HomeMy WebLinkAbout1998-041 Amending the 1998 budget ORDINANCE NO. 98- 41 AN ORDINANCE amending the 1998 budget for the City of Yakima; and making appropriations of $30,000 within the 171 Capitol Theatre Fund for expenditure during 1998 to purchase and install a new stage lighting control board. WHEREAS, the amount of $30,000 must be appropriated within the 171 Capitol Theatre Fund for expenditure during 1998 to purchase and install a new stage lighting control board, and WHEREAS, at the time of the adoption of the 1998 budget it could not reasonably have been foreseen that the appropriation provided for by this ordinance would be required; and the City Council finds that an emergency exists of the type contemplated by RCW 35.33.091 and that it is in the best interests of the City to make the appropriation herein provided, now, therefore, BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Appropriations are hereby made, for expenditure during 1998, from the Unappropriated Fund Balance in the various funds to the various accounts and in the various amounts, and for the various specific purposes, all • as specified in the Schedule attached hereto and incorporated herein. Section 2. This ordinance is one making an appropriation and shall take effect immediately upon its passage, approval and publication as provided by law and by the City Charter. This is a request for a special appropriation of up to $30,000 to replace the Capitol Theatre's current stage lighting control board. The current board has been in service for 12 years and recently went off -line due to age and use. Efforts to repair the board met without success. The current board is no longer made and parts are no longer available. The stage lighting control board is an integral part of the operations of the Capitol Theatre. The proposed Funding Source is City Fund 198 (Capitol Theatre Reserve.) In 1982, the City received a $1,000,000 insurance settlement in conjunction with the fire that destroyed the Capitol Theatre in 1975. Since funding had already been secured to rebuild the Capitol, the settlement s invested and the interest earned was targeted to maintain the facility. A depreciation oe dule was established and, on an annual basis, the City transfers $71,927 from Fund 198 to Fund . In turn, each year, the Capitol Theatre Committee (CTC - the organization contracted to manage the facility on behalf of the City) presents a capital and maintenance budget to the City, for approval, that utilizes these funds. Under the terms of the agreement between CTC and the City, the City is responsible for, "major upkeep, maintenance, and repair for the Theatre premises and fixtures." CTC has managed this on behalf of the City utilizing the resources of the annual fund transfers. It should be noted that, while the amount of the fund transfer has not increased, the building has aged 20- years, inflation has increased 63 %, and the Reserve Fund has increased 30% (to $1.3 million.) Working in partnership with the City, CTC is proud to have a 20 -year history of managing the Capitol Theatre within its defined resources. This is the first time CTC has felt it necessary to solicit the City for additional support. Under the terms of the agreement, between CTC and the City, the City is responsible for, "major upkeep, maintenance and repair for the Theatre premises and fixtures." CTC has managed this on behalf of the City utilizing the resources of annual fixed transfers of 0 interest earned in the Capitol Theatre Reserve Fund of $71,927. However, this fixed transfer is not adequate to provide for an emergency replacement of this magnitude. The attached appropriation ordinance would authorize the transfer of an additional $30,000 from the Capitol Theatre Reserve Fund to the Operating Fund, and then appropriate the purchase of the stage lighting control board from the Operating Fund.
