ORDINANCE relating to City personnel; adopting a classification and compensation plan for
City employees to be effective March 23, 1997; amending Subsections
2.20.100 A, 2.20.100 C, 2.20.110 A, and 2.20.110 L, all of the City of
Yakima Municipal Code.
• BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. Subsection 2.20.100 A of the City of Yakima Municipal Code is hereby amended
to read as follows:
"2.20.100 Classification Plan. .
A. Plan Adopted. A classification plan for city employees is hereby adopted to be ;
effective March 23, 1997, which plan shall consist of the various following subsections of this section."
Section 2. Subsection 2.20.100 C of the City of Yakima Municipal Code is hereby amended
to read as follows:

Section 3. Subsection 2.20.110 A of the City of Yakima Municipal Code is hereby amended to
read as follows:
"2.20.110 Compensation Plan. A. Pay ranges and pay steps, set out in the schedule
constituting Subsection B through M of this section, for the classes allocated to these pay ranges shall be
in full force and effect as of March 23, 1997. The pay rates shall constitute full compensation for those
employees with a work week of forty hours as set out in other sections of this code. Employees whose
work week is less than forty hours shall be paid at the rate which is in the same proportion to the rates
set out herein that their work week bears to forty hours. The hourly rate for those employees of the Fire
Department whose work week exceeds forty hours shall be computed according to the provisions of
Section 2.22.030 of this code.
The performance of employees in the series designated Subsection B through E shall be
evaluated annually in accordance with a management performance evaluation plan. The result of the
performance evaluations shall be the determination by the City Manager of the actual salary of each
employee in the designated positions, and the determination by the City Council of the actual salary of
the City Manager, which actual salaries shall be no less than the minimum nor no greater than the
maximum set out in the pay range applicable to the position, according to the following schedule:"
Section 4. Subsection 2.20.110 L of the City of Yakima Municipal Code is hereby amended to
read as follows:

CLASS SPECIFICATION
(CODE: 6426 TITLE: Public Safety Communications Supervisor Est. 1/971
DEFINITION: Under general supervision is responsible for the day -to -day operation of the fire,
emergency medical, and law enforcement dispatch and 911 call answering sections
(Communications Center). Supervises .subordinate personnel in the Communications Center.
Performs related work as required.
DUTIES
The following duties are illustrative only and not all encompassing. Other related
duties may be required as a function of this position.
Essential Duties:
Provides direct supervision of the Communications Center.
Responsible for the preparation and maintenance of payroll for the personnel in the
Communications Center.
Responsible for development and implementation of Communications Center procedures and
•
techniques.
Ensures that Communications Center personnel receive proper training in communications
techniques, operation of equipment, procedures, computers and computer programs and
applications.
•
Ensures that the MSAG and other programs /projects specific to 911 are maintained and
performed in a timely, efficient manner.
• Coordinates and g Y enc emer supervises communications for other agencies that use the

services of the Communication Center.
Ensures that alarm receiving systems are in compliance with local, state and federal
regulations and laws. Ensures proper records and reports on the alarm receiving systems are
maintained.
Works with the Information Systems Division and the Division Manager to ensure that the
Computer Aided Dispatch and related systems are operational and updated to meet the
Communications Center's requirements.
Ensures security and confidentiality of sensitive information.
Conducts performance evaluations of subordinate personnel. Investigates complaints. Fulfills
responsibilities of the grievance procedure.
Secondary Duties:
Makes presentations to management, representatives of the community and other agencies in
regards to the Center's operation. Meets and works with representatives of community, city
officials, government officials, businesses and agencies in formal and informal forums.
Prepares reports as required by the division and for other agencies.
Serves as acting Division Manager as assigned.
Provides assistance to the Manager in preparation and maintenance of, the Communications
Center budget.

MAJOR WORKER CHARACTERISTICS : Thorough knowledge of: principles of dispatch and
911 call answering operations as related to telephone, radio procedures and computer
programs and systems; principles of alarm monitoring systems and related regulations '
standards, computer operations, software and systems. Ability to: supervise, train
instruct personnel in the operation of the Communications Center; assume the duties
dispatcher when necessary; and meet and deal with people in a courteous and tactful manner.
UNUSUAL WORKING CONDITIONS: Subject to stressful situations when performing the
duties of dispatcher. May be required to work shift work when necessary. May be required to
work beyond the normal work schedule.
LICENSES. REGISTRATIONS AND CERTIFICATE: Must possess /obtain and maintain all
licenses, registrations and /or certifications required to perform the duties of dispatcher,
including Emergency Medical Dispatch and ACCESS certification.
MINIMUM CLASS REQUIREMENTS: Any combination of experience equal to three (3) years in
the position of Public Safety Dispatcher or Fire Dispatcher, or Police Dispatcher with the City
of Yakima. Must successfully pass background check, polygraph, physical exam, and
psychological evaluation. Supervisory experience is desirable.

(CODE: 6412. TITLE: Public Safety Dispatcher Est. 1/97
Definition: Under general supervision receives emergency and non- emergency requests for
fire, emergency medical and law enforcement assistance. Evaluates the information provided
to determine the appropriate jurisdiction, equipment and personnel to be dispatched.
Operates a variety of electronic equipment to successfully dispatch the appropriate emergency
response. Performs related work as required.
DUTIES
The following duties are illustrative only and not all encompassing. Other related
duties may be required as a function of this position.
Essential Duties:
Receives, transmits and records requests for emergency and non - emergency responses via
telephone, radio, alarm and Computer Aided Dispatch (CAD) systems.
Uses maps, addresses and other pertinent information to dispatch the appropriate
jurisdiction, equipment and personnel.
Monitors and transmits on a variety of radio channels. Assists in testing radio frequencies,
periodically makes routine announcements and relays information via radio and /or paging
systems.
Monitors and maintains the position and status of the units in the field. Directs the
• movement of units to other response areas, fire stations and /or jurisdictions so that adequate
coverage is provided to all areas during day -to -day and major emergency operations.
May be required to perform temporary relief duties.
Operates a variety of equipment including but not limited to: radio console, CAD system, .
computer terminals. TDD, alarm systems, recording devices, security devices and other
related equipment.
Monitors alarm receiving equipment and processes the information received, taking the
appropriate actions; dispatch of emergency units or notifying responsible parties of
malfunction or equipment out of service.
May be required to appear in court when subpoenaed.
Informs supervisors of situations that require their attention and notifies the appropriate
personnel for repair and testing of the communication center equipment.
Maintains awareness of and complies with Division and Departmental policies, procedures
and directives.
Operates the Automated Records and Warrant Systems. Shall be required to operate the
ACCESS computer interface with requests for warrants, license checks, etc.
Receives National Warning System information and disseminates appropriate tests and
warnings of County, State and National emergencies to various other agencies according to
State and Federal regulations.

Secondary Duties:
Assists in maintaining the cleanliness of the communications center and updates the Cente '
reference materials.
Performs data entry of reports, statistics, etc. as needed and as operational time allows for the
Public Safety departments served.
Makes recording of incidents from the Center's recording equipment in support of incident
follow -up investigations or court ordered requirements.
Maintains records of construction, repairs and changes in availability of streets, hydrants and
sprinkler systems for notifications to the Public Safety departments.
MAJOR WORKER CHARACTERISTIC: Must have the ability to interpret maps and to learn
the roads, streets and major geographic features of the Communications Center's operational
area. Must be able to listen attentively and interrogate for needed information, organize
details quickly and logically, think clearly, make quick and accurate judgments, speak English
clearly at sustained rapid rates in order to transmit information and locations to responding
units during emergency situations. Have a working knowledge of the type and uses of the
emergency equipment dispatched by the Center. Must be able to type accurately at 30 words
per minute and operate computers to access CAD and other support information. Must '
possess the ability to carry on multiple tasks simultaneously under stressful situations.
Ability to deal with the public in a courteous, efficient, professional manner under stressful
situations including verbal abuse. Must be able to work independently or with others in an
isolated environment for long periods of tune.
UNUSUAL WORKING CONDITIONS: Subject to stress due to the nature and urgency of the
emergency services provided. Will be required to work rotating day /night shifts inclu
weekends and holidays. Works in a secured environment with artificial lighting. No smo
is allowed in the building. May be required to work without relief breaks and /or meal bre
90% of duties performed in a seated position, with limited opportunity for physical movement.
May be required to work beyond the normal work schedule. Must have active telephone
service at residence.
LICENSE. REGISTRATIONS AND CERTIFICATES:. Must possess /obtain and maintain all
licenses, registrations and /or certifications needed to successfully perform the duties of
dispatcher including ACCESS and Emergency Medical Dispatch certifications.
MINIMUM CLASS REQUIREMENTS: Any combination 'of education or experience which
demonstrates the ability to perform the duties of the position. Must be able to type 30 words
per minute. Must successfully pass background check, polygraph, physical exam, and
psychological evaluation. Must be able to perform the essential duties of the position.
Experience in a Public Safety Communications Center operation is desirable.

SUMMARY EXPLANATION:
The attached ordinance amends the Classification and Compensation Plan to establish the
new classifications of Public Safety Dispatcher and Public Safety Dispatch Supervisor which
were adopted by the Fire Civil Service Commission at their February 3, 1997 meeting.
