AN ORDINANCE amending the 1998 budget for the City of Yakima; and making
an appropriation of $5,000 in the 471- Refuse Fund for
expenditure during 1998 to begin a curbside recycling
program.
• WHEREAS, the amount of $5,000 must be appropriated within the Refuse
Fund in order to provide funding for various costs connected to the recycling program,
and
WHEREAS, at the time of 'the adoption of the 1998 budget it could not
reasonably have been foreseen that the appropriation provided for by this ordinance
would be required; and the City Council finds that an emergency exists of the type
contemplated by RCW 35.33.091 and that it is in the best interests of the City to make
the appropriation herein provided, now, therefore,
• BE IT ORDAINED BY THE CITY OF YAKIMA:
Section 1. An appropriation is hereby made, for expenditure during 1998
from the 471 - Refuse fund to account number 471.471.219.1848.537.10 -410 as a 1998
appropriation.
• Section 2. This ordinance is one making an appropriation and shall take .
effect immediately upon its passage, approval and publication as provided by law and
by the City Charter.

SUMMARY EXPLANATION: _
On March 3,1998, Council approved the proposal from Yakima County to participate in a pilot
recycling program within the city, limits of Yakima. The proposal included a preliminary
budget with an estimated cost o $40,( Grant funding through the Department of Ecology

would su 1 75% of the fundin leafnn $5,000 to be covered by Yakima County and $5,000
to be covered by the City of Yakima.
By participating in the pilot recycling program, the City will be able to determine the percent
of recycling materials that can diverted from the landfill. The successes of the program may
not be realized for some time. Reduction in refuse that must be landfilled will lengthen the life
the landfill and keep landfill tipping fees lower. Service to future annexations may be
provided without the need for additional personnel and equipment. The cost savings may not
be immediate, but increase in costs may rise at a slower rate.
Staff respectfully requests Council approval of the attached ordinance to provide the $5,000
funding from the Refuse Division fund balance.
