Dispatch Supervisor to
read Public Safety Communications Supervisor.
(5) Retitles the Paralegal classification to Legal Assistant II pursuant to charter
Civil Service Commission action.
(6) Assigns new class code numbers to the classifications of Senior Assistant
Attorney I and II and Assistant City Attorney II to provide for a more organized, systematic
ill structuring the attorney classification series. There is no change in compensation resulting
from the assignment of new class code numbers.
(7) Implement the change in the minimum wage to $5.15 from $4.90 which was
effective September 1, 1997 as required by federal or state law.

(a) The collective bargaining agreements for each of these three units contain formulas for
the 1998 wage adjustment which results in a 3.0% base wage increase and an additional
1.0% contribution to deferred compensation. These agreements also require an increased
contribution by employees for dependent unit medical costs. The net effect of these
adjustments is, a 3.82% annualized 1998 adjustment.
