HomeMy WebLinkAbout1998-046 Parking on Chestnut • ORDINANCE NO. 98- 4 l� • AN ORDINANCE relating to traffic; amending the rules for parking on Chestnut Avenue, Front Street, 5 Avenue and "A" Street; and amending Sections 9.50.040, 9.50.050, 9.50.070 and 9.50.090, all of the City of Yakima Municipal Code. BE IT ORDAINED BY THE CITY OF YAKIMA: Section 1. Section 9.50.040 of the City of Yakima Municipal Code is hereby amended to read as follows: "9.50:040 Parking of certain vehicles prohibited on certain streets. When signs are erected giving notice thereof, no person shall park a vehicle as herein specified and as specified on such sign at any time upon any street where such sign is erected and herein specified as follows: 1. Motor trucks bearing a licensed gross weight, in accordance with RCW 46.16.170, in excess of ten thousand pounds: a. Both sides of North 1st Street between "B" „ Street and 1 „ • Street; b. The east side of North 1st Street from a point one hundred fifteen feet south of Sycamore Street to a point one hundred sixty feet north of Sycamore Street; c. The north and south sides of "E” Street between 1st Street and Front Street; d. The east side of Front Street two hundred feet south and two hundred feet north of "E" Street e. Both sides of 11 Street south of "A" Street; and f. Both sides of 4 Avenue between Lincoln Avenue and "B" Street." Section 2. Section 9.50.050 of the City of Yakima Municipal Code is hereby amended to read as follows: "9.50.050 Parking prohibited at all times on certain streets. When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the following streets:, (1) Both sides of 3rd Street from its intersection. with Arlington Street north to its intersection with South 2nd Street and the west side of South • 3rd Street from the intersection of South 2nd Street northerly to the • intersection of Pacific Avenue; (2) The east side of 1st Street from Sycamore Street to Tamarack Street and from Lincoln Avenue to "I" Street; and the west side of 1st Street from Tamarack Street to a point two hundred fifty feet south of "I" Street, and from Race Street south to Pacific; and both sides of 1st Street from Tamarack Street to Interstate 82; and from Pacific Street to the south city limits except on the west side from a point three hundred feet south of Arlington to a point five hundred feet south of Arlington; (3) The east side of 3rd Avenue from a point seven hundred fourteen feet north of Division Street south to a point three hundred seventy -three feet north of Prasch Avenue, and from King Street to Washington Avenue; and the west side of 3rd Avenue from a point six hundred ninety -two feet north of Division Street South to the south city limits; (4) Both sides of 5th Avenue from "B" Street to Lincoln Avenue and the east side of 5th Avenue from Walnut Street south to a point three hundred feet south of Spruce Street, and from Pine Street to Queen Anne Boulevard; and the west side of 5th Avenue from Walnut Street to a point two hundred thirty feet south of Tieton Drive, and from Division Street to Nob Hill Boulevard; and the east side of 5th Avenue from one hundred feet north of Fruitvale Boulevard to Quince Street; (5) The east side of 7th Avenue from Yakima Avenue to Chestnut Avenue, and from Spruce Street to Tieton Drive; (6) Both sides of 11th Avenue from Walnut Street to Spruce Street and 411 the west side of 11th Avenue from Tieton Drive north to the Yakima Valley Transportation Company railroad tracks; (7) Both sides of 16th Avenue within the city limits except the east side from twenty feet south of Nob Hill Boulevard to three hundred twenty feet south thereof; (8) The east side of'24th Avenue from Nob Hill Boulevard to Viola Avenue, and from a point one hundred fifty feet south of Logan Avenue to Washington Avenue; and the west side of 24th Avenue from Nob Hill Boulevard to a point one hundred feet south of Clinton Way, and from a point twelve hundred feet north of Washington Avenue to Washington Avenue; (9) Both sides of "I" Street from 1st Street to 5th Avenue; (10) Both sides of "F" Street from 8th Street one -half block east to alley; (11) Both sides of Lincoln Avenue from 4th Street to 1st Street, and from 5th Avenue to 40th Avenue, and from 24th Avenue to 40th Avenue; and north side of Lincoln Avenue from 44th Avenue to 46th Avenue; and the south side of Lincoln Avenue from 16th Avenue to 24th Avenue and from 46th Avenue to Bitterroot Way; (12) Both sides of "B" Street from 4th Street to Naches Avenue; the north side of "B" Street from Naches Avenue to 8th Street; and both sides of "B" Street from Pierce Avenue to 6th Avenue; • (13) The north side.of "A" Street from 16th Avenue to Hall Avenue, and from 4th Street to the alley one -half block west thereof;. and the south side of "A" Street from Naches Avenue to 3rd Street; (14) The north side of Summitview Avenue from 7th Avenue to Pierce Avenue, and from a point two hundred eighty feet west of the west curb of Pierce Avenue to a point one hundred eighty feet west of Custer Avenue, and from forty feet west of 15th Avenue to 31st Avenue, and from 32nd Avenue to the west city limits; and the south side of Summitview Avenue from 7th Avenue to 33rd Avenue, and from three hundred eighty feet east of 39th Avenue to the west city limits; (15) Both sides of Yakima Avenue from 8th Street to 9th Street, and from Front Street west to the railroad tracks, and from Chicago Avenue to 22nd Avenue; and the south side of Yakima Avenue from 1st Street to a point one hundred fifty feet east of 1st Street, and from .12th Avenue to Chicago Avenue; (16) Both sides of Chestnut Avenue from 12th Avcnuc to 15th Avcnuc, and from 16th Avenue to 20th Avenue; and the south side of Chestnut Avenue from 6th Avenue to 12th 16 Avenue (except for indented angle parking located between 10th Avenue and the loading zone opposite South 9th Avenue), and except that parking on both sides of Chestnut will be allowed. on Sundays between 6th and 9th Avenues and between 11th and 12th Avenues from six a.m. to one p.m. and from 20th Avenue to Stanley Boulevard; (17) The east side of Stanley Boulevard from Chestnut Avenue to 23rd Avenue; and the west side of Stanley Boulevard from Laban Avenue to a point six hundred ten feet south; (18) Both sides of Walnut Street from the alley east of 1st Street to 3rd Avenue, and from 6th Avenue to 11th Avenue; and the north side of Walnut Street from 6th Street to Naches Avenue and from 3rd Avenue to the alley west of 4th Avenue, and the south side of Walnut Street from the alley east of 4th Avenue to the alley west of 4th Avenue; (19) The north side of West Spruce Street from Holton Avenue to 12th Avenue; (20) Both sides of Tieton Drive from 5th Avenue to the west city limits except the north side from 8th Avenue to 9th Avenue; (21) Both sides of Nob Hill Boulevard from the east city limits to the west city limits; (22) Both sides of Mead Avenue from 10th Street to Voelker Avenue and from 1st Avenue to 2nd Avenue; and the north side.of Mead Avenue from Voelker Avenue to 1st Avenue, and from 2nd Avenue to 3rd Avenue; (23) Both sides of Washington Avenue from a point four hundred feet east of 1st Street to 3rd Avenue; and both sides of Washington Avenue from 16th Avenue to Spring Creek Road; (24) The east side of 7th Street from "G" Street to "H" Street; S (25) The east side of Pierce Avenue from Summitview Avenue to West Lincoln Avenue; and the west side of. Pierce Avenue from Lincoln Avenue to Folsom Avenue; (26) Both sides of 40th Avenue from the north city limits to the south city limits except on the west side of 40th Avenue from one hundred ninety feet north of Summitview Avenue to two hundred ninety feet north of Summitview Avenue; (27) Both sides of LaSalle Street from 9th Street to 10th Street (Fair Avenue); (28) The south side of Belmont Avenue from 15th Avenue to 16th Avenue; (29) Both sides of Knobel Avenue; (30) The east side of North 4th Avenue from Cherry Avenue to a point three hundred fifty feet south thereof; (31) The east side of 8th Street from "A" Street to Yakima Avenue; (32) The west side of 10th Street from Pacific Street to Nob Hill Boulevard; (33) The north side of Prasch Avenue from 13th Avenue to 16th Avenue; and the south side from one hundred feet east of 15th Avenue to 16th Avenue; (34) The west side of South 29th Avenue from West Chestnut Avenue to West Walnut Street; (35) The north side of Pitcher Street between 10th Street and Fair Avenue; (36) The south side of Terrace Street from 14th Avenue to a point one hundred sixty feet east thereof; (37) North side of "I" Street from North 4th Street westerly to the north - south alley between North 4th Street and North 3rd Street; (38) South side of Arlington Street from South 40th Avenue to South 42nd Avenue; (39) East side of North 31st Avenue between Summitview Avenue and Barge Street; (40) South side of Haynes Street between Pleasant Avenue and Queen Avenue; (41) Both sides of South 15th Avenue from its intersection with Nob Hill Boulevard southerly a distance of two hundred feet; (42) The north side of Arlington from 9th Street to 10th Street (Fair Avenue); (43) The south side of Central Avenue from 8th Street to 10th Street (Fair Avenue); (44) Both sides of Spring Creek Road; (45) The west side of 48th Avenue from four hundred feet north of Tieton Drive to three hundred twenty feet south of Tieton Drive and on the east side from three hundred feet north of Tieton Drive to four hundred feet south of Tieton Drive; (46) The east side of 30th Avenue from Tieton Drive to a point two hundred ten feet north of Tieton Drive and the west side of Tieton Drive to a point two hundred fifty feet north of Tieton Drive; (47) Bo th sides of 6th Street from its intersection with Nob Hill Boulevard to two hundred seventy feet north of Nob Hill Boulevard." Section 3. Section 9.50.070 of the City of Yakima Municipal Code is hereby amended to read as follows: "9.50.070 Two -hour parking time limit on certain streets. When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than two hours at any time between the hours of nine a.m. and six p.m. on any day except Sundays and public holidays within the district or upon any of the streets described herein: 1. Both sides of 6th Street from Yakima Avenue to Chestnut Avenue; 2. East side of Naches Avenue from Chestnut Avenue to "B" Street; 3. Both sides of "B" Street from the alley west to Naches Avenue; 4. Both sides of Yakima Avenue from Naches Avenue to 6th Street; 5. Both sides of 4th Street from "B" Street to Lincoln Avenue; 6. West side of 3rd Street from "B" Street to Lincoln Avenue; 7. Both sides of 2nd Street from "B" Street to Lincoln Avenue; 8. Both sides of 1st Street from "B" Street to Lincoln Avenue and from Walnut to Spruce; - . ID 9. West side of 1st Street from "B" Street to Walnut Street; 10. Both sides of "B" Street from Front Street to 1st Street; 11. Both sides of 5th Avenue from "A" Street to Walnut Street, except the West side of 5 Avenue for a distance of 120 feet South from the Southwest corner of the intersection of 5 Avenue and Chestnut Avenue: 21. East side of 6th Avenue from "B" Street to "A" Street; 22. West side of 6th Avenue from "A" Street to Yakima Avenue; 23. Both sides of 7th Avenue from "A" Street to Yakima Avenue; • 24. West side of 7th Avenue from Chestnut Avenue to Walnut Street; 25. West side of Pierce Avenue from Browne Avenue to the first alley south of Browne Avenue; 26. West side of 8th Avenue from Summitview Avenue to Yakima Avenue; 27. South side of "B" Street from 1st Avenue east to the railroad tracks; 28. Both sides of Browne Avenue from 7th Avenue to Pierce Avenue; 29. North side of "A" Street from 6th Avenue east to the alley and from 7th Avenue to Pierce Avenue; 30. North side of Yakima Avenue from 7th Avenue to 8th Avenue; 31. South side of Yakima Avenue from 10th Avenue to 11th Avenue; 32. Both sides of Chestnut Avenue from 6th Street to Naches Avenue from 2nd Avenue to 6th Avenue, except the South side of Chestnut Avenue for a distance of 156 feet West from the Southwest corner of the intersection of 5 Avenue and Chestnut Avenue: 33. North side of Walnut Street from the alley west of 3rd Avenue to 5th Avenue; 34. South side of Walnut Street from 3rd Avenue to 5th Avenue; 35. South side of Pine Street from 1st Street east to the alley; 36. East side of North 3rd Avenue from Yakima Avenue northerly to the alley; 37. West side of 4th Avenue from Yakima Avenue to Chestnut Avenue; 38. East side of 4th Avenue from the alley north to Yakima Avenue; 39. Both sides of 3rd Avenue from Yakima Avenue to Chestnut Avenue; 40. Both sides of 2nd Avenue from Yakima Avenue to Chestnut Avenue." Section 4. Section 9.50.090 of the City of Yakima Municipal Code is hereby amended to read as follows: "9.50.090 One - half -hour parking limit on certain streets. When signs are erected in each block giving notice thereof, no person shall park a vehicle for longer than thirty minutes at any time between the hours of nine a.m. and six p.m. of any day except Sundays and public holidays within the district or upon any of the streets described herein: 1. Both sides of 2nd Street from "B" Street south one hundred feet; • 2. South side of "B" Street from 2nd Street to a point west of the alley; 3. North side of "B" Street — five parking stalls from the alley east to North 3rd Street; 4. West side of 4th Street — four parking stalls from the corner of "B" Street south; 5. North side of Yakima Avenue from 1st Avenue to the railroad tracks; • 6. East side of 1st Street — three parking stalls from a point n orth of "B" Street to a point south of Lincoln Avenue; 7. West side of Naches Avenue from Yakima Avenue to a point north of the alley; 8. North side of "B" Street, the easterly parking stall from 1st Street to 2nd Street.-; 9. The West side of 5 Avenue for a distance of 120 feet South from the Southwest corner of the intersection of 5 Avenue and Chestnut Avenue: 10. The South side of Chestnut Avenue for a distance of 156 feet West from the Southwest corner of the intersection of 5 Avenue and Chestnut Avenue." Section 5. This ordinance shall be in full force and effect 30 days after its passage, approval, and publication as provided by law and by the City Charter. The revisions are individually detailed below 4110 for Council information. City staff received requests from citizens in two separate commercial areas that are impacted by tractor - trailer units parking ear th_cir ome The tractor - trailer units are parked, running, an' wartmg to efiver products either to Safeway or The Gateway Center/Target. This creates air quality issues for the residents who live adjacent to the street. Both commercial proposals were advised that they were not to park on the street and were to use their private lots. This is a correction of the existing Municipal Code. The West Siide Merchants requested revisions to portions of 5 Avenue and Chestnut from two -hour parking to one half -hour parking. This was accomplished by deleting those portions of 5 Avenue and Chestnut Street from sections of 9.50.070 (20) and (32) and adding the street descriptions to sections to 9.50.090 (9) and (10). Section 9.50.070(13) dealing with two hour parking on Front Street was revised from both sides of Front Street from "A" Street to Chestnut to "A" Street to Yakima Avenue.
